RE: Your letter of June 21, 1977, concerning the Greeley
Wastewater Facilities Construction Program.
Dear Mayor Hall :
Thank you for your letter of June 21, 1977, which addressed
the concerns of the City of Greeley with reference to the
construction of the City's wastewater facilities as proposed
in your "201" Facilities Plan. The Board of Weld County
Commissioners can indeed empathize with the needs which you
have set forth for minimizing any further delays which might
be necessitated by review processes. However, it should be
recognized that the Board has not, nor cannot, take a position
either in support or in opposition to the location of the
proposed facilities, until such time as the requirements of
Weld County regulations have been satisfied.
Regarding site approval for a new sewage treatment plant
proposed to be located at the Delta site, a new facility of
this nature requires approval of a Special Use Permit as set
forth in Section 3.3(E) of the Weld County Zoning Resolution.
As part of the Special Use Permit review process, the Weld
County Health Department is given an opportunity to review
and comment on the proposal . Additionally, the Special Use
Permit application is reviewed by the Weld County Planning
Commission for recommendation before a decision is made by
the Board of County Commissioners to grant or deny the request.
Until such time as the City of Greeley formally makes application
for the required Special Use Permit, our office is unable to
make any comment on the City' s application for site approval .

Finally, if you feel that it is necessary for the County
Commissioners and the Greeley City Council to discuss the
matter prior to July 5th, the Board has no reservations with
respect to having a special joint meeting prior to that date.
If you feel that such a meeting would be useful , please contact
me at the earliest possible time so that we can schedule a
mutually convenient date.
