Operator futher claimed that a sales gas pipeline was projected to be installed on 09/22/2017 and the sales gas would be compressed into the pipeline from that point onward. Therefore, operator submitted a permit application for the venting of the sales gas pending the installation of the pipleline. Consequently, this emission point would cease operation as of 09/22/2017. There is a gas flow meter that tracks the volume of sales gas being combusted. The gas analysisused to calculate VOC and HAP emissions for this point is based on a sample obtained from the produced gas (low pressure separator gas) stream. This is deemed a conservative moveby the operator since the VOC content of this stream tends to be higher than that of the sales gas (high pressure separator gas) stream. Operator initially calculated NOx and CO emissions for this emission point using manufacturer -recommended emission factors. However, after one or two correspondences about the COemissionfactor being much lower than the corresponding AP -42 emission factor, operator decided to calculate NOx and CO emissions using AP -42 emission factors. This is a conservative move on the operators part.
