OCR Operating Company, LP PCP) is proposing to build a new compressor station Milton Compressor Station) near the intersection of WCR 34 1/2 and WCR 49 southeast of Greeieyr Colorado, in central Weld County, The proposed natural gas compression equipment is required to expand and enhance the existing natural gas supply currently being collected from nearby gathering systems, and will compress the gas for delivery to pipelines for processing al existing DCP Gas Plants. The gathering system that feeds the proposed Milton Compressor Station services producers in the Niobrara Shale development Explain how this proposal is consistent with the intent of the Weld County Code, Chapter 22 of the Comprehensive Plan. The proposed use is consistent with the comprehensive plan's intent to foster development of the natural resources of Weld County Given the limited size of the property (at about 16 acres will be disturbed), the proposed use should have minimal impact on the surrounding land. Explain how this proposal is consistent with the intent of the Weld County Code. Chapter 23 (Zoning) and the zone district in which it is located.. The proposed Milton Compressor Station is co pt/ant with Chapter 23. The Weld County Code provides that oil and gas production faculties are allowed as a matter of right in the agricultural zone district. Describe what type of land uses surround the site. Explain how the proposed use is consistent and compatible with surrounding land uses. The proposed //ton Compressor Stattbn site is located in an area of the County used primarily as pastureland and already contains various oil and gas operations and facilities. Native pastureland, agricultural fief's: and tank batteries surround the site some residences are south of the proposed site). 6y keeping the compressor footprint small (approximately 16 acres), DCP intends that surrounding agricultural areas will not be affected by the proposed compressor station's presence. Once the construction is completed, the disturbed area outside the fence will be replanted with motive grasses in compliance with the Weld County seed mix requirements. 5, What are the hours and days of operation? The proposed Milton Compressor Station will be unmanned after construction is complete; however, one DCP technician will visit the site daily to ensure quality control. 7. If shift work is proposed, include the number of employees per shift.. Noshift work is proposed, 8. List the number of people who will use this site, Include contractors, truck drivers, customers, volunteers, etc. During construction of the proposed Milton Compressor Station, construction crews will range from 20-50 workers. During construction, material delivery trucks will make approximately 1-2 trips daily. After construction, there will be 1 pick-up truck a day for the operations technician and 2 large delivery trucks accessing the site once a week. No customers or volunteers will visit this proposed compressor station once operational'.. 9. If this is a dairy, livestock confinement operation, kennel, etc., list the number and type of animals. Not applicable 10. Describe the type of lot surface and the square footage of each type, Gravel: —10.5 acres of compacted gravel within the proposed Milton Compressor Station fence line Buildings: 11,895 si total (1 MCC Building, 1 Compressor Building, 1 Maintenance Building and 1 instrument Air Building. 11. How many parking spaces are proposed? How many handicapped (ADA) parking spaces are proposed? Since the proposed Milton Compressor Station will be unmanned, there are no proposed parking spaces and no ADA-compliant parking spaces being proposed at the site. 12. Expllain the existing and proposed landscaping for the site. Any areas disturbed during construction will be graveled or rovegetated with seed pursuant to the Weld County seed mix specifications. 13. Describe the type of fence proposed for the site. The proposed Milton Compressor station will have a 6' tall chain -fink fence with 3 strands of barbed wire on the top of the fence for security and safety. 14. Describe the proposed screening for all parking and outdoor storage areas. There will not be any parking or outdoor storage areas located at the proposed Milton Cornpressor station, therefore no screening is proposed. DCP Operating Company, LP Use by Special Review Application Milton Compressor Station February 16, 2018 15. Explain any proposed reclamation procedures when termination of the Use by Special Review activity occurs. in the unlikely event that operations cease at the proposed Milton Compressor Station, DCP will remove the equipment, communications tower and all of its components in accordance with COGCC regulations. Where possible, materials will be reused or recycled. Where required, materials for disposal will be removed by a licensed contractor and transported to a disposal site. DCP will comply with all COGCC regulations concerning site restoration. 16. Who will provide fire protection to the site? The proposed Milton Compressor Station is located within the LaSalle Fire Protection District. 17, List all proposed on -site and off -site improvements associated with the use (e,g., landscaping, fencing,, buildings, drainage, turn lanes, etc_) and a timeline of when you will have each one of the improvements completed. A silt fence will be immediately installed prior to starting any grading work as part of the proposed Milton compressor station construction (site work will be compliant with the approved grading permit and the approved state Stormwater Management Plan; Permit # OR03S714 -- approved 1/31/2018). A vehicle -tracking pad will be installed at the start of the proposed grading and construction (6 rock set back 100' from WCR 34 1/2 at the existing wellhead road access). The existing wellhead access road will be improved and widened to 25' with a 60' turning radius off of INCH 34 1/2 as soon as construction starts. A. water truck will be on -site during the grading and drainage work being performed to minimize dust and will be removed once the grading and drainage work is completed. Temporary fencing will be installed around the proposed compressor station site during construction, and a permanent 6' tall chain -link fence with 3 strands of barbed wire will be installed around the entire proposed Milton Compressor Station at the completion of the project (7-9 months after construction starts), for security and safety. Any disturbance to the site will be graveled or reseeded per the Weld County required seed mix at the end of the project. No off -site improvements aro planned as part of the proposed project. 18. Describe any new site and equipment lighting.. DCP designs lighting tomeet the Weld County lighting guidelines' and specifically details all site and equipment lighting tobe LED lights and point downward at 45 degrees below the horizontal to minimize glare to neighboring properties. DCP has designed this proposed unmanned compressor station to be dark at night' and lights used only when an operator is performing maintenance work. See Lighting Plan and "cut -sheets" for all lights to be used (Exhibit N) attached with the USRplans. 19 Prior to Operation:. a. A signed copy of the Spill Prevention, Control and Countermeasure Plan shall be provided to the Weld County Environmental Health Services Division of the Weld County Department of Public Health and Environment. h. DCP shall develop an Emergency Action and Safety Plan with the office of Emergency Management and the Fire District. The facility operator, the Fire District, and the Weld County Office of Emergency Management shall review the plan on an annual basis. DCP will submit evidence of acceptance to the Weld County Department of Planning Services. Describe how many roundtrips/day are expected for each vehicle type: Passenger Cars/Pickups, Tandem Trucks, Semi=TruckiTrailer/RV (Roundtrip =1 trip in and al trip out of site). Once construction is completed, the proposed Milton Compressor Station will be unmanned; however, one DCP technician will visit the site daily in a pickup truck to ensure quality control. • 1 roundtrtp daily in a pickup truck • Two large delivery trucks once a week after construction completion: Two rroundtrips once a week 2. Describe the expected travel routes for site traffic. The primary travel route will be traffic coming from Greeley heading south on WCR 49, turning West onto WCR 34 X and then turning north on the existing access wellhead road into the proposed Milton Compressor station. A secondary route will be traffic heading north on WCR 49 then turning west of. WCR 34 14 to the existing access wellhead road into the proposed Milton Compressor Station. The proposed detention WQF will be designed to capture the runoff from a 100 -year, 1 -hour storm, which is about 2.7 inches per the NOAA atlas. Runoff is based on a site imperviousness of about 60% (including the impermeable roofed buildings). This will require a containment volume of about 63,347 cft.. along with a minimum freeboard of one foot above that level of the required volume. Per the Weld County Code, outflow from the detention pond will be limited to the historical storm water runoff flow from a 10 -year, 1 -hour storm, which per the NOAA atlas is about 1.66 inches for this location. Based on 2% pre -developed imperviousness, the historical run-off rate is about 2,112 oft/hr., or 0.587 cfs. The outlet of the pond, therefore, will have the gate opening set to allow no more than 0.587 cfs when the pond is drained. Use of WQFs for contamination control Although it is not required by state or county laws, DCP prefers to use the WAIF associated with this proposed compressor station for an additional layer of control in the event of an inadvertent or accidental release of contamination from the proposed compressor station. DP's preferred practice for detention ponds such asthis is to size the detention pond so that 100% of the runoff during a severe storm will be captured in the WOF pond, and will not be allowed to "flow through" the pond during the storm. DCP proposes to construct a radio communications tower "up to 100 feet" in height at the proposed Milton Compressor Station. DCP designs and constructs such towers at each of its facilities to allow for rerhote monitoring and control of the facilities. It is imperative that the communications tower be located in the immediate vicinity of the site to allow for the transmission of a reliable signal. A secure location within the site is critical because of the life -safety functions associated with the station's control and emergency shutdown notification features. Due to safety concerns, DOP does not co -locate its transmitters on third -party towers. Because the transmitters are utilized to remotely control the compression and processing of natural gas and other hazardous materials, DCP requires that only DCP personnel be permitted access to its towers and transmitters to prevent intentional or accidental disruption of communication services. 2. The proposed communications tower will not constitute a hazard to aircraft due to its location. 3. The proposed communications tower will be located within the Property (Parcel N o . #1213-12-1- 00-004) and the entire fall zone for the tower will be located within the DCP Milton Compressor Station property. 4.
