Explain, in detail, the proposed use of the property. The property is owned by Dan Shepherd and his wife. Dan operates a food trucking company at the property. The warehouse is used to transfer refrigerated freight from trailer to trailer for distribution purposes. He has 60 tractor trailer trucks that haul food such as meat, dairy and produce. The majority of the trucks are not at the site at any given time. The fleet is mainly over the road trucking. The drivers may leave their personnel vehicles on the site while they are on the road. Minor truck maintenance such as oil changes, tires and brakes are performed on site. 2. Explain how this proposal is consistent with the intent of the Weld County Code, Chapter 22 of the Comprehensive Plan. Chapter 22, Article II, Section 22-2-20.B.2 A. Policy 2.2 allows for commercial and industrial uses, which are directly related to or dependent upon agriculture, to locate within agricultural areas when the impact to surrounding properties is minimal or mitigated and where adequate services and infrastructure are currently available or reasonably obtainable. These commercial and industrial uses should be encouraged to locate in areas that minimize the removal of agricultural land from production. Chapter 22, Article V I , Section 22-6-20.A ECON.Goal oal 1. Encourage the expansion of existing businesses and the location of new industries that will provide employment opportunities in the County. 3. Explain how this proposal is consistent with the intent of the Weld County Code, Chapter 23 (Zoning) and the zone district in which it is located. Chapter 23, Article III Section 23-3-20.E allows for the temporary storage and sorting of, in transit, of crops, vegetables, plants, flowers and nursery stock not raised on the premises and not for sale on said premises as a use by right in the Agricultural Zone District. Section 23-3-30.A allows structures for the storage of equipment and agricultural products as an accessory use in the Agricultural Zone District. Section 23-3-40.B. allows for an Agricultural Service establishments primarily engaged in performing agricultural, animal husbandry or horticultural services on a fee or contract basis, including: 1. Sorting, grading and packing fruits and vegetables for the grower. Describe what type of land uses surround the site. Explain how the proposed use is consistent and compatible with surrounding land uses. To the south are lands in dryland d agriculture, to the west are irrigated lands in production agriculture, to the north are irrigated lands in production agriculture and to the east is a residential subdivision known as Wattenberg. rg . The property has historically been utilized a warehouse with limited trucking activity. All lands south of the building are located within the 100 year AE Floodplain. 3. What are the hours and days of operation? (e.g. Monday thru Friday 8:00 a.m. to 5:00 p.m.) The normal hours for personnel are as follows Office 5:30 am to 9:00 pm 7 days a week Warehouse 6.00 am to 9:00 pm 7 days a week Truck 6:00 am to 9:00 pm 7 days a week There may be unusual occasions when the site may need to be accessed outside of normal hours such as: 1. Truck leaving off hours for customer required delivery times. Trucks are only loaded within normal operating hours and truck will only leave or arrive with direct access to CR 6. 2. Bad weather causing delays for trucks for trucks arriving. 3. Trucks breaking down causing delays for trucks arriving. 4. Emergency maintenance that would need done on equipment or trucks. Drainage Design: Detention pond summarized in a drainage report is required unless the project falls under an exception to stormwater detention requirements per code section 23-12-30 F.1. The historic conditions for the site included almost all the current impervious surfaces so no drainage report will be submitted. A. Does your site qualify for an exception to stormwater detention? If utilizing an existing septic system provide the septic permit number. If a new septic system will be installed please state "a new septic system is proposed". Only propose portable toilets if the use is consistent with the Department of Public Health and Environment's portable toilet policy. Private leach field is existing. Colorado Licensed Professional Engineer October 4, 2017 Mr. Dan Shepherd c/o Weisman Engineering & Land Development, LLC 1011 42nd St. Evans, CO 80620 RE: Traffic Impact Study Food Distribution Center — Weld County Dear Mr. Shepherd: 1082 Chimney Rock Road Highlands Ranch, CO 80126 303-703-9112 Mobile: 303-594-4132 This letter provides a narrative regarding the potential impact on traffic operations occasioned by the development of food distribution center on the south side of CR-6 east of CR-23. The project site location (in red) and surrounding area is shown on the figure below. SITE INFORMATION The food distribution center will deliver fresh and frozen foodsvia 24 foot box trucks and semi - tractor trailers. The center will employ 12 full-time and 4 part-time employees. The 25,500 square foot warehouse will operate on an average weekday from 6 am to 9 pm. Deliveries occur from 6 am to 4 pm during the average weekday. The warehouse will operate on a limited basis on weekends. EXISTING CONDITIONS The property currently has one access to CR-6 which will remain in place. Leona Ave. abuts the access drivewayon the east side, however there is a chain link fence between the street and driveway and Leona. Ave. is a northbound one-way out only movement. CR-6 is a paved two-lane, undivided, collector type roadway. According to Weld County's Transportation Plan, it currently carries 1,891 ADT of which 16 percent are trucks. The posted speed limit is 35 mph. The access is currently unused so no level of service analysis can be performed. FUTURE CONDITIONS & IMPACTS The trip generation for the office/warehouse operation is based on rates and equations from the ITE Trip Generation Manual, 9t1 Edition. The owner's estimate of the number and time of deliveries is used to determine the average daily and the AM and PM peak hour trip generation. The owner estimates that local deliveries by the four box trucks will leave anywhere from 6 am to 9 pm and make three round trips during the day. From 6 to 12 semi - tractor trailers will leave the site in the morning and return later in the day. The exact times on the return trip are random. The owner estimates that 6 to 10 semi -tractor trailers will leave in the afternoon but again the return times are random. As the peak hour of the adjacent street is one hour between 7 and 9 am and 4 and 6 pm the number of deliveries in the peak hour is half the two-hour total. The other 25 percent is to/from the west and 1-25 which is about 7 miles away, The trip assignment for the AM and PM peak hour is shown on the next page. The 20 -year forecast volume is approximately 4,538 AADT. In five years at that rate of growth the volume will increase to 2,353 AADT. A level of service analysis with Synchro v9.1 shows that the intersection will operate at LOS A/A in the AM and PM peak hours under the existing conditions. It will continue to operate at LOS A/A in the five years, 2022 conditions. In 2037 the increase in the background traffic will reduce the LOS to BM. A summary table is provided below. The Synchro graphics and reports are attached for reference. A right turn lane is warranted at greater than 25 vehicles per hour and a left turn lane is warranted at greater than 10 vehicles per hour. The driveway is approximately 25 feet in width and the curb radius is approximately 50 feet which are more than adequate for trucks turning in and out of the driveway without crossing over into the opposing lane of travel. No improvements are necessary to the driveway. The project site location (in red) and surrounding area is shown on the figure below. INTRODUCTION The food distribution center will deliver fresh and frozen foods via 24 foot box trucks and semi - tractor trailers. The center will employ 12 full-time and 4 part-time employees. The 25,500 square foot warehouse will operate on an average weekday from 6 am to 9 pm. Deliveries occur from 6 am to 4 pm during the average weekday. The warehouse will operate on a limited basis on weekends. EXISTING CONDITIONS The property currently has one access to CR-6 which will remain in place. Leona Ave. abuts the access _ ! 'vewayon the east side, however there is a chain link fence between the street and driveway and Leona Ave. is a northbound one-way out only movement. CR-6 is a paved two-lane, undivided, collector type roadway. According to Weld County's Transportation Plan, it currently carries 1,960 ADT of which 15 percent are trucks. The posted speed limit is 35 mph. IMPACTS The trip generation for the office/warehouse operation is based on rates and equations from the ITE Trip Generation Manual, Stn Edition. The owner's estimate of the number and time of deliveries is used to determine the average daily and the AM and PM peak hour trip generation. The owner estimates that local deliveries by the four box trucks will leave anywhere from 6 am to 9 pm and make three round trips during the day. From 6 to 12 semi - tractor trailers will leave the site in the morning and return later in the day. The exact times on the return trip are random. The owner estimates that 6 to 10 semi -tractor trailers will leave in the afternoon but again the return times are random. As the peak hour of the adjacent street is one hour between 7 and 9 am and 4 and 6 pm the number of deliveries in the peak hour is half the two-hour total. The other 25 percent is to/from the west and I-25 which is about 7 miles away. The trip assignment for the AM and PM peak hour is shown on the next page. The Synchro reports are attached for reference. MITIGATION About auxiliary turn lanes, neither a right in or left turn in lane is warranted per the Weld County Engineering and Construction Criteria, Section 6.6.1. A right turn lane is warranted at greater than 25 vehicles per hour and a left turn lane is warranted at greater than 10 vehicles per hour. CONCLUS ION Based on the analysis herein, it is my professional opinion that the traffic impact from the Food Distribution Center is negligible and that no mitigation to the existing traffic control and intersection geometry is warranted. The following report documents our findings. Operational Sound Level Survey An operational sound level survey including A -weighted dB(A) was performed for the Wattenberg Yard location to measure and document operational sound levels for 15 -Minute and daily averages at three monitoring locations within the property. The operational sound level survey was performed and assessed per the Weld County Code Chapter 14-9. Sound Measurement and Modeling Instrumentation The instrumentation used for the monitoring locations were Svantek integrating and logging sound level meters, which were calibrated prior to deployment. The metering systems were approximately 4 feet above ground level per Weld County Code Chapter 14-9-50 guidelines and in a locked box for security. The measured noise levels are presented graphically in Attachments 2 through 4 and in tabulated form in Attachments 5 through 6. The operational noise levels were used to determine the typical daytime (lam-9pm) and nighttime (9pm to 7am) averages at the monitored locations. The daytime and nighttime averages were calculated using the 15 -minute noise levels measured at the locations. The calculated operational average daytime and nighttime noise levels are summarized in Table 1.
