RE: APPROVE TRANSFER REQUEST FOR TEMPORARY ASSISTANCE FOR NEEDY
FAMILIES (TANF) FUNDS AND AUTHORIZE ELECTRONIC SUBMITTAL
WHEREAS, the Board of County Commissioners of Weld County, Colorado, pursuant to
Colorado statute and the Weld County Home Rule Charter, is vested with the authority of
administering the affairs of Weld County, Colorado, and
WHEREAS, the Board has been presented with a Transfer Request for Temporary
Assistance for Needy Families (TANF) Funds between the County of Weld, State of Colorado, by
and through the Board of County Commissioners of Weld County, on behalf of the Weld County
Department of Human Services, and the Colorado Office of Administrative Solutions, Division of
Finance Services, commencing June 29, 2018, with terms and conditions being as stated in said
transfer request, and
WHEREAS, after review, the Board deems it advisable to approve said transfer request,
a copy of which is attached hereto and incorporated herein by reference.
NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of Weld
County, Colorado, that the Transfer Request for Temporary Assistance for Needy Families
(TANF) Funds between the County of Weld, State of Colorado, by and through the Board of
County Commissioners of Weld County, on behalf of the Weld County Department of Human
Service, and the Colorado Office Administrative Solutions, Division of Finance Services, be and
hereby is, approved.
BE IT FURTHER RESOLVED by the Board that the Lennie Bottorff, Department of Human
Services, be, and hereby is, authorized to submit electronically.
The above and foregoing Resolution was, on motion duly made and seconded, adopted
by the following vote on the 27th day of June, A.D., 2018.

Families (TANF) Transfer Request Form
Please review and indicate if you would like a work session prior to placing this item on the
Board's agenda.
Request Board Approval of the Department's SFY 2017-18 Temporary Assistance for
Needy Families (TANF) Transfer Request Form. Weld County has discretion over how it
chooses to utilize transfers from the TANF program into Title XX and/or the Child Care
Development Fund. The amount that may be transferred, is limited logistically and by limits that
are imposed by Federal law. Specifics are noted on the attached Transfer Request Form. We are
requesting approval to submit the attached TANF Transfer Request Form for SFY 2017-18,
which is due to the State by Friday, June 29, 2018.
I do not recommend a Work Session. I recommend approval for the Department to submit the
TANF Transfer Request Form for SFY 2017-18.

Dear Director/County Representative:
As we near the end of another State Fiscal Year, it is once again time to make plans for the allocation
closeout process. By statute, your county has discretion over how it chooses to utilize transfers from the
Temporary Assistance for Needy Families (TANF) program into Title XX to cover the Child Welfare
closeout and/or the Child Care Development Fund to cover the CCCAP closeout. The amount that may
be transferred is limited in two ways.
1. Logistical limit - The amount of TANF dollars your county may transfer is limited to your
unspent and unencumbered federal portion of the SFY 2017-18 Colorado Works allocation. In
other words, a TANF Transfer to Title XX and Child Care may create a deficit (over -expenditure) in
Colorado Works. Such a deficit (over -expenditure) is permissible if the county has a sufficient
allocation and County Reserve Fund balance to cover such over -expenditure and authorizes the
Department to transfer funds from County Reserves to cover the actual over -expenditure and the
deficit caused by a transfer to Title XX and Child Care.
2. Limits imposed by Federal law. On a statewide basis, all counties, as a group, may transfer 30%
of the Federal portion of their TANF allocation. The amount that may be transferred to Title XX is
limited to a maximum of 10%. Whatever portion of the 30% total maximum, which is not transferred
to Title XX, may then be transferred to Child Care.
o An individual county may exceed the maximum if the state as a whole is under the cap. The
funds appropriated under HB18-1162 count towards the statewide cap.
3. HB18-1162 provides $1,500,000 from the State's TANF Long Term Reserve and requires a
$1,500,000 match from the Counties' TANF Long Term Reserve. Informational Memo IM-ECL-2018-
0001 lists each county's portion of these funds. The order of close out will be as follows: CCCAP
expenditures to allocation, surplus distribution, matching of County TANF Reserve to amount
identified in HB18-1162, any allocated amounts not utilized will be made available to other counties
up to their County TANF Reserve match. This applies to SFY 2017-18.
Note: The amount available for transfer is tied to the current fiscal year allocation and does not
include amounts held in the three separate categories, Reserves, Title XX Transfers and CCDF
Transfers. Each county will still have the ability to utilize transfers as defined above.
Please complete the attached form and return it to us, no later than June 29, 2018. When we
determine the amount of each county's Transfer Request that can actually be transferred, we will first limit
each county to 30% of the Federal Funds in its own Colorado Works allocation. Any remaining statewide
amount of transferability may then be distributed to counties who have requested transfer amounts
greater than their own 30% limitation.
Please complete the information on the attached TANF Transfer Request Form to advise us of your
county's preferences on how to utilize your county's TANF transfer availability.
