RE: APPROVE 2017 STATE CRIMINAL ALIEN ASSISTANCE PROGRAM (SCAAP)
APPLICATION AND AUTHORIZE ELECTRONIC SUBMITTAL
WHEREAS, the Board of County Commissioners of Weld County, Colorado, pursuant to
Colorado statute and the Weld County Home Rule Charter, is vested with the authority of
administering the affairs of Weld County, Colorado, and
WHEREAS, the Board has been presented with a 2017 State Criminal Alien Assistance
(SCAAP) Application from the County of Weld, State of Colorado, by and through the Board of
County Commissioners of Weld County, on behalf of the Weld County Sheriff's Office, to the
Colorado Bureau of Justice Assistance, Office of Justice Programs, and U.S. Department of
Justice, with further terms and conditions being as stated in said application, and
WHEREAS, after review, the Board deems it advisable to approve said application, a copy
of which is attached hereto and incorporated herein by reference.
NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of Weld
County, Colorado, that the 2017 State Criminal Alien Assistance Program (SCAAP) Application
form the County of Weld, State of Colorado, by and through the Board of County Commissioners
of Weld County, on behalf of the Weld County Sheriff's Office, to the Colorado Bureau of Justice
Assistance, Office of Justice Programs, and U.S. Department of Justice, be, and hereby is,
approved.
BE IT FURTHER RESOLVED by the Board that the Sheriff's Office be, and hereby is,
authorized to electronically submit said application.
The above and foregoing Resolution was, on motion duly made and seconded, adopted
by the following vote on the 2nd day of April, A.D., 2018.

Brief description of the problem/issue:
Each year, the Federal government allows for grant funding to help offset the costs incurred by housing illegal
aliens in jails and prisons. The Fiscal Year 2017 State Criminal Alien Assistance Program (SCAAP) application
has recently opened, and the Weld County Sheriff's Office would like to submit the information that was
collected for the July 1, 2015 — June 30, 2016 period of the grant application. The information requested
includes items such as total salaries paid to jail deputies, the number of inmates per night housed in the jail, and
the number of nights inmates of foreign birth are housed in the jail. This grant has paid over $3.47 million over
the past 12 years to Weld County. The annual award has ranged from $131,200 to $542,059, depending on
funding available and the eligibility requirements of the grant. Historically, the Sheriffs Office has used this
money to offset the cost of medical services for inmates in the jail, which is an eligible use of these funds.
No signature is required for the grant application. The application has been updated to reflect the current
Commissioner Chair and reflects the accurate information for the grant period requested. The Sheriffs Office is
asking for permission to submit the required grant information by the due date of April 11, 2018. By not
submitting the application, Weld County will forfeit any chance of receiving funds for this program for the
grant period mentioned above.
What options exist for the Board? (include consequences, impacts, costs, etc. of options):
Approve the request to submit the grant application by the due date.
Deny the request to submit the grant. This would remove our ability to receive federal dollars for this program
for Fiscal Year 2017.

State Criminal Alien Assistance Program — FY 2017 Application Reopen
To: States and units of local government that previously have participated in the State Criminal Alien
Assistance Program (SCAAP)
The Bureau of Justice Assistance (BJA) of the Office of Justice Programs (OJP), U.S. Department of Justice, is pleased to
announce that the online application to the SCAAP FY 2017 Program is open and that the new FY 2017 Program
Requirements and Application Instructions are available on the SCAAP website.
Under SCAAP, OJP makes payments to eligible States and units of local government that incur certain types of costs due
to incarceration of "undocumented criminal aliens" during a particular 12 -month reporting period.
• The online application to the FY 2017 program is now open.

• The updated application deadline is 6 p.m. Eastern time on Wednesday, April 11, 2018.

• The reporting period for the FY 2017 program is July 1, 2015 - June 30, 2016.

The FY 2017 Program Requirements and Application Instructions provide critical information on program requirements,
eligibility, deadlines, and how to access the online application within OJP's Grants Management System (GMS). In
addition, the FY 2017 Program Requirements and Application Instructions provide detailed instructions for the online
application.
The online application specifically incorporates by reference the eligibility requirements, definitions of terms, and detailed
application instructions set out in the FY 2017 Program Requirements and Application Instructions. Applicant
governments may not use or rely upon instructions or guidance provided in connection with the FY 2016 program or
earlier application cycles.
Important Note
Both the online application for the FY 2017 program and the FY 2017 Program Requirements and Application Instructions
differ significantly from those used in earlier application cycles. In addition, the online application now requires each
applicant government to attach a "'Correctional Officer' salary expenditure detail" and a file that details "All inmate days,
by reporting day' detail (for the reporting period)." (Refer to the FY 2017 Program Requirements and Application
Instructions for additional information on these required attachments.)

Before entering any information into the online application for the FY 2017 program, any government official who intends
to complete and submit the application on behalf of an applicant government MUST carefully review the FY 2017 Program
Requirements and Application Instructions.

ONLINE APPLICATION TO THE FY 2017 PROGRAM
Welcome to the online application for the FY 2017 State Criminal Alien
Assistance Program (the "FY 2017 program").
The FY 2017 program will make SCAAP payments to eligible applicant
"States" and "units of local government" from the FY 2017 appropriation to
the Office of Justice Programs ("OJP") for SCAAP. Should OJP receive an FY
2018 appropriation for SCAAP, OJP will post a separate application for the
FY 2018 program later in the fiscal year.
IMPORTANT NOTE: Both this online application for the FY 2017 program
and the associated program requirements and application instructions differ
significantly from those of prior years. Before entering any information into
this online application, the government official who will complete and
submit the application on behalf of an applicant government MUST
carefully review the OJP document entitled State Criminal Alien Assistance
Program: FY 2017 Program Requirements and Application Instructions,
posted on the OJP website at

OJP document sets out critical information -- including on eligibility
requirements and definitions of terms used in this online application,
as well as the detailed instructions for the various sections of this online
