I was somewhat discouraged by the proceedings yesterday. I am not sure that the commissioners are
going to let me get this across the goal line. I may need to talk to you about what happens if we have to
start all over again. Never the less I am enclosing reports which I prepared as requested by the
commissioners. In the future, if you are needing something from me please do not hesitate to ask, you
know that I will comply immediately as I have in the past. I know that it is not your job to,babysit me but
you are busy and I am busy and sometimes things inevitably fall through the cracks. Further, I am not as
computer literate as I should be and we changed computer systems since last year to improve security.
There are just enough differences between the old system and the new that I find myself struggling at
times to cope with the technology advances plus we have had some turnover.

Dear Mr. Ogle:
I met again with acting town manager of Mead Mike Seagrist to further discuss the town's plans to
construct a 12 inch water line to approximately highway 66 and CR7. From this point my property
would be a relatively short distance from service. Using rough calculations an investment of about
$750,000 could extend the line to my property. The town would then build an additional 12 inch line
later as needed. This I believe is workable and I told him I was on board.

Dear Mr. Ogle:
So now it appears that the Karma project east of the intersection of highway 66 and 1-25 is finally
moving forward. This project like many of the others in the area Including ours has been on hold for a
number of years waiting for times to be right to proceed. While this represents competition for us in
terms of numbers of units that can actually be absorbed by the local market it will also bring in a lot of
buyers who may not have previously focused on our area. In this way, we hope to benefit from Karma's
very substantial advertising budget. So overall it is a positive for us. There is nothing quite like activity to
bring about more activity.
This project is being done in the municipality of Fredrick largely because the developers could not come
to terms with the Town of Mead. Having 1,000 homes ultimately built on the east side of the 1-25 will
logically bring about an interim change in land use. Some of the improvements like grocery stores etc.
that we thought would probably locate on the commercial site along 66 will likely now be on the east
side of the interstate. The residents of Mead are just thrilled that they will ultimately have nearby
access to such amenities rather than having to drive so far to get them. Our site is still superior because
of access to Longmont lower water table and Mead High School across the street. I am presently in a bit
of a holding period waiting for some of the political unrest in Mead to abate.

Dear Mr. Ogle:
On October 25, I met with Helen Migchelbrink, the newly appointed Town Manager. She
informed me that the position of the Town had changed 180 degrees from the position
represented by the previous acting manager, Mike Seagrest, and that under her
administration, the Town was no longer planning to be in the water business. This
revelation dashed my plans to work with the Town to bring water to my site and put me
in jeopardy with the Weld County Commissioners who had told me to bring a
commitment from the Town to my next meeting. This is now not possible through no
fault of my own. Ms. Migchelbrink also informed me that the new business person with
the Town, who had previously been my main contact, was no longer employed and that
any representations which were made by her were no longer binding.

Dear Mr. Ogle:
With approximately 6 months having elapsed since the gas explosion in Firestone we have started
receiving notices that the existing well head improvements and pipelines will be removed from our
property. Even though we had a surface agreement in place as I informed you previously this makes
planning and building quite a bit easier because we no longer have to be as concerned about setback
requirements and conflicts for land utilization to say nothing of the more positive asthetics of our land
vs others.
Our neighbor to the west is listing their property for sale to settle an estate. At the price they are asking
this will no longer be agricultural land and it will need to be sold to a developer to succeed financially.
This land had previously, years ago, been under contract with Grupe Developers for residential
development. I knew that group well and worked with them successfully to jointly address regional
concerns. That contract fell through during the great recession. If the land sells for development then it
will give us another party with interest in sharing the cost of the water line which helps us greatly
because the cots would be spread over approximately 1600 units rather than just the ones on our
property.
