WELD COUNTY COUNCIL
March 19, 2018
The Weld County Council met in regular session in full conformity with the Weld County Home
Rule Charter at 6:30 p.m., Monday, March 19, 2018, at the Weld County Administration Building,
1150 O Street, Greeley, CO.
ROLL CALL:
The meeting was called to order by President Gene Stille. Councilmen Brett Abernathy and
Jordan Jemiola were present, constituting a quorum of members. Councilman Charles
Tucker had an excused absence and Councilman Michael Grillos was absent due to a medical
issue. Also present were County Attorney Bruce Barker and Council Secretary Linda Kane.
AGENDA ADDITIONS/APPROVAL
Councilman Jemiola made a motion to add an item to the agenda - the approval of the fourth
quarter Report to the People, seconded by Councilman Abernathy, and carried.
APPROVAL OF DOCUMENTATION :
Councilman Jemiola made a motion to approve the amended January minutes, seconded by
Councilman Abernathy, and carried.

PUBLIC COMMENT:
There was no public comment.
NEW BUSINESS:

There were no reports.;
Bills
Councilman Jemiola made a motion to pay the bills, seconded by Councilman Abernathy, and
carried.
Charter Overview Observer
County Attorney Bruce Barker said the charter review committee met last Wednesday and will
meet once a week through the first week of May. They will have outreach meetings in various
places throughout the county beginning in April
Councilman Abernathy asked whether the meetings are open and they are.
Councilman Jemiola asked about public comment.

County Attorney Barker said they will determine how to take public comment. He suggested
they may take comments via email or Facebook messaging.
Councilman Abernathy asked about timelines for placing changes on the ballot. County Attorney
Barker said the committee has been asked to submit recommended changes to the Board of
County Commissioners by July 23rd. He said changes could also be submitted via a petition,
which would be due 75 days before the election on Nov. 6. '
Councilman Jemiola said he'd like to be advised monthly, as a County Council member, of
progress of the committee.
Councilman Abernathy said he's uncomfortable with the notion the Commissioners have final
say over recommendations to be placed on the ballot.
Councilman Stille said they need to have confidence and trust in the committee and
commissioners to look out for the constituents.
Councilman Jemiola made a motion to contact the charterreview committee chair and devise a
plan for monthly updates to the Council, it was seconded by Councilman Abernathy, and
carried.
OLD BUSINESS:
Update on whistleblower program.
A work session to discuss implementing a program will be held in about two weeks. County
Attorney Barker said he was asked to devise a protocol for complaints and he has been in
contact with a provider that handles Douglas County whistleblower issues.

By acclamation, the meeting was adjourned at 7:00 p.m..
