Additional water service can be made available to this property with a new tap purchase, provided all requirements of Central Weld County Water District, Northern Colorado Water Conservancy District and the Bureau are satisfied. Please note that it is your responsibility to contact Northern Colorado Water Conservancy District at 800-369-7246 for petitioning confirmation into the Northern Colorado Water Conservancy District. Central Weld cannot issue a tap until all requirements are satisfied This is in accordance with the Rules and Reiidations of Northern Colorado Water Conservancy District. The District is aware of the special use permit for the additional building(s) for the kennel operation and has no opposition. Central Weld County Water District requires that contracts be consummated within one (1) year from the date of this letter or this letter shall become null and void unless extended in writing by the District. Please contact the Central Weld office for further information about water service. Due to the rapid cost increase of raw water, existing tap fees may not apply for water service to this property. The District will not notify, by separate letter, any prospective landowners or land purchasers of tap fee or line extension cost increases. The cost of a tap fee and/or improvements will have to be paid in advance to the District by the prospective customer in accordance with District policy. It is your responsibility to confirm with your local Fire Protection Authority if fire flow water capacity is required for your project. After speaking to Bob Wright PE of Alles Taylor and Duke LLC, Surveying and Engineering Services about the need to have the system inspected by an engineer he indicated if we were not doing a commercial business or having employees an engineer's evaluation was not needed. He contacted James Taloumis of Weld County Environmental Health and Mr. Taloumis stated if we were not doing a commercial facility or adding employees we do not need an evaluation done. Please refer to email I have attached. In the new building we are proposing a bathroom that will have a toilet, sink and shower. This will be used by the family while they are in the building and not using the facilities in the home. As we discussed here at ATD, if the purpose of the bathroom is for family only, and there is no commercial use of the property or employees who will use the bathroom, then the bathroom can be added to the existing septic system with just an application for a permit to the county. My recommendation to you is to write a letter to the county, indicating that you have an opinion from James, indicating that an inspection is not required. Please use James' name in the letter, as stating that you have information from a specific person makes the county personnel more comfortable with the decision. If the new building is in any way associated with a commercial business then they will need an engineer evaluation of the system. She has indicated that she has an existing OWTS permit, and wants to add a bathroom in a building she is planning to construct. She stated that the development is for family only, so there will be no additional load to the septic system. She indicated that at the preliminary USR meeting, they told her she would need an engineer to evaluate the septic system to add the bathroom. My understanding is that if they are not adding any wastewater load, that they can increase bathrooms without having to have the system inspected. Is that correct? Since she is just adding a bathroom for the existing people who already live there. Please let me know on that, so I can get back to her to let her know if she needs an OWTS evaluation.
