I am currently awaiting new signed letters from both Fire Protection Districts pledging the same support for this year's events as previous years. Hopefully, these will suffice in demonstrating our direct cooperation with both communities/services and that they will provide the necessary resources as needed. I have reached out to the Weld County Sheriffs office, and I am hoping to have a letter stating their commitment as they have done in previous years within the next several days. For reference, I have attached last year's letter for reference. A description of our security for Wild Animal Sanctuary Events is included below for your consideration: 1. Approximately 40 Staff and 80+ Volunteers will be present at the annual Run/Walk event and will be stationed throughout the event area — from parking areas, to food/beverage and entertainment areas in order to manage security efforts. a. All staff and volunteers wear bright safety orange shirts with the Sanctuary logo, name badge, and identifying label ("staff' or "volunteer"). b. All staff and volunteers are trained to observe and identify issues relating to questionable behavior and alcoholic beverage consumption. c. Staff and volunteers are equipped with two-way radios to communicate and coordinate crowd control and address needs as they arise. d. Staff will manage volunteer security duties and all security responses, as well as address issues themselves. e. Participants are instructed (via Public Address System throughout event timeline): i. To contact staff or volunteers for assistance (as needed) ii. Are given information and guidance to the established security and event management tent The Wild Animal Sanctuary "Saving Captive Wildlife For Over 37 Years" 1946 Road 53 * Keenesburg, CO 80643 * 303-536-0118 www.WildAnimalSanctuary.org Pat Craig Executive Director THI WILD ANIMAL 3 ci•nctu xrii iii. Receive instructions and guidance to on -site emergency medical services f. All run/walk courses will also have staff and volunteers positioned for complete coverage and security management g. Supervisory staff will patrol event utilizing security vehicles in order to provide overall quality control, as well as immediate backup and response if needed. Sincerely, The Wild Animal Sanctuary "Saving Captive Wildlife For Over 37 Years" 1946 Road 53 * Keenesburg, CO 80643 * 303-536-0118 www.WildAnimalSanctuary.org April 5, 2018 Commissioners, In regard to the Wild Animal Sanctuary's annual event permit application, the Sheriff's Office does not foresee any issues regarding public safety or our response to the event. A search of all calls for service at that address, since January 1, 2013, resulted in finding no law enforcement calls related to their events. The Sanctuary's plan for using staff and volunteers as peer group control appears to be sufficient for controlling issues at the event. The Sheriff's Office response to any emergency calls would be consistent with our response to other calls for service in the county, and can be covered by the on -duty deputies; we do not see a need to assign extra staff specifically for their events. However in this situation what we reviewed (where UNC and onsite concessions would be provided) wasn't the full story. So we approved what was submitted, sounded fine, but then received an application from a food after the fact and determined that more food vendors would be showing up. So provided no one else is going to join in, then the temporary assembly permit process is fine, but if later they add additional people then we need to ensure we have a process to cover those vendors (as they may need to obtain licensing through us). So if you think amendments to assembly permit is right way, were good with that, or if you think by the board approving the event, if they add some additional food vendors that we could cover in our process, then we can take the ball and run with it. On our end, they can submit changes to approved food vendors after the hearing, and we would list them on the Consent Agenda so the Commissioners are made aware. Do you require Temporary Event food permits for all applicants in addition to the Temporary Assembly Permit, or only for events that are not covered under the Temporary Assembly Permitting process? 2 Chloe A. We understand that vendors may be added closer to the time of the event, however, we do need to approve those vendors per our temporary event process, particularly if we are needing to issue licenses. Is it ok with you if we tell the applicant that even though the Temporary Assembly application was approved, if they add other food vendors they will need to complete the Temporary Event Process with Weld County Environmental Health along with applicable fees? We knew about the permanently licensed mobile units, but may not have understood the "temporary vendors" since we thought everyone had to have the full license. We also understood the need for documentation in order to track illnesses, which is why we directed them to you — as well as knowing our event permit would also create a record of the event. I guess the gap came with us not knowing each event had to list the vendors on our annual application —which is different than a normal submission for each event that most people would do separately throughout the year. I realize if we were applying for a single event and did so relatively close to the date it was taking place, we would be able to have a current list of vendors, and could submit them. However, since we apply once per year and cover an entire year's worth of events, it's impossible for us to know who the vendors would be that early in the year. Other than the few large events we book ahead of time with UNC, we sometimes may not know who is available. Some of our events may be able to host a few small vendors like the shaved ice people, and once in a while the larger events that have UNC could also have a couple small side vendors, so it can get confusing at times. Regardless, if they are permanently licensed... or temporary... it sounds like you want us to know at the time we do our annual application which vendors will be at each event. If that is the case, we will have a difficult time submitting reliable information with some of them, since their schedules change often. We always thought it was OK to just send them to you and then ensure they had the permits in place before allowing them to actually come to an event. Would it be possible to submit the specific list of vendors maybe a week before each event, with the stipulation only those that have contacted you and have been verified can then actually attend? A good example is the upcoming Earth Day celebration, where we have our own licensed caf and ice cream shop on site... but we get random calls for small operator/vendors that want to attend. We always tell them they have to be licensed through the state or county, and need to confirm their status with you before we would ever agree to let them come. Even then, we would check with them days before the event to make sure they had proper documentation. Yet, if this still doesn't meet the regulations, we would have to stop accepting this kind of onboarding and try to find vendors that could (and are willing to) book far in advance. 1 PAT CRAIG Executive Director 303.536.0118 I pat@wildanimalsanctuary.org www.WildAnimalSanctuary.org I www.WildAnimalRefuge.org 1946 county Road 53, Keenesburg, CO 80643 TF t? Every vendor that sells food to the public must have a Colorado Retail Food Establishment License. Mobile units (food trucks, etc) that are licensed by any county other than Denver have a "permanent" license for that calendar year and may operate anywhere in the state (City and County of Denver is the only one where licenses are non -reciprocal across county lines). Temporary event vendors are the ones that set up a booth or table and tent set up, and may have a mobile unit or trailer that is not licensed "permanently". These temporary event vendors must obtain a temporary event license, and need to be listed on special event/temporary assembly applications by the coordinator of the event. For example, this vendor did not indicate that they have a mobile license, so they are applying for a temporary event license, which needs to be matched to the event they are attending. All food vendors, regardless of license type or status, need to be documented for special event attendance, mainly for the purpose of tracing back illnesses or complaints and verifying licensure, typically this is covered in a coordinator application, but in your case the temporary assembly permit supersedes that application and satisfies all requirements. See the link below for more information on this, you may also direct any additional food vendors here for license applications. Do you have a list of any outside vendors that will be attending so we may verify licenses? https://www.weldgov.com/departments/health and environment/environmental health/food safety for regulated f acilities/temporary events/ Cassandra Lenton Environmental Health Specialist Department of Public Health and Environment 1555 North 17th Avenue, Greeley, CO 80631 2 tel: 970-400-2225 Confidentiality Notice: This electronic transmission and any attached documents or other writings are intended only for the person or entity to which it is addressed and may contain information that is privileged, confidential or otherwise protected from disclosure. The Tiny House event last year was an outside group that rented the grounds, and we did inform them they had to ensure all vendors were licensed through you. After words, we were told some may not have been, but we wouldn't have been aware of that since it wasn't our event. In any case, we ;want to follow whatever is the official county code, so please help clarify if food trucks or shaved ice vendors have to be listed for each specific event. We have two outside food vendors coming to our Wild Earth Day Event: Sweet Penelope's BBQ and Bob's Last Stand. Sweet Penelope's is already licensed in Weld County (see license attachment). Bob's Last Stand has applied for their temporary event license which was approved today by Cassandra (see email attachment for proof of licensure). 1 As discussed in the attached email chain, it is impossible for us to know at the time of the annual temporary assembly application which vendors will be registering for any given event. We always include UNC Catering as they are used every year for event catering services. One-off food vendors, such as those listed above, are vetted through our vendor registration process when they initially contact us about vending at an event. As part of this process we inform them of licensing requirements and request verification of their retail food license or temporary event license approval in best efforts to be compliant with all Weld County regulations (see attached vendor registration template form). However, moving forward we are in need of a defined, best -practice process for communicating and handling these additional vendors. Cassandra mentioned she has been working with you to try and define this best practice approach moving forward, so I just want to reiterate to please keep us in the loop of these discussions. Our preference would be to verify the vendor has the proper licensing/approvals during the registration process, and then to forward a list of registered vendors to the appropriate department. I am happy to discuss in person tomorrow or over the phone if easier. Thanks as always for all your assistance! Your report will be used by the Board of County Commissioners in considering the Applicant's permit application. PLEASE RESPOND NO LATER THAN: MONDAY, APRIL 16, 2018 Please note: 1. There is a Use by Special Review Permit tied to the property (USR-1253). 2. While there are several events on the 2018 event list, the only dates the applicant is applying for temporary assemblage permits are April 22, June 2, and October 6, 2018. 3. The applicant contracts with both the Southeast Weld Fire Protection District, and the Hudson Fire Protection District, for ambulance services. Both organizations are sending their certificate of liability insurance. An email from Chief Gabrielson with Hudson Fire was submitted as a placeholder while he works on drafting a letter. A copy of last year's letter is attached for reference. 4. The applicant only contracted ambulance services for one (1) of the three (3) temporary assemblages (the "Into the Wild" Run/Walk Festival on June 2, 2018). The April 22, 2018, event is for tree planting, vendors, information booths, and music. The October 6, 2018, event is a lunch for donors. I believe the Commissioner's considered the nature of the events when examining ambulance services for The Wild Animal Sanctuary in the past, but the Board may want to know if applicable staff has any concerns or comments.
