A public hearing was conducted on December 19, 2018, at 10:00 a.m., with the following present:
Commissioner Steve Moreno, Chair- EXCUSED
Commissioner Barbara Kirkmeyer, Pro-Tern
Commissioner Sean P. Conway - EXCUSED
Commissioner Julie A. Cozad
Commissioner Mike Freeman
Also present:

The following business was transacted:
Chair Pro-Tern Kirkmeyer instructed all the applicants and reviewed for the public, with two
(2) of the five (5) Commissioners being excused, the vote must be unanimous for the case to be
approved today.
la She explained the unique circumstances with only three (3) of the five (5) Commissioners
present and Commissioner Cozad nearing the end of her term of office. She called up the
applicants and applicants' representatives for USR18-0098, Rocky Mountain Midstream, LLC,
USR18-0099, Bonanza Creek Energy Operating Company, LLC; c/o DCP Operating Company,
LP, USR18-0103, DJ South Gathering, LLC; and USR18-0104, Anna Hill, c/o Outrigger DJ
Operating, LLC, and informed everyone of the present circumstances, stating it takes an
affirmative vote of all three (3) Commissioners present to get the application approved. She further
explained if a continuance is requested during the application being heard, it could not be
continued due to Commissioner Cozad's term ending in 2018, which would not leave A quorum
of the Commissioners needed to consider the application. Chair Pro-Tem Kirkmeyer allowed each
of the applicants to decide if they would like to proceed.

el Matt Norton, represented Rocky Mountain Midstream, LLC, and stated they would like to
proceed with the scheduled hearing for USR18-0098.
Patrick Groom, represented Bonanza Creek Energy Operating Company, LLC, c/o DCP
Operating Company, LP, and requested a continuance of USR18-0099.
El Ryder Reddick, represented DJ South Gathering, LLC, and stated they would like to proceed
with the scheduled hearing for USR18-0103.
El Cody Kerrigan, represented Anna Hill, do Outrigger DJ Operating, LLC, and stated they
would like to proceed with the scheduled hearing of USR18-0104.
12 I hereby certify that pursuant to a notice dated November 13, 2018, and duly published
November 19, 2018, in the Greeley Tribune, a public hearing was conducted to consider the
request of Bonanza Creek Energy Operating Company, LLC, do DCP Operating Company, LP,
for a Site Specific Development Plan and Use by Special Review Permit, USR18-0099, for
Mineral Resource Development Facilities, Oil and Gas Support and Service, Natural Gas
Compressor Facility, one (1) up to 100 feet in height secure communications tower, a temporary
laydown and storage yard, up to eight (8) construction office trailers and sixteen (16) conex
containers for use during the construction of the facility in the A (Agricultural) Zone District. Bob
Choate, Assistant County Attorney, made this a matter of record.
Chair Pro-Tern Kirkmeyer reiterated Mr. Groom had already requested a continuance and
requested dates for the continuance.
la Noblet Danks, surrounding property owner (SPO), requested a continuance and stated
Mr. Groom does not represent Bonanza Creek Energy Operating Company, LLC. She indicated
she did not feel Mr. Groom has the authority to ask for a continuance and mentioned the
community members were present and ready to proceed.
ea In response to Ms. Danks, Mr. Groom explained he is the legal representative of DCP
Operating Company and stated, at the time of the application, Bonanza Creek executed an
authorization form to allow DCP to represent Bonanza Creek, and specifically Mr. Groom to
represent the applicant with respect to the land use application submitted.
el After further discussion, the Board and the applicant chose to continue the hearing to
January 23, 2019, at 10:00 a.m.
12 Chair Pro-Tem Kirkmeyer expressed her appreciation for the comments of the public;
however, she reiterated the scheduling issue with only three (3) Commissioners present.

Commissioner Freeman moved to continue the request of Bonanza Creek Energy Operating
Company, LLC, c/o DCP Operating Company, LP, for a Site Specific Development Plan and Use
by Special Review Permit, USR18-0099, for Mineral Resource Development Facilities, Oil and
Gas Support and Service, Natural Gas Compressor Facility, one (1) up to 100 feet in height secure
communications tower, a temporary laydown and storage yard, up to eight (8) construction office
trailers and sixteen (16) conex containers for use during the construction of the facility in the
A (Agricultural) Zone District, to January 23, 2019, at 10:00 a.m., to allow four (4) Commissioners
to be present at the hearing. The motion was seconded by Commissioner Cozad, and it carried
unanimously. There being no further discussion, the hearing was completed at 10:40 a.m.
This Certification was approved on the 26th day of December, 2018.
