Date May 1,2018 Copies: File Arcadis Project No.: CO002324.0001.00003 Subject: Anticipated Traffic Summary for the Dacono Compressor Station Weld County, Colorado $ARCADIS Arcadis U.S., Inc. 630 Plaza Drive Suite 100 Highlands Ranch Colorado 80129 Tel 720 344 3500 Fax 720 344 3535 Design & Consultancy for natural and built assets Anadarko Petroleum Corporation (Anadarko) is proposing construction of a new compressor station, support laydown yard, and 70 -foot communication tower (site) near the intersection of Weld County Road (WCR) 15 and WCR 10, within the A (Agricultural) Zone District of Weld County, Colorado. Oil and Gas facilities may be developed within an A (Agricultural) Zone District once a Weld Oil and Gas Location Assessment (WOGLA) has been issued by the Department of Planning Services or the Board of County Commissioners in accordance with the application procedures set forth in Article II, Division 10, Chapter 23, of the Weld County Charter and County Code. The site is located within the City of Dacono's future planning area and proposed Three Mile Plan boundary. This memorandum provides a summary of the traffic expectations associated with the development of the facility during the construction and operation phases. Based on our review of these numbers and Weld County requirements we do not anticipate a formal traffic study is warranted. AREA OF INTEREST The proposed site will be located on a parcel of land located within the Southeast quarter (SE1/4) of the Southeast quarter (SE1/4), of Section 7, Township 1 North, Range 67 West of the 6th Principal Meridian, and is currently considered unincorporated Weld County. Anadarko will construct a driveway from the west side of WCR 15 to access this facility, at a location approximately 500 feet north of WCR 10. I x 4 t NI 'k . Trip generation estimates for this development can be characterized as either construction phase (temporary) traffic and operations phase (future/permanent) traffic. A summary of the anticipated temporary traffic for the construction of this facility is provided in Attachment 1. The construction phase has been further broken down into two types of construction activity, which will be performed in a sequential (not concurrent manner). Below is an overview of the estimated duration, total vehicle numbers per day, and peak hour traffic trips anticipated for the various phases of construction, as well as the ensuing operation of the facility. 1. Site Preparation and Grading a. Duration: 30 days b. Average Vehicles per Day: 44 Vehicles, 106 Passenger Car Equivalents (PCE) c. Number of AM/PM Peak Hour Trips: 15 Vehicles, 29 PCE 2. Mechanical & Electrical Construction a. Duration: 90 days b. Average Vehicles per Day: 100 Vehicles, 152 PCE c. Number of AM/PM Peak Hour Trips: 58 Vehicles, 72 PCE Once operational, anticipated traffic will be minimal, as the facility will be unmanned and only require a daily site visit by an operator for facility management and maintenance considerations. Routine daily activities will generally consist of a single pickup truck per day. Occasionally this will decrease or increase, depending on the type of maintenance activity, but any increase will be below the level expected during construction, and will likely be short lived (i.e., for a couple of days at a time). Arcadis reviewed whether the anticipated development traffic would require a traffic study. Based on our review of the trip generation estimates (summarized above) and the Weld County Transportation Impact Sutdy Standards it does not appear that a traffic study is warranted. Our conclusion that a traffic study is not necessary is based on the following: • There is no zoning change being requested to accommodate the siting of this facility. • According to the Weld County Public Works Transportation Impact Study Technical Completeness Checklist, traffic studies are typically only required when the anticipated trip generation is expected to exceed two hundred (200) vehicles per day. • The greatest increase in traffic will occur during the relatively short-lived period (90 days) of mechanical and electrical construction. The maximum AM and PM peak hour trips during this time will be 58 vehicles, or 72 PCE, and the maximum average number of vehicles per day will be 100, which is below the traffic study threshold number (200) established in the Completeness Checklist of the County standards. \\arcadis-us. com\Office Data\Denver-CO-Technical\Aproject\Anadarko\Road and Traffic Projects \Dacono\Deliverables\Compressor Station - TIS\Traffic Summary Memo. docx Page: 2/3 MEMO • The number of vehicles that will visit the facility once it is operational will average out to approximately one vehicle per day, and many of these daily visits will occur during off-peak hour periods. Vehicle categories include the following: Light Vehicles (e.g. pickup trucks) have a GVW btwn 4,500 and 8,500 lbs and measures < 20 ft long; Single Unit vehicles (e.g. 3 -axle bobtail or dump truck) having a GVW between 10,000 and 20,000 lbs and measuring between 20-40 ft long; Combo Unit vehicles (typically a semi and Trailer) having GVW between 50,000 and 70,000 lbs, measuring between 40 and 60 ft long; Oversize Loads (low boy equip trailers, wide loads) usually having GVW greater than 70,000 lbs, and measuring between 40 and 60 feet long. 3 Vehicle Type distribution percentages are estimated based on trip generation measurements from comparably sized Anadarko facilities where total trip/load counts have been previously tallied and summarized based on vehicle load types, percentages vary depending on development phase activities. 4 CDOT SHAC assumes: passenger vehicle < 208, single unit truck from 20 to 40 ft, multiple unit truck > 40 ft; 1 Single Unit truck = 2 PCE, and 1 Combo Unit truck = 3 PCE. 5 18,000 pound, Equivalent Single Axle Load (ESAL) equivalency factors are based on CDOT 3 Bin method for Light Vehicle (Bin 1, LEF = 0.003), Single Unit (Bin 2, LEF = 0.249), and Combo Unit (Bin 3, LEF = 1.087) vehicles. Arcadis also use AASHTO methodology to estimate an LEF for Oversize Loads based on example inventory of vehicle types, axle configurations and load sizes for similar oil and gas facilities they have constructed in Weld County. 6 Estimated number of vehicles per day is based on trip generation breakdown summary provided by Anadarko for other similarly sized facilities. 7 Average Daily Trips number assumes all vehicles make a round trip (e.g., ADT = No. of Vehicles per day x 2) and that the total trips in and out levels/evens out on a daily basis. 8 AM peak hour and PM peak hour trips are estimated based on input from Anadarko experience with similar facility development projects. Light truck traffic is almost entirely associated with daily crew/worker trips to the site; Approximately 60% of the worker trips associated with shift changes will likely occur during the AM and PM peak hours. The larger vehicle (Single unit, Combo units, Oversize loads), daily truck traffic will occur uniformly over the course of a 10 hour work day for the Site Preparation/Grading and Mechanical/Electrical construction phase activates. Communications Mechanisms: While planning most major projects, KMGG arranges a community meeting with neighbors and stakeholders to introduce the project, communicate safety standards, and address concerns. During the community meeting, written and verbal feedback is collected and analyzed to make decisions and improvements. Follow up from the community meetings to answer unresolved questions and address any concerns is conducted by our stakeholder relations team. For this specific project only 7 individuals attended the community meeting. The meeting was held on 12/6/2017 and invitations were sent to all property owners within a 1 miles radius. Based on feedback from the meeting KMGG plans on notifying all property owners within mile prior to the commencement of construction. This notification will include contact information for the Colorado Response Line, general details about duration of construction, and other key details related to operation of the facility. At any point during construction or operation of the facility, in -person meetings with neighbors and stakeholders can be arranged to address specific questions and concerns. Based on the feedback from the community meeting, KMGG feels that mailed notifications prior to construction is sufficient for the community surrounding the facility. Once the unmanned facility is in operation the Colorado Response Line will serve as the primary mechanism for stakeholder cony iii unications.
