R2296603 is a 10,720 sf multi -tenant retail building built in 1979. R2296303 consist of three buildings, Improvement 1 is a 217,530 sf. community shopping center anchored by King Sooper, built in 1971. Improvement 2 is a self- service gas station built in 2002, and Improvement 3 is a 9,813 sf multi -tenant retail building that was built in 2003. Each building has been remodeled through the years. The subject has been well maintained and enjoys good visibility and access at the intersection of Hwy 34 and 11th Ave. The property owner is represented by Sterling Property Tax Specialist Inc, a tax agency who is requesting a reduction in value for 2015/2016. The petitioner has not provided a cost, market, or income analysis to support their reduction of value. Market Approach: Sales of community shopping centers and neighborhood shopping centers were researched and analyzed between January 1, 2012 through June 30, 2014 for the June 30, 2014 appraisal date. The market sales ranged from $37 psf to $165 psf. Only one comparable was larger than the subject and all other sales had considerably less GBA on much smaller sites. TKG Louisville CO Dev LI —1345-1375 E South Boulder Rd in Louisville sold 4/21/2014 for $14,572,736 or $86.18 psf. Walton Foothills Holdings VI LLC-215-225 E Foothills Pky in Fort Collins sold 7/12/2012 for $21,888,019 or $37.56 as a redevelopment site. These sales create a range between $37.56 and $86.18 per square foot. The Foothills Mall sale was used due to its location and size to bracket the subject. The Louisville sale is the best comparable due to its size and it is the most recent sale of a community center. It is determined that $50.00 would be appropriate for the subject and therefore creating a market value of $11,907,950 OR $50.00 per sf. Cost Approach: Due to the age of the buildings and difficulty in accurately determining depreciation this approach was considered but not developed. Income Approach: A marketing flier for the subject property reported income to be $1,183,209 for 2014. By applying this income to the subject, with 10% vacancy, 8% expenses, and an 8.5% cap rate equates to a total value for the subject of $11,525,848 or $48.40 per sf. Reconciliation: With a primary emphasis on the Market Sales Comparison Approach, we recommend sustaining the Assessor's values for 2015 and 2016.
