WHEREAS, the Board of County Commissioners of Weld County, Colorado, pursuant to Colorado Statute and the Weld County Home Rule Charter, is vested with the authority of administering the affairs of Weld County, Colorado, and WHEREAS, Title II of the Public Works Employment Act in 1976, Public Law 94-369, as amended requires all governments which have received Anti- Recession Fiscal Assistance Funds to report specific fiscal decisions or actions within six months after they have been made public, and WHEREAS, the Director of Finance and Administration has completed the report, attached hereto and made a part of this resolution, and has recom- mended that the Chairman of the Board be authorized to sign the report that must be filed with the Federal Government no later than November 1, 1979. NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of Weld County, Colorado, that the report, as completed, reflects the fiscal decisions or actions within six months after they have been made public in Weld County, and BE IT FURTHER RESOLVED that the Chairman of the Board is hereby authorized to sign the report and submit it to the Office of the Secretary of the Treasury no later than November 1, 1979. The above and foregoing resolution was, on motion duly made and seconded, adopted by the following vote on the 19th day of September, A.D. , 1979. COLUMBIA PLAZA HIGHRISE WASHINGTON.D.C. 20226 September 7, 1979 REF: SR 4-L Dear Chief Executive Officer: Title II of the Public Works Employment Act of 1976 (Public Law 94-369) as amended requires all governments which have received antirecession fiscal assistance (ARFA) funds to report specified fiscal decisions or actions within six months after they have been made public. Although authorization to make payments under this legislation has expired, the reporting requirements as well as other provisions of the law continue in effect. Therefore, enclosed is a Special Report 4 form to facilitate your reporting of decisions made or actions taken and made public during the period April 1, 1978 through December 31, 1978. Instructions for your guidance in completing the enclosed report form are reproduced on the reverse side of this letter. After completing and signing the report form, please remove the top lightweight copy marked "Retain for your files" and keep it in your ARFA files for future reference. Return the bottom copy, which is a preaddressed, postage paid card, to us by November 1, 1979, please. Thank you for your continued cooperation. Please return the Antirecession Special Report Form card with the preprinted identification of your government on it by November 1, 1979, to: Office of Revenue Sharing 2401 E Street, NW Washington, D.C. 20226 B. The lightweight copy of the report form should be kept in your files for audit purposes. C. Your answers should refer to decisions made by your gov- ernment between April 1, 1978, and December 31, 1978, relative to activities over which it has financial or administrative authority. D. The Special Report form must be dated and signed by the Chief Executive Officer. II. SPECIFIC INSTRUCTIONS A. Increased or Decreased Any Tax Rate. Indicate whether any rate(s) for any tax(es) which your government levies has been increased or decreased by actions of your governing body. This should not include actions which are solely changes in assess- ment practices. B. Decreased the Number of Employees. Indicate whether your government has had a net reduction (including attrition) in the number of your full-time employees equal to five percent or more of your average number of full-time employees during your govern- ment's most recently completed fiscal year. Part-time or seasonal employees and elected officials should not be considered in reporting these reductions. C. Decreased Basic Services. Indicate whether action has been taken either by your governing body or administratively to reduce the total expenditure for all basic services normally pro- vided by your government by an amount equal to five percent or more of your total operating budget during your government's most recently completed fiscal year. III. DEFINITIONS Basic Services (Exclude Capital Expenditures) : Education, Highways, Public Welfare, Health and Hospitals, Police and Cor- rections, Fire Protection, Sewerage and Sanitation, Natural Re sources, Housing and Urban Renewal, Transportation, Libraries, Financial Administration, General Administration, General Public Buildings, Interest on General Operating Debt (not related to cap- ital expenditures) , Parks and Recreations, and Utilities.
