Weld County Department of Public Health and Environment Second Floor Hearing Room 210 The Weld County Board of Health met May 22, 2018, at 9:00 a.m. in the second -floor hearing room of the Weld County Department of Public Health and Environment. Those present included: Board Members: Jason Maxey, Chair; Linda Kautz (via phone), Tim Annable, Joyce Smock, Sandra Owens Others: Lauren Light, Katie Sall, Environmental Health Services APPROVAL OF AGENDA A motion was made by Tim Annable to approve the agenda as presented. Sandra Owens seconded the motion and the motion was carried unanimously. APPROVAL OF MINUTES A motion was made by Tim Annable to approve minutes as presented. Joyce Smock seconded the motion and the motion was carried unanimously. BUSINESS VERIS ENVIRONMENTAL, LLC — Katie Sall presented new biosolids application, DS -1800008. Luke Bond was present and no public comments or concerns received. A motion was made by Tim Annable to approve the new biosolids application. Sandra Owen seconded the motion and the motion was carried unanimously. CONSENT ITEMS METRO WASTEWATER RECLAMATION DISTRICT - Katie Sall presented the applications for biosolids renewals — DS -200510, DS -200516, DS -200616, DS -200808. No public comments or concerns were received on these applications. VERIS ENVIRONMENTAL, LLC — Katie Sall presented the applications for biosolids renewals. DS -200205, DS -200220, DS -200310, DS -200625, DS -200720, DS -200828, DS -201106, DS -201316, DS -201401, DS -1700004, DS -170005, DS -1700008 CITY AND COUNTY OF BROOMFIELD - DS -990001, DS -990002, DS -990002, DS -990003, DS - 990004, DS -990005, DS -990006, DS -990007, DS -990008, DS -990009 A motion was made by Joyce Smock to approve 26 renewal applications. Linda Kautz seconded the motion and the motion was carried unanimously. PRESENTATIONS: Rebecca Kuhnel gave an overview on the Child Care Program: • Department of Human Services provides the operating daycare license • There are currently 125 Weld County day care facilities. O0mmoea-4i 0 r1 (O (to 2018-3234 • No in home or foster care inspections are made by WCDPHE. • Inspections are every other year. • Diapering facilities get inspected every year. • 2017 — 71 facilities were inspected. Cindy Kronauge gave a presentation on the Community Health Assessment. The Top Ten Takeaways: 1. Overall health status of Weld County's adult population 2. More Weld County residents (93%) had health insurance 3. Costs & scheduling are still major barriers to accessing health care 4. People are engaging in healthy behaviors but still room for improvement. 5. Residents are not immune to experiencing mental health conditions. 6. People do partake in risky behaviors of smoking and drinking. 7. About 10% of residents use marijuana. 8. Distracted driving is also a problem. 9. Health status varies by where we live, income, education level & other factors. 10. Our environment matters too. Quarterly health summit — Board of Health members were invited to attend next summit on May 30th, 2018, from 7:30 a.m. - 10:00 a.m. at the Double Tree Hotel. STAFF DISCUSSION: Lauren Light gave an update on Board of Health member's appointment term: • Bill Wood — end of term • Sandra Owens — has agreed to another term • James Kuemmerle — has agreed to another term Jason Maxey opened a discussion on the importance of attendance and having a quorum to hold a Board of Health meeting. Ideas presented: • What are the attendance requirements written in the by-laws? • Explore the possibility of alternative members for Board of Health. • Invite Frank Haug to a Board of Health meeting to discuss by-laws. • Board of Health members will receive an email reminder two (2) weeks prior to Board of Health meeting and a follow-up email/phone call the Thursday before Board of Health for a final rsvp. Next meeting is June 26 and we will have two presentation, Solid Waste and Weld WAITS. A motion was made by Joyce Smock to adjourn the meeting.
