BOARD OF COUNTY COMMISSIONERS
WELD COUNTY, COLORADO
NOVEMBER 21, 2018
The Board of County Commissioners of Weld County, Colorado, met in regular session in full conformity
with the laws of the State of Colorado at the regular place of meeting in the Weld County Administration
Building, Greeley, Colorado, November 21, 2018, at the hour of 9:00 a.m.
El ROLL CALL: The meeting was called to order by the Chair and on roll call the following members
were present, constituting a quorum of the members thereof:
Commissioner Steve Moreno, Chair
Commissioner Barbara Kirkmeyer, Pro-Tem
Commissioner Sean P. Conway - EXCUSED
Commissioner Julie A. Cozad
Commissioner Mike Freeman
Also present:
Assistant County Attorney, Frank Haug
Acting Clerk to the Board, Stephanie Frederick
Controller, Barbara Connolly
El MINUTES: Commissioner Kirkmeyer moved to approve the minutes of the Board of County
Commissioners meeting of November 19, 2018, as printed. Commissioner Freeman seconded the
motion, and it carried unanimously.
IR CERTIFICATION OF HEARINGS: Commissioner Cozad moved to approve the Certification of
Hearings conducted on November 19, 2018, as follows: 1) PCSC18-0006—A-1 Organics, Rattler Ridge
Organic Recycling Facility, and WJW Properties, LLC, dba A-1 Organics, c/o Bob Yost.
Commissioner Freeman seconded the motion, which carried unanimously.
AMENDMENTS TO AGENDA: There were no amendments to the agenda.
CI CONSENT AGENDA: Commissioner Freeman moved to approve the Consent Agenda as printed.
Commissioner Kirkmeyer seconded the motion, and it carried unanimously.
Ei PUBLIC INPUT: No public input was given.
NEW BUSINESS:
la 1) CONSIDER CONTRACT ID #2274 GRANT AGREEMENT FOR CRIME VICTIM SERVICES
LAW ENFORCEMENT FOR BILINGUAL ADVOCATE UNIT AND AUTHORIZE CHAIR TO SIGN:
Commissioner Cozad moved to approve said agreement and authorize the Chair to sign. Seconded by
Commissioner Kirkmeyer, the motion carried unanimously.

El 2) CONSIDER ACCEPTANCE OF ASSIGNMENT FOR PURCHASE OF PROPERTY AND
AGREEMENT TO AMEND/EXTEND CONTRACT AND AUTHORIZE CHAIR TO SIGN ANY
NECESSARY DOCUMENTS - DAVID AND LINDA SPAHN/GREAT NORTHERN PROPERTIES,
LLLP/JOHN WHEELER: Toby Taylor, Director of the Department of Buildings and Grounds, stated the
agreement is for Great Northern Properties to assign the contract for a new Public Works location.
Commissioner Freeman moved to accept the assignment and approve the agreement to amend/extend
contract and authorize the Chair to sign any necessary documents. Seconded by Commissioner Cozad,
the motion carried unanimously.
3) CONSIDER DIRECTING CLERK TO THE BOARD TO HAVE PUBLISHED EMERGENCY
ORDINANCE NO. 254-B SUPPLEMENTAL APPROPRIATION FOR 2018: Barb Connolly, Controller,
stated this is to direct the Clerk to the Board to publish said Emergency Ordinance. Commissioner
Freeman moved to direct the Clerk to publish Emergency Ordinance No. 245-B Supplemental
Appropriation. Seconded by Commissioner Cozad, the motion carried unanimously.
RESOLUTIONS AND ORDINANCES: The resolutions were presented and signed as listed on the
Consent Agenda. No Ordinances were approved.
Let the minutes reflect that the above and foregoing actions were attested to and respectfully submitted
by the Clerk to the Board.
There being no further business, this meeting was adjourned at 9:05 a.m.
