Mr. Ogle noted that staff is requesting an amendment to Development Standards 9, 10, and 11 to add "During construction" at the beginning of each statement. Lauren Light, Environmental Health, reviewed the public water and sanitary sewer requirements, on -site dust control, and the Waste Handling Plan. Ms. Light noted that Development Standard 14 needs to state "During construction" as well, so that these development standards match Environmental Health's referral. Ryan Kacirek, Tetra Tech, 1900 South Sunset Street, Longmont, Colorado, said that this is the proposed Colt to Crossroads Pipeline. The applicant for this project is Green River Development Company, controlled by Noble Midstream Partners. The applicant is proposing a 24 -inch natural gas pipeline approximately four (4) miles in length. They have acquired 12 of the 15 required easements and expect to obtain the final three (3) easements in the near future. Mr. Kacirek provided a brief summary of their safety program. Commissioner Cope asked how close the pipelines are to each other. Robert Smetana, Noble Midstream, 1625 Broadway, Denver, Colorado, stated that they try to maintain 15 to 20 feet separation between pipelines. Mr. Cope asked if there will be multiple pipelines in this corridor. Mr. Smetana replied that they are only permitting this single pipeline and have no anticipation of additional pipelines in this corridor. Commissioner Ford asked how they will mitigate tumble weeds. Mr. Smetana said that they have contracted with a consultant who specializes in that and they are doing some soil analysis right now. This will ensure that they have the right seed mix. Commissioner Johnson said that during the construction phase there is debris blowing in your trenches and also a failure of getting soil compacted properly. He asked what the reclamation plan is and how the packing of the soil is done in the trench. Mr. Smetana said that there is mechanical compaction and they water it down and may also disc some areas to hold it together. Commissioner Sparrow said that this is the third phase of this pipeline that they have seen. He asked if it is in sections as the rights -of -ways are acquired rather than one large pipeline. Mr. Smetana said it does have to do with funding for easement agreements and also with project sequencing. The Chair asked if there was anyone in the audience who wished to speak for or against this application. No one wished to speak. The Chair referred to the requested amendments to the Development Standards. Mr. Ogle stated that the request is to amend Development Standards 9, 10, 11 and 14 to include "During construction" at the beginning of each statement. Ben Frissell, Environmental Health, reviewed the public water and sanitary sewer requirements, on -site dust control, and the Waste Handling Plan. Cory Jordan, Discovery DJ Services, LLC, 7859 Walnut Hill, Dallas Texas, stated that Discovery DJ Services is proposing to move the locally produced natural gas to their Fort Lupton Plant for processing and transportation to local and regional markets. Mr. Jordan provided a brief summary on the safety procedures of the facility. The facility is located on a 10 -acre site. Matthew Bossier, Kimberly Horn, 4582 South Ulster Street, Denver, Colorado provided visual slides of examples of different views from the site and the intended landscaping for those areas. Commissioner Sparrow noted that the slides show future mature landscaping and asked how it will block the view for the residents now until it reaches maturity. Mr. Bossier said that they intend to utilize planting stock per the recommendations from Weld County. He added that over the years, that vegetation will grow to height and part of the immediate impact will be the berms they are proposing as well as native grasses that will grow within the first and second growing seasons. Commissioner Wailes asked what the height is of the tallest structure on site. Mr. Bossier said that they have structures approximately 22 feet in height and the tallest structures are the two dehycontactor towers and the process flare tower are 58 and 62 feet high, respectfully. Commissioner Johnson asked what the mitigation plan is in the next five (5) years until the landscaping reaches maturity. Mr. Bossier said that there will be layers of vegetation to fill the gaps visually until the Austrian pines will mature. Mr. Jordan said that they recognize the importance of being both a good neighbor and a responsible operator. Their goal is to meet all state and local regulations while striving to be the best possible neighbor and a positive corporate citizen. Commissioner Johnson asked about a potential noise issue. Mr. Jordan said that the compressors will be inside noise intenuation type buildings that are designed and engineered to absorb the noise. Commissioner Stille asked about the vibrations that come from the compressors. Mr. Jordan said that the compressors are on skids. They had a study done on a previous case and it showed that out to 200 feet there is no vibration. The Chair asked if there was anyone in the audience who wished to speak for or against this application. Alan Vaughn, 139 CR 29, Brighton, Colorado, expressed concerns in his dealings with Discovery DJ Services as they have caused damage to his property when they were putting in a pipeline next to his property. Commissioner Jemiola asked Mr. Vaughn to keep the comments to this case. Commissioner Cope asked where he is located in relation to the compressor station. Mr. Vaughn said he is within 500 feet northeast of the subject site. Mr. Vaughn said that he was told there wouldn't be any screening unless they asked for it; therefore, he is requesting screening of the facility. Brian Willard, 2567 CR 29, Ft. Lupton, said that he lives across the road. He requested screening from his view. He is also concerned with noise and vibration. He said that it seems that it should be annexed into Fort Lupton as both sides of County Road 29 are annexed into Fort Lupton. Mr. Jordan referred to the pre -annexation agreement with Fort Lupton and added that they are waiting for Fort Lupton to present the agreement so they can sign it. Commissioner Sparrow noted that maybe the landscaping should include potentially future homes as this is a growing area. Mr. Jordan said that they will work with the landowners to add any additional landscaping they wish to have. Mr. Jordan noted that they have 100 miles of pipeline installed and 80 miles that are in the permitting processes and added that they only have one landowner (Mr. Vaughn) that is unhappy. He added that they are very serious in how they restore the property and how they treat the landowners and residents. He said that they also take it very serious when allegations are made and are not true. The Chair asked the applicant if they have read through the Development Standards and Conditions of Approval and if they are in agreement with those. The applicant replied that they are in agreement. This pipeline will transport natural gas to the proposed Lochbuie Station in Weld County. There is a minimum of five (5) foot spacing between pipelines that are in the same right-of-way. Matt Norton, Discovery Midstream Services, 3601 Stagecoach Road, Longmont, Colorado, stated that the facility is located on a 32 -acre site, completely in an Industrial Zone District. The facility will be fully surrounded by secondary containment. Mr. Norton stated that there will be a 100,000 bbl tank on site with the facility expandable up to 650,000 bbl tanks. There will be a 12 -inch pipeline into and out of the facility with an approximate 6 -foot tall berm. He added that there will be three (3) on -site pumps with 80,000 bbl per day capacity. The Chair asked if there was anyone in the audience who wished to speak for or against this application. Steve Gray, Tri-State Generation and Transmission Association, 1100 West 116th Avenue, Westminster, Colorado, stated that they do not have an objection to this request. However, Tri-State Generation and Transmission is proposing a 230 kV transmission line to the west of this site and he just wanted to make sure that everyone is satisfied with the clearance. He added that it looks good but can't see the dimensions. Mr. Gray said that he just wants to make sure that there is sufficient distance between this facility and the proposed transmission line. Mr. Norton said that they are aware of the right-of-way and the tanks and berm are outside of the right-of- way and they do not see any concerns with the proposed transmission line. The Chair asked the applicant if they have read through the Development Standards and Conditions of Approval and if they are in agreement with those. The applicant replied that they are in agreement.
