A regular meeting of the Weld County Utilities Coordinating Advisory Committee was held on Thursday, June
14, 2018 at 10:00 a.m., in the Hearing Room of the Weld County Planning Department at 1555 N 17th Ave,
Greeley, Colorado.
Members Present: Hayley Balzano, Jerry Adams, Michael Wailes, and Lucas McConnell
Members Absent: LeAnn Koons, Robert Fleck, Carson Ortega, Jeremy Young, and Marisa Dale.

Diana Aungst, Planning Services, stated that the applicant is proposing to subdivide Lot 1 of Union Colony into
two lots. The smaller lot will be 0.41 acres and the larger lot will be 3.96 acres. The applicant is proposing to
rezone the smaller lot under case number COZ18-0002.
Section 24-7-60 states that when a new subdivision is created in the County the following criteria are required
to be followed:
A. Easements shall follow rear and side lot lines whenever practical and shall have a minimum total
width of twenty (20) feet apportioned equally on abutting properties.
B. Where front line easements are required, a minimum of fifteen (15) feet shall be allocated as a utility
easement.
C. Easements shall be designed to provide efficient installation of utilities. Special guying easements at
corners may be required. Public utility installations shall be located to permit multiple installations
within the easements to avoid cross connections, minimize trenching and adequately separate
incompatible systems.
In order to address the requirements of Section 24-7-60, Staff is recommending that the following easements
be created with this PUD.
1. Add easements per Section 24-7-60 along the rear, side and front lot lines.
2. Show and label the easements on the plat.
Michael Wailes clarified if Lot 1 is proposed under the Change of Zone application. Ms. Aungst replied yes.
Lucas McConnell asked what the lots are currently zoned as. Ms. Aungst replied that both lots are currently
zoned as C-3 (Commercial).
Jerry Adams referred to the City of Greeley's comments that Balsam Avenue will be classified as a two-lane
Minor Arterial roadway requiring 100 -foot total right-of-way; however, it is identified on the map that Balsam
Avenue is a Collector roadway, requiring 90 foot total right-of-way. The City of Greeley's comments included
that the site map identify the correct right-of-way for the west half of Balsam Avenue. Mr. Adams asked if that
will be noted on this plat for final approval. Ms. Aungst stated that the Final Plan will be heard by the Board of
County Commissioners and added that they will determine if the City of Greeley's comments will be included
on the Final Plan.
Mr. Adams asked if there is any consideration to include a Utility Signature Block on the Final Plan. He added
that being a local utility provider he would like to be able to see that the applicant has the adequate permits.

Mr. Adams referred to Section 27-9-40 which allows for utility signature sign -off. Ms. Aungst said that Section
refers to PUDs (Planned Unit Developments); however, a signature block can be included on the Final Plan.
Ms. Aungst clarified that the signature block should include Atmos Energy, Xcel Energy, and the City of
Greeley Water and Sewer.
Ms. Aungst asked if the easements along the offset lines on the small lot are required. Mr. Adams said that it
should be identified on all four property sides for the small lot.
Hayley Balzano moved to approve the Final Plan for RES18-0001 to incorporate Staffs recommendations and
a Utility Signature Block, seconded by Lucas McConnell.
