Explain, in detail, the proposed use of the property. Simon Contractors Company (Simon) is proposing the development of the Severance Asphalt and Ready -Mix Concrete Plants. The proposed facility is located on Weld County Road 80.5, approximately 1A mile south of State Highway 14 and adjacent to and east of State Highway 257. The Assessor's Parcel number for the overall parcel is 0705 16 0 000 54. The facility was granted a Use by Right for a temporary asphalt plant associated with a specific CDOT project. The uses proposed through this request is for permanent asphalt and ready -mix concrete plants, an office and shop, truck and employee parking, crushing and screening, as well as material stock piles. Simon Contractors Company (Simon) is a company owned by Colas USA, a construction engineering company. Simon has operations in Wyoming, South Dakota, Western Nebraska and Northern Colorado and provides a number of services including Asphalt and Asphalt Paving, Ready -Mix Concrete, Bridge Construction, Utility Construction, and Concrete Construction. The site was selected due to proximity to the State Highways as well as growing communities. The Severance facility will be used to provide Simon's excellent services to Northern Colorado. This facility will provide Asphalt and Ready -Mix Concrete products to any number of potential Weld County and Northern Colorado customers both in the public and private sectors. Simon anticipates receiving aggregate to the site from Southern Wyoming, unless a more cost effective local source is secured. Aggregate received at the site will include crushed stone, sand, gravel, and recycled asphalt product. Simon would like to employ drivers and plant operators at this location from the immediate vicinity. It is estimated that up to 60 new jobs could be generated from this development. 2. Explain how this proposal is consistent with the intent of the Weld County Code, Chapter 22 of the Comprehensive Plan. Sec. 22-2-10. B. The intent of the agricultural Goals is to support all forms of the agricultural industry and, at the same time, to protect the rights of the private property owners to convert their agricultural lands to other appropriate land uses. The proposed facility would allow the land owners to convert their agricultural lands to an appropriate land use (natural resource materials processing) that supports the economic goals of Weld County and the communities of northern Colorado. The facility was granted a Use by Right for a temporary asphalt plant associated with a specific CDOT project on May 4, 2017. The facility has been designed to accommodate truck traffic as well as material stock piles. The proposed facility has been designed to fit within the narrow site. Due to the location along State Highways 14 and 257, the site is conducive to development into business activities that require highway access. The site especially makes sense for Simon's business of providing construction materials due to the amount of economic development and construction activity occurring in Weld County and northern Colorado. I. A.Goal 9. Reduce potential conflicts between varying land uses in the conversion of traditional agricultural lands to other land uses. AND (.Goal 5. New industrial uses or expansion of existing industrial uses should meet existing federal, state and local policies and legislation. AND 1 I.Policy 5.1. Industrial uses should be evaluated using criteria, including but not limited to the effect the industry would have on air and water quality, natural drainage ways, soil properties and natural patterns and suitability of the land. Simon's business of supplying aggregate product, concrete, and asphalt directly benefits the agricultural industry as many agricultural business depend on these products to operate their business. Locating along Highway 257 and with easy access to State Highway 14, Simon Contractors is positioned to easily provide construction materials cost-effectively to private and public clients in the vicinity. The agricultural land being removed from production was flood irrigated and classified as "Non -Prime, Irrigated" land. The property has easy access to federal, state and local highways and roads that connect the site to areas planned for future development including growing northern Colorado municipalities such as Eaton, Fort Collins, Windsor, and Severance. Potential impacts on the surrounding properties are being mitigated by Simon Contractors. • Traffic will be routed west on Weld County Road 80.5. Unless a local delivery necessitates traffic travel east on Weld County Road 80.5, all traffic is routed to the west. There will be minimal impact to the county road network as a result of this application. • Berms along State Highway 257 have been seeded. The berms screen the property from travelers along State Highway 257. • A Dust Mitigation Plan has been developed as part of this application. Simon has been working with Weld County Public Works regarding watering WCR 80.5 and has offered to blade the road too. • An APEN permit is associated with the mobile asphalt batch plant, and an APEN permit will be obtained for permanent facilities to protect air quality. • Noise mitigation has been designed into the operation features of the site including power supply. Generators will only be used when necessary. All other power will be line -fed. • Water conservation and water quality measures have been incorporated into the facility design and engineering documents. A.Policy 7.3. Conversion of agricultural land to urban residential, commercial and industrial uses should be considered when the subject site is located inside an Intergovernmental Agreement area, Urban Growth Boundary area, Regional Urbanization Area or Urban Development Nodes, or where adequate services are currently available or reasonably obtainable. A municipality's adopted comprehensive plan should be considered, but should not determine the appropriateness of such conversion. AND A.Policy 9.2. Consider the individuality of the characteristics and the compatibility of the region of the County that each proposed land use change affects, while avoiding requirements that do not fit the land use for that specific region. AND A.Policy 9.5. Applications for a change of land use in the agricultural areas should be reviewed in accordance with all potential impacts to surrounding properties and referral agencies. Encourage applicants to communicate with those affected by the proposed land use change through the referral process. The proposed project site was carefully selected by Simon because it meets many of the site selection criteria identified by Simon that are necessary to support the facility. Specifically, the property is conveniently located along Highway 257, a major north -south highway and is just south of State Highway 14, a major east -west highway. Furthermore, the site is located in the region where a significant amount of construction activity is taking place that is demanding construction materials (aggregate, concrete, and asphalt), all of which will be generated at this proposed facility. The proposed facility is located within the Intergovernmental Agreement Area (IGA) between Weld County and the Town of Severance. The site is located Y2 mile south of an area with a land use 2 designation of Development Node. Development Nodes are identified as areas "where commercial, mixed -use or urban style development may be appropriate outside and away from the town core". Simon Contractors desires to be good neighbors and is looking to establish lasting connections with surrounding municipalities in the area of the project. In the spirit of this ethos, Simon Contractors, although not required to, met with the Town of Windsor Planning Director on July 7. The Planning Director did not express concerns for this application at the time of meeting. The intent of the meeting was to discuss haul routes and techniques to route traffic away from the Town of Windsor for delivery of product to projects that are not located within the Town of Windsor city limits. Simon met with representatives from the Town of Severance on June 29, 2017 and the Town Planner attended the Open House held on July 10. A letter of support from the Town of Severance is included with application materials. A preliminary site plan review meeting was held with the Windsor Severance Fire and Rescue Marshall. Preliminary requirements have been incorporated into the Site Plan. A. Goal 8. Ensure that adequate services and facilities are currently available or reasonably obtainable to accommodate the requested new land use change for more intensive development Sanitary sewage will be adequately handled by the use of a septic system. A permit for the septic system will be submitted when the permanent facility will be constructed. North Weld County Water district will provide water service to the facility. A copy of the request for a will -serve letter has been provided with this application. A.Policy 8.3. The land use applicants should demonstrate that the roadway facilities associated with the proposed development are adequate in width, classification and structural capacity to serve the proposed land use change. Access to the proposed facility will be off of WCR 80.5. WCR 80.5 is maintained by Weld County and is defined as a local, gravel road by the Weld County 2035 Transportation Plan. A traffic study was prepared for this application which outlines the traffic projections and required road improvements that will be associated with the facility. Simon is prepared to enter into an Improvements Agreement with Weld County to be responsible for their portion of the required improvements. Communication has been initiated with CDOT and will continue throughout the application review process to determine any improvements needed to accommodate site generated traffic on Highway 257. A.Policy 8.5. The land use applicants should demonstrate that public service providers, such as but not limited to schools, emergency services and fire protection, are informed of the proposed development and are given adequate opportunity to comment on the proposal. The project area is within the district for Windsor Severance Fire Rescue. Simon met with Marshall Sandra Friedrichsen about the project and will continue to coordinate with her to make sure the District's requirements are met related to access and fire protection. An Emergency Action Plan for the facility has been drafted and included with the USR application. I.Goal 1. Promote the location of industrial uses within municipalities, County Urban Growth Boundary areas, Intergovernmental Agreement urban growth areas, growth management areas as defined in municipalities' comprehensive plans, the Regional Urbanization Areas, Urban Development Nodes, along railroad infrastructure or where adequate services are currently available or reasonably obtainable. The proposed plant is within the Intergovernmental Agreement area between the Town of Severance and Weld County. The property has access to highway infrastructure which is essential to deliver aggregate materials to the site from out of state and to deliver materials from the site to growing communities in Weld County and Northern Colorado. Simon met with the Town of Severance and 3 Town of Windsor, the nearest municipalities to the site, to discuss haul routes in the area and the overall fit of the project within the area. (.Goal 3. Consider how transportation infrastructure is affected by the impacts of new or expanding industrial developments. Simon Contractors will enter into an Improvements Agreement with Weld County to demonstrate their commitment to pay their shared portion of the required road improvements. Please refer to the Traffic Impact Study for full details on the recommended and proposed transportation improvements. (.Policy 5.2. Development improvements should minimize permanent visual scarring from grading, road cuts and other site disturbances. Require stabilization and landscaping of final land forms, and that runoff be controlled at historic levels. To minimize the visual impact of the site, as well as provide a noise buffer, berms have been proposed along the western boundary. The berm has been revegetated with a native mix of grasses to prevent erosion. For more details about plans for the grading and plans for erosion control, please see the Final Drainage Report. (.Goal 6. Minimize the incompatibilities that occur between industrial uses and surrounding properties. AND (.Policy 6.1. Consider the compatibility with surrounding land uses and natural site features. Current surrounding land uses are low intensity, agricultural and rural residential uses. The Town of Severance 2011 comprehensive plan has designated land 1/2 mile to the north of the site as Development Node. This proposed facility will support the economic growth planned for this area. At the same time, Simon Contractors has taken steps in planning for this project to mitigate impacts on its future neighbors. The most significant natural site features on the property is an irrigation ditch located along the southern boundary of the site. The ditch will be maintained in its current location when the site develops. (.Policy 6.3. Encourage informational neighborhood meetings for proposed industrial uses that do not require a public hearing. Simon wants to be a good neighbor when they operate on the proposed property. From the very start of planning this project, they recognized the fact that they had neighbors and so they chose to host an open house on July 10, 2017 and invited their neighbors within 1,000 feet of the property. In addition, three residents located east along Weld County Road 80.5 that were outside this 1,000 radius were also invited. Three individuals attended the meeting including a neighbor, the landowner and the Severance Town Planner. 3. Explain how this proposal is consistent with the intent of the Weld County Code, Chapter 23 (Zoning) and the zone district in which it is located. The property is located in the A (Agricultural) Zone District. The A (Agricultural) Zone District is intended to provide areas for the conduct of Uses by Special Review which have been determined to be more intense or to have a potentially greater impact than Uses Allowed by Right. The A (Agricultural) Zone District regulations are established to promote the health, safety, and general welfare of the present and future residents of the County. According to the Weld County Code, Section 23-3-20.0, Simon Contractors proposed facility is considered a "Use by Special Review" in the A (Agricultural) Zoning District. 4 4. What type of uses surround the site? Explain how the proposed use is consistent and compatible with surrounding land uses. Surrounding uses to the South and West are zoned Agriculture and primarily consist of pasture, hay production and the Cactus Hill Sheep Farm. The portion of the property under consideration for this use was flood irrigated but an unproductive portion of the overall farm due to site constraints. This property is classified as "Irrigated, Not Prime." Uses to the East of the site are zoned Agriculture with rural residential structures. The nearest residential structure is 167' across the street and to the northeast of the proposed use. This property is owned by Cactus Hill. Two additional residential structures are located approximately 550' from the eastern property boundary and the other is located approximately 450' to the south. Uses to the north include a solar farm. A representative of the solar farm contacted Simon as part of the Open House process to ensure structures at the proposed Simon facility would not shade the solar farm. Property located one-half mile to the north and across State Highway 14 are within the Town of Severance's boundaries and are designated Development Node (DN) by the Town of Severance. The Town of Severance defines Development Nodes as areas surrounding key intersections in areas within the Town of Severance GMA, but outside the Town Core area. DN areas are intended to encourage a mixture of uses including residential and commercial with some technology based industrial uses included. The proposed development is compatible with surrounding land uses as the site is primarily surrounded by agricultural uses. The location of the proposed facility is along the southern edge of the principal parcel and is located a half -mile south of the properties to the north. This distance provides an affective buffer between the Town of Severance land designated as DN and the proposed facility. 5. What are the hours and days of operation? (e.g., Monday thru Friday 8:00 a.m. to 5:00 p.m.) Generally hours of operation will be daylight hours. If work is acquired that requires night operations there would be two twelve hour shifts for a 24-7 operation. 6. List the number of full-time and/or part-time employees proposed to work at this site. There will be approximately 16 full time employees on site. When the crusher is utilized, 2 additional employees will be on site. The crusher may be used for 4 - 6 months during the year. Up to 17 Simon drivers will access the site to deliver asphalt and ready mix concrete to customers. The truck drivers and employees will access the site in their personal passenger vehicles at the start and end of each day. • Office: 3 - Estimating, Sales and Project Management • Shop: 3 - Manager, Field Mechanics, Oiler • Scale: 1 - Operator • Screen: 2 -- Operator • Concrete Plant: 3 - Operators • Asphalt Plant: 4 - Foreman and Operators • Recycle Crusher: 2 -- Operator • Drivers: 17 - 10 Concrete and 7 Asphalt 7. If shift work is proposed, include the number of employees per shift. Shift work will occur for specific projects that require night operations. 5 8. List the number of people who will use this site. Include contractors, truck drivers, customers, volunteers, etc. There will be approximately 16 full time employees on site. When the crusher is utilized, 2 additional employees will be on site. The crusher may be used for 4 - 6 months during the year. Up to 17 Simon drivers will access the site to deliver asphalt and ready mix concrete to customers. The truck drivers and employees will access the site in their personal passenger vehicles at the start and end of each day. Additional users of the facility include third party delivery of raw materials and asphalt and ready mix concrete trucks. See traffic volumes in Engineering question #1 below. 9. If this is a dairy, livestock confinement operation, kennel, etc., list the number and type of animals. No animals are proposed to be kept on site. 10. Describe the type of lot surface and the square footage of each type (e.g., asphalt, gravel, landscaping, dirt, grass, buildings). The entire site is intended to be graveled. Travel lanes will be all-weather surfaced. 11. How many parking spaces are proposed? How many handicapped (ADA) parking spaces are proposed? 14-16 parking spaces will be provided as illustrated on the USR map. The site is not accessible to the general public and therefore specific ADA parking spaces are not accommodated. Should an employee or the public require accommodation, special accommodation tailored to their needs will be made by Simon. 12. Explain the existing and proposed landscaping for the site. There is no existing landscaping on the site as the site was previously an irrigated hay field. A topsoil stockpile I screening berm is located along the western boundary of the site to provide screening of the site from Highway 257. The berm along the western boundary is 75 feet wide and 12 feet tall. No other landscaping features have been installed on site. The high power transmission line along the northern property boundary prohibits landscaping within this easement. Describe the type of fence proposed for the site (e.g., 6 -foot chain link with earth tone slats). A ten foot, chain -link security fence equipped with barb wire along the top of the fence will surround the site. The fence will be anchored by 2 inch line posts. 14. Describe the proposed screening for all parking and outdoor storage areas. An approximately 75 feet wide, 12 feet tall screening berm has been provided along the western property boundary. 15. Explain any proposed reclamation procedures when termination of the Use by Special Review activity occurs. If termination of the proposed facility occurs, the improvements will be removed and the land will be returned to its native vegetative state. 16. Who will provide fire protection to the site? Windsor Severance Fire and Rescue will provide protection to the site. 17. List all proposed onsite and offsite improvements associated with the use (e.g., landscaping, fencing, drainage, turn lanes, etc.) and a timeline of when you will have each one of the improvements completed. Describe how many roundtripslday are expected for each vehicle type: Passenger Cars/Pickups, Tandem Trucks, Semi-trucks/Trailer/RV (roundtrip = 1 trip in and 1 trip out of site). Employees are expected to access the site from one of two routes; from the north on SH 14 and then south on SH 257 to WCR 80.5 and from the south on SH257 to WCR 80.5 Employees heading north on SH 257 are expected to go either west or east on SH 14. 7 There will be approximately 250 trucks delivering raw materials and finished asphalt and ready mix concrete each day. While it is difficult to predict where the construction sites will be, it is anticipated that trucks coming from the North will use SH 14 and then travel south on SH 257 to WCR 80.5. Trucks coming from the South will utilize SH257 to travel north to WCR 80.5. Internal traffic patterns are included on the USR Site Plan map included with application materials. Due to the existing power towers, an east -bound decel lane on Weld County Road 80.5 is not feasible. Simon Contractors intends to pave Weld County Road 80.5 from State Highway 257 to the eastern -most access point. Simon is currently watering Weld County Road 80.5 in front of their property to minimize dust and have offered to blade the road. Simon has been in contact with Weld County regarding this offer. The Windsor Severance Fire and Rescue has requested multiple accesses as proposed and was consulted regarding fire flow requirements, drive lanes and turning radii prior to submitting this application. 3. Describe the travel distribution along the routes (e.g., 50 percent of traffic will come from the north, 20 percent from the south, 30 percent from the east, etc.). Employee vehicles will access the facility each day, of which 70% will come from the North on SH 14 and then south on SH 257 to WCR 80.5 and the remaining 30% will come from the South on SH257 to WCR 80.5. At the end of the work shift, 70% will leave the site to the north on SH 257 to SH 14 and then 30% will head east with the remaining 70% heading west on SH 14. It is anticipated that 30% will leave the site to the south on SH 257. These percentages are estimates based on where employees are anticipated to live in relationship to the site. There will be approximately 250 trucks delivering raw materials and finished asphalt and ready mix concrete each day. While it is difficult to predict where the construction sites will be, it is anticipated that 90% will come from the North on SH 14 and then south on SH 257 to WCR 80.5. Another 10% will come from the South on SH257 to WCR 80.5. Approximately 60% will leave the site to the north on SH 257 to SH 14 and then 20% will head east with the remaining 80% heading west. Approximately 40% will leave the site to the south on SH 257. 4. Describe the time of day that you expect the highest traffic volumes from above. The highest traffic volumes are expected to occur during daylight hours. 5. Describe where the access to the site is planned. Three access are proposed along WCR 80.5 and are shown on the USR Map included with this application. There are currently two existing farm accesses and two temporary accesses constructed off of Weld County Road 80.5. Simon Contractors was issued an Access Permit, AP17-00290 for three temporary accesses for the facility, two of which have been constructed. AP17-00290 indicates these must be abandoned and closed by November, 2017. Simon Contractors has constructed two of these accesses and will not construct the third temporary access. Simon Contractors will work with the landowner to close the two existing farm access points. The description of the accesses are below: • The western -most existing farm access is adjacent to the intersection of WCR 80.5 and State Highway 257. This is not a safe access and will be replaced with the western -most access constructed under AP17-00290. The western -most access will be the ingress access for the facility. Limited access by passenger vehicles will be made from this access point. • The eastern -most existing farm access will be replaced by the access proposed through this USR and labeled, "Employee Access" on the USR Map included with this application. 8 • The middle access approved through AP17-00290 has been constructed and will become the exit point for the facility. When the site is operational, the gates will remain open, mitigating staging on County Roads. INTRODUCTION Simon Contractors is a construction materials supplier located at the SH 257 --- R 80.5 intersection in Weld County, Colorado. It is currently operational but plans to expand consistent with future demand. The site is located in the southeast corner of the SH 257 — CR 80.5 intersection about one-half mile south of SH 14. A vicinity map is presented in Figure 1. This traffic impact study assesses the current and planned future development. Road Network The site is located in the southeast corner of the SH 257 — CR 80.5 intersection. These roadways are under CLOT and Weld County control, respectively. SH 257 is a major north -south arterial roadway having regional significance. It is a two- lane highway extending from SH 14 to Windsor. It has a posted speed limit of 65 miles per hour adjacent to the Simon facility. Auxiliary lanes are generally available where needed. CR 80.5 is a two-lane gravel roadway extending east of SH 257. The SH 257 CR — 80.5 intersection is currently under stop sign control with the SH 257 SH 14 intersec- tion to the north under traffic signal control. To the east, CR 80.5 primarily serves rural development. Current roadway geometry is shown on Figure 2. B. Traffic Recent peak hour traffic counts were obtained at the SH 257 intersections with CR 80.5 and SH 14. Directional biases were noted with predominant movements during the morning and afternoon peak hours. Operating Conditions Existing intersections were evaluated using current traffic loadings and roadway geome- try. For evaluation purposes, acceptable operations are defined as overall level -of - service "D"or better under peak hour conditions at signalized locations. At stop sign controlled intersections, LOS `E/F is considered acceptable for critical traffic move- ments during peak hours along arterial streets. These levels -of -service are considered normal at stop sign controlled intersections during peak hours. During off-peak times, significantly better operating conditions can be expected. Both peak hour periods were analyzed using capacity analysis procedures resulting in the operating levels -of -service (LOS) indicated in the following table. All traffic movements currently operate at ac- ceptable levels -of -service during both peak hour periods. The surrounding area is primarily rural with limited residential development in the immediate area of the site. III. FUTURE TRAFFIC CONDITIONS A. Agency Discussions At the onset and throughout the course of this study, discussions were held with the County and COOT regarding the contents, assumptions, and evaluations contained in this study. Key points of agreement are identified below. 1. The SH 257 — CR 80.5 and SH 257 — H 14 intersections should be investigated as part of this study. 2. Peak hour counts should be conducted at the above intersections. 3. Published annual traffic growth rates can be used to estimate future traffic, Be Development Overview The current development schedule anticipates on -going operations at the existing facility with future growth to serve area needs. The site currently has several accesses to CR 80.5 which are expected to remain in the future. While subject to local demand, build out is assumed in about 5 years (2022) which represents the short term time frame. At build out, an estimated 250 truck round trips are expected each day with 35 employees reporting to this location. Primary work times will generally be from 6:00 AM to 6:00 PM or daylight hours. Site activities are seasonal and will be driven by construc- 7 tion demands, weather, and daylight. A limited amount of nighttime work is typical given activities such as roadway construction and maintenance. Site traffic will access the site using one or more of the three proposed driveways. While there will be some crossover traffic, the west driveway will serve as an exit with the center driveway serv- ing as an entrance. The east most driveway will primarily serve employee traffic. A preliminary concept plan for the Simon Contractors is presented on Figure 4. C. Site Traffic Future site traffic was estimated by Simon Contractors. The estimate was undertaken for representative peak season peak hour conditions. It was determined that 250 trucks per day with the peak hour having up to 20 trucks was reasonable for use in this study. Additionally, 35 employees was determined reasonable during the high seasonal peaks. These trips were assumed to occur at the beginning and end of the primary shift which was assumed to overlap street peak hours. These assumptions lead to a very con- servative evaluation of site impacts and results in a 300 - 400% increase in site traffic over current conditions. a Trip ' i tr bution Trip distribution is a function of the origin and destination of deliveries and employee work trips. The estimated directional distribution of site traffic was developed with input from Simon Contractors and is shown on Figure 5. As indicated, the distribution reflects the predominance of SH 14 in the area street system and anticipated delivery areas. TRAFFIC IMPACTS In order to assess operating conditions with Simon Contractors fully operational, high- way capacity analysis procedures were utilized at each key intersection. These are the CR 80.5 — SH 257 and the SH 257 — SH 14 intersections. Site access intersections with CR 80.5 were not considered worthy of investigation given minimal traffic on CR 80.5. Analyses were undertaken for both short- and long-term conditions. At the onset of these undertakings, traffic volumes were reviewed at each location to identify the need for auxiliary lanes using CDOT State Highway Access Code criteria or an upgrade in intersection controls. Findings for both short- and long-term conditions are docu- mented in the following sections. A►. Short Term Improvements Short term peak hour traffic indicates the need for the following auxiliary lanes and traffic control improvements at the intersection(s) shown below. SH 257 — CR 80,5 southbound left turn lane on SH 257 at CR 80.5. A westbound to northbound right turn acceleration lane is not warranted with this devel- opment since the number of right turns will not exceed 50 vehicles per hour. Additional- ly, given the number of trucks and the one-half mile spacing between CR 80.5 and SH 14, trucks would be accelerating to speed and then decelerating almost immediately thereafter. The traffic signal at SH 14 could also place truck drivers in a quandary deciding whether or not they can clear the intersection before the traffic signal changes. The anticipated short term geometry is shown on Figure 11. CONCLUSIONS Based on the above analyses and investigations, the following are concluded: • Current operating conditions are acceptable in the area of the Simon Contractors site. • Simon Contractors wiill generate up to 90 peak' hour trips and 570 daily trips on the area street system. • A southbound left turn lane on SH 257 at CR 80.5 is needed to serve this devel- opment. • Long term operating conditions will be acceptable with the addition of a second northbound left turn lane on SH 257 at SH 14. The need for this lane, if it materi- alizes, is not related to Simon Contractors but to significant background traffic growth associated with primary destinations to the west. • Long term levels of service will be essentially the same whether or not Simon contractors is developed. • Simon Contractors is viable from a traffic engineering perspective. In summary, the traffic impacts associated with Simon Contractors and a general in- crease in area traffic can be fully accommodated by the identified street system.
