HomeMy WebLinkAbout20183148.tiffRECORD OF PROCEEDINGS MINUTES BOARD OF COUNTY COMMISSIONERS WELD COUNTY, COLORADO OCTOBER 1, 2018 The Board of County Commissioners of Weld County, Colorado, met in regular session in full conformity with the laws of the State of Colorado at the regular place of meeting in the Weld County Administration Building, Greeley, Colorado, October 1, 2018, at the hour of 9:00 a.m. • ROLL CALL: The meeting was called to order by the Chair and on roll call the following members were present, constituting a quorum of the members thereof: Commissioner Steve Moreno, Chair Commissioner Barbara Kirkmeyer, Pro -Tern - EXCUSED Commissioner Sean P. Conway Commissioner Julie A. Cozad Commissioner Mike Freeman Also present: County Attorney, Bruce Barker Acting Clerk to the Board, Stephanie Frederick Controller, Barbara Connolly ▪ MINUTES: Commissioner Conway moved to approve the minutes of the Board of County Commissioners meeting of September 26, 2018, as printed. Commissioner Cozad seconded the motion, and it carried unanimously • CERTIFICATION OF HEARINGS: Commissioner Freeman moved to approve the Certification of Hearings conducted on September 26, 2018, as follows: 1) USR18-0055 — DCP Operating Company, LP, 2) USR18-0056 — DCP Operating Company, LP, and 3) USR18-0057 — DCP Operating Company, LP. Commissioner Conway seconded the motion, which carried unanimously. AMENDMENTS TO AGENDA: There were no amendments to the agenda. CONSENT AGENDA: Commissioner Cozad moved to approve the Consent Agenda as printed. Commissioner Freeman seconded the motion, and it carried unanimously. PROCLAMATIONS: • 1) WELD COUNTY LONG-TERM CARE RESIDENTS' RIGHTS MONTH - OCTOBER, 2018: Chair Moreno read the proclamation recognizing the importance of Long -Term Care Residents being informed about their rights and engaging residents as partners in achieving quality care and quality of life. Jamie Ulrich, Deputy Director of the Department of Human Services, thanked the Commissioners for the proclamation because it is a very important aspect of Area Agency on Aging. Eva Jewell, Department of Human Services, recognized the important work of Raegan Maldonado and Teresa Hill, Ombudsman, and the emphasis on residents' rights and introduced Willard Johnson, resident of Life Bridge Assisted Minutes, Monday, October 1, 2018 Page 1 2018-3148 BC0016 Living Facility in Greeley, Colorado, and a World War II Veteran. Ms. Maldonado stated Mr. Johnson attends the Residents Council meetings. Mr. Johnson stated he was associated with the Colorado Farm Show for 30 years and thanked the City of Greeley and Weld County for the best Farm Show west of the Mississippi. Ann Waters, Resident Care Director, introduced Harley Rae, the Resident Care Assistant dog, who lives among the senior residents. Lori Follett, Executive Director at the Bridge Assisted Living, stated Mr. Johnson protects the residents and helps his neighbor who has macular degeneration and has a hard time navigating the hallways. Each Commissioner stated Senior care becomes part of everyone's lives at some point and expressed their appreciation to the people with the important job of taking care of the residents. Commissioner Cozad stated it is a very hard decision to make for your loved ones, but one of the most important, and thanked Ms. Maldonado and the Area Agency on Aging staff for being an advocate and caring for older adults. She thanked Mr. Johnson for his service to Our Country and for taking care of other individuals he lives with. Commissioner Conway thanked the staff for serving the older adult population. Chair Moreno recounted a personal story about his own family and thanked everyone. (Clerk's Note: The Board paused the meeting for a photo opportunity.) PUBLIC INPUT: Harrison Swift, representative of Northern Colorado Veterans Resource Center, requested a possible partnership with the County. He explained they are a one -stop shop for veterans and connect them to the resources that are needed. Rock Jennison, Director of Operations of Northern Colorado Veterans Resource Center, stated the goal is have all veterans' services in one location and alleviate any duplications of services. He stated if the services are co -located it will provide a greater service and decrease the amount of stress that the veterans must experience. Commissioner Conway suggested having a work session to discuss the existing responsibilities and expand Weld Countys' the collaboration. He explained they have added staff to the Veterans Services Office (VSO) recently to assist the growing number of veterans. Commissioner Cozad suggested sharing space with another entity, because she feels the County needs to offer more and better service to support Veterans. NEW BUSINESS: 1) CONSIDER TEMPORARY CLOSURE OF CR 388 FOR CR 53 BRIDGE REPLACEMENT PROJECT: Clay Kimmi, Department of Public Works, presented the temporary closure beginning October 15, 2018, through October 26, 2018, and stated Zak Dirt is requesting the closure for the County Roads (CR) 388 and 53 intersection realignment, which is part of the CR 53 bridge project. He stated CR 53 will remain open during the realignment. Commissioner Freeman moved to approve said closure. It was seconded by Commissioner Cozad, and the motion carried unanimously. RESOLUTIONS AND ORDINANCES: The resolutions were presented and signed as listed on the Consent Agenda. No Ordinances were approved. Let the minutes reflect that the above and foregoing actions were attested to and respectfully submitted by the Clerk to the Board.
