HomeMy WebLinkAbout20183708 RECORD OF PROCEEDINGS MINUTES BOARD OF COUNTY COMMISSIONERS WELD COUNTY, COLORADO NOVEMBER 19, 2018 The Board of County Commissioners of Weld County, Colorado, met in regular session in full conformity with the laws of the State of Colorado at the regular place of meeting in the Weld County Administration Building, Greeley, Colorado, November 19, 2018, at the hour of 9:00 a.m. ROLL CALL: The meeting was called to order by the Chair and on roll call the following members were present, constituting a quorum of the members thereof: Commissioner Steve Moreno, Chair Commissioner Barbara Kirkmeyer, Pro-Tern Commissioner Sean P. Conway Commissioner Julie A. Cozad Commissioner Mike Freeman Also present: Assistant County Attorney, Bob Choate Acting Clerk to the Board, Chloe A. Rempel/Stephanie Frederick Controller, Barbara Connolly MINUTES: Commissioner Conway moved to approve the minutes of the Board of County Commissioners meeting of November 14, 2018, as printed. Commissioner Cozad seconded the motion, and it carried unanimously. CERTIFICATION OF HEARINGS: Commissioner Kirkmeyer moved to approve the Certification of Hearings conducted on November 14, 2018, as follows: 1) USR18-0068 — Allen and Elsie Clark, 2) USR18-0074 — Glenn Dewayne Cecil, 3) USR18-0080 — NWC Development, LLC, and 4) USR18- 0067 —Adam Hilton and LaShawn Laguardia Hilton. Commissioner Cozad seconded the motion, which carried unanimously. AMENDMENTS TO AGENDA: There were no amendments to the agenda. CONSENT AGENDA: Commissioner Freeman moved to approve the Consent Agenda as printed. Commissioner Conway seconded the motion, and it carried unanimously. PRESENTATIONS: 1) NATIONAL 4-H DAIRY CATTLE JUDGING CONTEST, HIGH INDIVIDUAL OVERALL AWARD -AWNA HIRSCH: Chair Moreno read the certificate for the record. Keith Maxey, Weld County Extension Office, presented the High Individual Overall Award to Awna Hirsch for participating in the National 4-H Dairy Cattle Judging Contest in Madison, Wisconsin. Ms. Hirsch was part of a team of four competitors who all participated at the national competition this year. Mr. Maxey praised Ms. Hirsch for being the only Minutes, Monday, November 19, 2018 2018-3708 ail 7 Page 1 BC0016 Colorado high school student to win a National 4-H Dairy Cattle Judging competition. Each Commissioner, in-turn, congratulated Ms. Hirsch for her accomplishments. Chair Moreno also thanked the Ms. Hirsch's mother for supporting her daughter's accomplishments. (Clerk's Note: The Board paused the meeting for a photo opportunity.) 2) 2018 TOP TEN ROADS AWARD FOR CR 49 DESIGN-BUILD - DEPARTMENT OF PUBLIC WORKS: Chair Moreno commended the Department of Public Works staff who will be presented an award at the American Concrete Pavement Association Annual Awards for the County Road (CR) 49 Design-Build Project. Jay McDonald, Director of Department of Public Works, presented information about Weld County having the 6th best capital improvement project in the North American continent. Elizabeth Relford, Deputy Director of Department of Public Works, praised the three (3) project managers, Don Dunker, Cameron Parrott, and Clay Kimmi who devoted themselves to the CR 49 Design-Build Project. Curtis Hall, Deputy Director of Department of Public Works, also commended staff for their outstanding work throughout this project. The Commissioners all commended the Department of Public Works and praised the team for their efforts throughout this project. Commissioner Cozad noted that the project was accomplished ahead of schedule and will aid the County with improved infrastructure safety. Commissioner Kirkmeyer praised not only the Department of Public Works, but also the County Attorney's Office and Don Warden, Director of Finance and Administration, for creating a debt-free financial plan to construct CR 49. Commissioner Freeman echoed his fellow Commissioner's sentiment stating he is proud of the Department of Public Work's success for this project. Commissioner Conway is likewise extremely proud of the Department of Public Works for the completion of the CR 49 Project being ahead of schedule, despite setbacks from the 2013 Flood and other obstacles presented throughout this period. The traveling public all greatly benefit from CR 49. Chair Moreno recognized the previous Commissioners who also aided in this project. Chair Moreno noted the benefits to Weld County's economy that CR 49 provides by connecting a County Road to State Highways and its proximity to DIA. Ms. Relford also thanked Toby Taylor, Director of Department of Buildings and Grounds, for the removal of buildings in the right-of-way, the Clerk to the Board's Office, and the Department of Planning Services. (Clerk's Note: The meeting was paused for a photo opportunity.) PUBLIC INPUT: Bill Gillard, resident of Greeley, provided commentary about his history with renewing his license plates in California versus renewing his plates in Colorado. He expressed his appreciation with the efficient process he experienced when recently renewing his Colorado license plates with the Weld County Clerk and Recorder's Office. BIDS: El 1) PRESENT BID #61800152, CR 15 TOWER DESIGN SERVICES - DEPARTMENT OF BUILDINGS AND GROUNDS: Rob Turf, Department of Purchasing, presented the three(3) bids received and stated staff will bring back a recommendation on December 3, 2018. 2) PRESENT BID #61800155, WELDING SHOP AND HEALTH LAB DESIGN SERVICES - DEPARTMENT OF BUILDINGS AND GROUNDS: Mr. Turf presented the three (3) bids received and stated staff will bring back a recommendation on December 3, 2018. NEW BUSINESS: 1) CONSIDER APPOINTMENT OF BETHANY FORD AS DEPUTY CLERK TO THE BOARD: Esther Gesick, Clerk to the Board, presented a resolution to appoint Bethany Ford as Deputy Clerk to the Board to fill a vacancy. The Commissioners all welcomed Ms. Ford to her position. Commissioner Kirkmeyer asked Ms. Ford to share her most embarrassing story. Commissioner Kirkmeyer moved to approve said appointment. Seconded by Commissioner Conway, the motion carried unanimously. Minutes, Monday, November 19, 2018 2018-3708 Page 2 BC0016 2) FINAL READING OF WELD COUNTY CODE ORDINANCE #2018-08, IN THE MATTER OF REPEALING AND REENACTING, WITH AMENDMENTS, CHAPTER 2 ADMINISTRATION AND CHAPTER 3 HUMAN RESOURCES, OF THE WELD COUNTY CODE: Commissioner Kirkmeyer moved to read Code Ordinance #2018-08 by title only. Seconded by Commissioner Cozad, the motion carried unanimously. Bob Choate, Assistant County Attorney, read the title for the record. Patti Russell, Director of the Department of Human Resources, stated no changes have been made since the second reading and requested approval. No public input was offered concerning this matter. The motion to approve on Final Reading, which was made by Commissioner Cozad and seconded by Commissioner Freeman, carried unanimously. el RESOLUTIONS AND ORDINANCES: The resolutions were presented and signed as listed on the Consent Agenda. Code Ordinance #2018-08 was approved on Final Reading. Let the minutes reflect that the above and foregoing actions were attested to and respectfully submitted by the Clerk to the Board.
