Brief description of the problem/issue:
In February 2018, with the approval of the BOCC, the Sheriffs Office submitted a competitive JAG application
to the Colorado Department of Public Safety for $210,000 for two (2) body scanners to be used at the north jail
booking intake and the Southwest Substation booking intake project that is being completed in 2018 to be
staffed in 2019. After defending our application to the JAG board, they have offered a preliminary approval of
$105,000, which should be enough to purchase one (1) body scanner. If any additional funds are required, the
Sheriff's Office is prepared to use 2017 Formula JAG dollars for up to an additional $14,249.
Because the grant was approved at 50%, there is no option to appeal. We can either accept or reject the grant
award by the deadline of May 25, 201.8. We believe this piece of equipment is a great asset for keeping inmates
and deputies safe, and to reduce the amount of illegal contraband that enters the facility. It will also improve the
effectiveness and efficiency of the jail deputies during the intake process, and reduce the number of times
inmates may need to be transported to a hospital or another facility for the use of this type of technology. It can
also potentially prove to be life-saving, if contraband could be identified inside an inmate's body cavity.
This is just an acceptance of the preliminary award. If approved, a contract will be sent later this year for review
by legal and all the appropriate signatures before grant funds are officially awarded. As the Project Director, the
attached Preliminary Acceptance requires only Sheriff Reams' signature. The grant application is also attached
for your review. Director Warden is aware of the preliminary grant award amount as well.
What options exist for the Board? (include consequences, impacts, costs, etc. of options):
• Accept the preliminary partial grant funding of $105,000 for the purchase of one body scan machine.
• Deny the partial grant award of $105,000, knowing it will then be on the Sheriffs Office 2019 budget
request, because the value this technology provides greatly outweighs the cost of the equipment itself.
• Schedule a work session to discuss further.
Recommendation:
Allow the Sheriffs Office to accept the preliminary grant award of $105,000.
