This report summarizes the activities of the Weld County Council during the fourth quarter of the calendar year 2017. October 16, 2017 Resolution 210: Opposition of Ballot Initiative 1A The Weld County Council voted unanimously to pass a resolution voicing their opposition to ballot initiative 1A, aimed at disbanding the council. Council President Brett Abernathy thanked constituents for opposing the initiative, calling it a form of bad government. Councilman Gene Stille read a statement in response to an Oct. 8 article in the Greeley Tribune which blasted the council as being useless. Stille's statement clarified the importance and roles of the council, which includes setting salaries of elected officials, suspending elected officials for misconduct, reviewing conflicts of interest and acting as a watchdog over elected officials. Discussion Regarding Misconduct Councilman Abernathy made a motion that a Resolution be drafted and approved by Council regarding the allegations of ethics violations regarding Commissioner Conway, that Council reviewed the issues and found no further action by Council is necessary. A roll call vote showed four ayes in favor of drafting resolution, with Councilman Charles Tucker opposing. November 13, 2017 Discussion of failed Ballot Issue 1A Councilman Gene Stille said the ballot issue gave constituents an opportunity to learn more about the roles of the Weld County Council. He read a statement in which he outlined actions the Council should take moving forward. Those included: working together with elected officials; possible work sessions; a working Whistleblower program; a policy of transparency; and being more involved in the community, to name a few. December 18, 2017 Board of County Commissioners Chair Julie Cozad cave a review of the 2017 Year Weld County Board of County Commissioners Chair Julie Cozad gave a review. She said the 2018 budget had not yet been approved, but expenditures were expected to be about $327 million with revenues at $400 million. She noted a ribbon cutting on Nov. 18, marking he completion of a County Road 49 project. She said it was probably the most successful project of the year and that it was completed earlier than expected and on budget. It's their duty to make sure there's adequate infrastructure. This includes coordination with CDOT. Freedom Parkway, also known as Hwy 402, including Larimer County Road 18 and Weld County Road 54, is a capital improvement project slated for the next five years. Other infrastructure and planning projects included a planning and environmental linkage study on Hwy 85. Other road projects include 1-25, with about $4 million allotted for that. Commissioner continue to look at safety data, including crash data and congestion on roadways. Another accomplishment was the celebration of the 100th anniversary of the Weld County Courthouse. Communication updates have included an upgrade of the county web site. Commissioners made their calendars available online and it's updated almost daily. Notes from those meetings are available to the public upon request The Text 911 project kicked off, allowing residents to text during an emergency. The county also received accolades for being taxpayer friendly. From 2002 through 2018, the county has credited back $482 million to taxpayers in the mill levy credit. Additionally, several department received awards throughout the year. Resolution 212: Meeting dates for2018 The Council voted to maintain regular meeting dates for 2018, to be held the third Monday of the month except in February and November when the meetings will be held the second Monday of the month. The time remains at 6:30 p.m. in the administration building 1150 O Street in Greeley.
