WHEREAS, the Board of County Commissioners of Weld County, Colorado, pursuant to Colorado statute and the Weld County Home Rule Charter, is vested with the authority of administering the affairs of Weld County, Colorado, and WHEREAS, on February 5, 2018, by Resolution #2017-3503, the Board of County Commissioners approved the application of Cactus Hill Ranch Company, do Simon Contractors, Inc., P.O. Box 691, Windsor, CO 80550, for a Site Specific Development Plan and Use by Special Review Permit, USR17-0043, for Mineral Resource Development including Asphalt and Concrete Batch Plants, materials processing (crushing and screening), material stock piles, an office, a shop, and outdoor truck and employee parking in the A (Agricultural) Zone District, on the following described real estate to -wit: Part of the W1/2 of Section 16, Township 7 North, Range 67 West of the 6th P.M., Weld County, Colorado WHEREAS, the Board of County Commissioners is in receipt of a request from Cactus Hill Ranch Company, do Simon Contractors, Inc., to determine satisfaction of Condition of Approval #1.C of Use by Special Review Permit, USR17-0043, and WHEREAS, on February 21, 2018, the Board of County Commissioners reviewed the submitted landscaping elevations and finds that the updated Landscaping/Screening Plan proposed by Cactus Hill Ranch Company, c/o Simon Contractors, Inc., a copy of which is attached hereto and incorporated herein by reference, satisfies Condition of Approval #1.C. Juniperus scopulorum "Cologreen', Cologreen Juniper Height 15-20' Mature Width 4-6' Upright branches arch slightly outward to form a columnar to pyramidal juniper with light green foliage and fleshy blue fruits. Mode nattily long needles are dark, shiny green. Cones are conical and glossy yellowish brown. The tree loses its 3 - year old inside needles. The tree win not be as dense in open windy areas. Needles are bluish -green, short and twisted. Low water requirement, sun to filtered shade, hardy to 6500' Growth Rate: 12-24" per year. Pinus Ponderosa, Ponder sa Pine Height 60-80' Mature Width 30-40' Long, slender, light -green often yellowish needles are loosely arranged on open, spreading branches to form a large pyramidal crown Thick plated bark is cinnamon red to dark brown. It primarily blooms in late spring, with sporadic blossoms through the rest of summer. Attractive to Hummingbirds. My first comment is that the plan has NO landscaping on the site's South boundary. This is about 2640 lineal feet or 40 percent of the site's perimeter. This South boundary is visible from just about all of K&M's property (460 ac). I believe landscaping should be placed there to help mitigate the light, noise, dust and visual impact of this industry on our property. Landscaping on this boundary might also help stop some of the particulate matter that blows off Simon asphalt/concrete piles from entering the WSS Canal. This whole boundary is also visible, from a long distance, from Hwy 257. This certainly is not a great advertisement for the beauty of Weld County. A second comment I have is that all the landscaping on the North boundary, another 2640 lineal feet, is located on the PRPA powerline easement. It doesn't seem, to me, like a great idea to allow Simon to expand this site to property they don't control. Who will be responsible to repair this landscaping when it is removed or destroyed during PRPA maintenance activities?
