The front gate opens between 5:30 and 6 am on Sunday morning of the event. The facility is 92 acres and races are held outside. Approximately 35 acres surround the motocross track for parking and walking. There are no grandstands. Spectators walk around the perimeter to view races from different places. Every person who comes onto the property is required to sign the multiple release provided by the AMA. After each event, all original signatures of minor persons are mailed, along with all documentation of the race, to the AMA. Approximately 1/4 of the people who come to these events are family and friends who only come to watch specific races. They come later in the day, usually for the afternoon only and some for less than an hour. Also, riders may leave after their first race for a variety of reasons. 6. Identify plans to provide for medical facilities, including the location and construction of any structures, the names, addresses, and hours of availability of emergency medical technicians and nurses, and provisions for emergency ambulance services. The American Motorcyclist Association and Rocky Mountain Motocross Association require an ambulance with at least two EMT's and other trained personnel be on -site for the entire day, including practice sessions before the races start. If an ambulance must be called, in most cases, a track worker meets the ambulance at the front gate to lead them to the site of the injury. Identify plans for communication with hospital, police, and fire services, including the source, amount, and location of communication equipment. Our yearly schedule is given to the towns of Johnstown and Milliken, and Front Range Fire Rescue. During a race, Stadium Medical contacts any emergency agencies for transport. If the sheriff or local police are needed, one of the owners or a referee at the event will call. We are located between Johnstown and Milliken in the Front Range Fire Rescue District. All events are held outside. We have fire extinguishers, as required by the AMA, at the start gate and in the sign-up building. We enforce Weld county's "No Open Fires" rule by posting it on Facebook in advance of an event. The day of the event, we announce it, and we enforce it by having security check for open fires and barbeque grills. 9. Identify plans for security, including the number of guards, their deployment, names, addresses, credentials and hours of availability, and/or description of peer group control, if any. An AMA -sanctioned and chartered event has a 300+ page rulebook, based on the experience and knowledge of organizers and comparable events all across the U.S. Riders and their families must agree and abide by the rules in order to attend and compete. Included are pages from "Chapter 1 Motocross", showing those rules. We do employ individuals who patrol parking lots, help to park vehicles, control riders going to and from the start gate, make sure all persons have wristbands, watch for alcoholic beverages, and that may be off -leash. People don't come to these events to cause trouble. The behavior of a rider or his/her family members can result in that rider being disqualified from the day's points, and could result in the loss of his/her AMA membership. Peer esteem is important in this sport. 10. Identify plans for communication amongst the assemblage, including the source, amount, and location of communcation equipment. We have a small FM radio station in the building that broadcasts the voice of a required announcer at the event. We have speakers around the start gate, the sign-up building and in the west spectator area. Parked vehicles on the property can listen to the race in their parking (pit) area. Our system was built by Ron Bailey, former engineer with KUNC, and updated by Arin Tegtman in 2008 and 2014. All race announcements are broadcast using our address system. We also have 10 two-way radios for race workers, flaggers, and referees to communicate with each other. We purchase at least 15 cases (16 oz. 32 per case) and an additional 8 cases (12 oz. 32 per case) of Gatorade thirst quencher for sale. There are two refrigerators in the sign-up building, and we fill tubs and coolers with ice and drinks if the weather is extremely hot. We give out Otter -pops to kids. Concessionaire also sells beverages. 12. If applicable, identify plans for meeting County health standards for food, concessions, and concessionaires who will be allowed to operate on the grounds, including the names and addresses of all concessionaires and their license permit numbers. They provide breakfast and lunch, starting at 7 am until 2 pm or later as business permits. They sit up at the sign-up building, directly next to where race results are posted. See attached paperwork. 13. Identify plans for holding, collecting, and disposing of solid waste materials. Attach contract, agreement, or email. We have 20-35 fifty-five gallon plastic barrels which are placed and secured in all parking areas along the roads, fire lanes, and fences near the sign-up building and in spectator viewing areas. Identify plans for providing separate toilet facilities for males and females, including the source, number, and location, type and the means of disposing of wastes deposited. Attach contract agreement or email. Our USR requires us to have permanent toilets. We have three in the sign-up building and six additional portable units outside. One in the building has a sink with hot water and handicap access.A schedule which supports cleaning before and after events is set up every year and our vendor is Fuzion Field Services, 2435 2nd Ave., Greeley, CO 80631 Phone: 970-673-5376. Identify plans for parking vehicles, including size and location of lots, points of highway access and interior roads, including routes between highway access and parking lots. We have approximately 10 acres of parking in three lots to the north of the track. All vehicles enter the facility 1/2+ mile south of Highway 60 from County Road 19 onto a graveled driveway. On Sunday mornings, vehicles are split into two lines to better facilitate entry. We have four to six people with clipboards, getting signatures, giving out wristbands and taking entry fees. Fire lanes are marked and kept clear for emergency vehicles. Ropes and tape mark No Parking areas. Security people patrol the grounds while people are parking, people are not allowed to save more than one space. Grandparents, friends and family members of participants come later on Sunday, in a single vehicle, allowing them to park near the front gate for easy access if they come only for a short time. 16. Identify plans for camping facilities, if any. Our original USR says that people may park overnight in contained units only. There is no camping. No one is allowed to ride or practice anywhere on the facility except for the published AMA practice classifications on the morning of a race. RMXA board members set up "Sponsor Row" on Saturday late afternoon, and every person must sign the release and wear wristbands. When participants are coming for a National race, like the AHRMA one in September, we provide a list of motels in the area. Identify plans, if any, to illuminate the location of the assembly, including the source and amount of power, and the location of lamps. The event is held during the day. There is outdoor lighting on the sign-up building which is left on the weekend of the event. 18. Identify plans, if any, for an electrical system. No "electrical" system. 19. Identify plans for sound control and sound amplification, if any, including number, location, and power of amplifiers and speakers. No sound control or amplification. Identify Warm to ensure that trees, underbrush, large rocks, and other natural features shall be left intact and undisturbed, and natural vegetative cover retained, protected and maintained so as to facilitate drainage, prevent erosion, and preserve the scenic attributes; and the plans to abate dust on the site. We have specific parking areas which are roped or fenced off and sometimes marked with chalk, to make sure people park precisely. We originally planted several hundred shrubs and trees, and continue to plant trees to provide shade. We have 3' by 7' metal signs posted at the entry and on the building, listing rules, including "No Off -Road Riding". For twenty years, we have amended our track dirt with wood clippings, leaves, and other mulch, making the soil soft and loamy and moisture retentive. Soft dirt is much safer for riders than hard -packed clay and their tires last longer and provide traction in loamy soil. We water the parking lot and driveways when cars create dust on race days. In addition, persons in approximately 25 self-contained motorhomes have toilet facilities. The population of rider participants is overwhelmingly male and even with mothers and sisters in attendance, the ratio of equal number of toilets is not appropriate for these events. B. 3. Solid waste: There are many 55 gallon barrels placed throughout the parking areas, near the start -line, the sign-up building, and in spectator view areas. When people leave at the end of the race, those are usually filled. Race families are very good about cleaning up their areas when they pack up after the event. B. 4. Emergency Personnel: AMA 2018 Race Rulebook, Appendix 5.4, Organizer Duties and Responsibilities, #8. "Organizers of speed oriented meets, including associated about the violation in behavior, by either the referee or the owner and either one may state the rule of the track or organization which has been violated. The whole idea is not to escalate any behavior but to find out what happened and why the person is not in compliance. Usually at this point, the person either denies the behavior, states he/she didn't know the rule, or apologizes. In any of these three cases, you can further explain the rule, you can shake hands, or the referee can add information, but it's usually over. If the person becomes belligerent, is combative, yells and starts cussing or insulting people, the owner must say, very clearly: " You have FIVE MINUTES to pack up your belongings and leave the property". If the owner didn't bring the cash paid for gate entry, he/she should tell the person "I'm going to get your gate entry and will be right back with it". At the point where the money is given back to the person, the five minute limit begins. No other confrontation is needed. The referee or witness can be sent to see if the person is complying, but after five minutes, if the person has made no move to begin loading and leaving, the Weld County Sheriffs office should be called. No contact should be made nor further escalation hinted at. At this point, let the sheriff's office handle it. B. 11 Fire protection: Johnstown/Milliken Fire Dept. is one mile+ west of track. B. 13 Bond: B. 14 Insurance: practice, must have present at all times an ambulance capable of legally transporting injured persons licensed by the county or state with jurisdiction. An attending physician or qualified first -aid personnel must be on site licensed by the county or state with jurisdiction." B. 7. Riders arrive at the track in small and large pick-ups, in cars, with large and small trailers, in vans, in large motorhomes, large and small box trucks, and even semi -trucks. Family members usually follow later on Sunday, just to watch the races. We have added parking north and west of the original areas. Maintaining access for emergency vehicles is a priority at every event. B. 8. Adequate communication with emergency services: Ambulance service provides this. B. 10. Security: An AMA -sanctioned and chartered event, like the three races we have planned for 2018, has a 308 page rulebook which was determined from input based on the experience and knowledge of organizers and comparable events all over the US. It is a national organization with these objectives: to foster strong and fair competition, to provide reasonable guidelines for the various types of competition and to provide an impartial competition program. I have included several pages directly from "Chapter 1: Motocross", to emphasize why these events do not need security personnel to keep people from fighting, drinking, or creating security risk to the people of Weld County. If a rider can be disqualified, if a rider can lose his points for the day and for the series, if a rider is told to pack it up and leave the facility, he/she not only loses points, but peer esteem. People don't come to these events to cause trouble. Security plan, track owners, referees, club board of directors: Track owners, event organizers, and Boards of Directors for the clubs need to review the AMA's Risk Management Workshop Presentation, sign the verification and send it in. In addition, the following procedure is used to remove someone from our property. An owner of the property is notified of the violation of behavior. A referee is usually called for and an additional witness is chosen (not a family member but someone who can be counted on to report accurately) to go with the owner (three people). All riders in AMA -sanctioned competition are required to be AMA members or have an AMA issued one event pass. AMA associate members can't participate in AMA - sanctioned competition. 2. Recognized district organizations and competition partners may require an additional membership in AMA sanctioned meets they manage. 3. The AMA does not require that a recognized district partner recognize the memberships offered from other recognized districts or competition partners. Any such arrangements shall be by mutual agreement between affected organizations. 4. Entry fees can be altered at the organizer's discretion for riders without specific series or event memberships. 5. AMA -chartered clubs or organizers may collect a contestant's AMA membership card when they sign in and return the card at the end of the meet. 4. The minimum age for amateur riders is 12. A rider ust be 14 or older to ride a 201 cc to 250cc motorcycle. A rider must be 16 or older to ride a 251cc or above motorcycle. See ATV section 1.4 for ATV age limitations. The age of the rider is determined as of the date of the event, except in youth competition. 6. Standard meets are open to all qualified AMA members in good standing. Age and gender will be determined by the original birth certificate. A person whose gender identity does not match their original birth certificate should contact the AMA for eligibility. 7. Recognized, non -recognized districts, competition partners, organizers or series that require supplementary regulations must submit any supplementary regulations to the AMA for approval prior to the first event of the year. Failure to do so may result in permanent loss of sanctioning privileges. Supplemental rules must include any class structure not included in the AMA rulebook and won't include district or series information and district policies. Supplemental regulations must be submitted for approval for any deviation from the AMA regulations. 8. No rider under the legal age of majority in the state in which the meet takes place may compete without the written consent (signature on liability releases and entry forms) of his/her parents or legal guardians present at the meet. An authorized adult acting on behalf of the parents or legal guardians must provide a notarized statement indicating they have been given the authority by the parent or legal guardian to be responsible for the minor during the meet. All releases and notarized statements 6 must be forwarded to the AMA with the referee report and/or injury report. The parents, legal guardians or authorized adult must remain present while the AMA member who he/she is responsible for is at the meet. 9. No race personnel, officials, riders, mechanics, photographers and anyone associated with riders may consume, or be under the influence of, intoxicants or drugs that could affect their normal mental or physical ability. Failure to comply with this requirement may result in disqualification of the rider and/or a fine. Besides affecting the safety of the meet, any such use is inconsistent with the concept of good sportsmanship and is harmful to the sport of motorcycling. 10. Riders and/or family and pit crew who direct foul and abusive language to an official of the sponsoring club, organizer, AMA official, or district official are subject to disqualification for the entire meet. 11. Each rider is responsible for the actions of their family and pit crew, and any detrimental action caused by these individuals puts that rider at risk of disqualification. 12. All riders and other race personnel must assess for themselves the track, facilities, existing conditions and other matters relating to safety. The AMA can't and doesn't supervise any competition. All riders and race personnel must rely on their own judgment and assume all risks of participating in competition. 13. Any member subject to disciplinary action by AMA Pro Racing, including a permanent revocation and loss of license to engage in professional competition, shall be ineligible to participate in any AMA -sanctioned amateur competition. 14. All riders, motorcycles, and ATVs participating in any AMA -sanctioned meet must comply with the Amateur rule book. 15. Foreign riders attending AMA -sanctioned events must submit a release, certification from their licensing federation and obtain eligibility approval from the AMA offices prior to competing in AMA- sanctioned events. 16. The rider must be able to control his/her motorcycle or ATV at all times, and to ride it safely. This includes stopping, starting, standing still, mounting, dismounting, and putting one or both feet on the ground. The referee has the authority to disqualify a rider who can't safely control his/her motorcycle or ATV. Motocross 1. Motocross is conducted on a closed course that includes left and right turns, hills, jumps and irregular terrain. If possible, a motocross course should be laid out over natural terrain, and high-speed sections should be avoided. 2. The course must be between a half mile and 1 -1/2 -miles long, with a minimum width of 20 feet. The starting area should face up grade when possible and be free of humps, jumps, gullies and hard -to -see irregularities. 3. Organizers may establish advanced entry closing dates. Organizers may accept post entries with higher entry fees. In any case, the conditions of entry must appear in all advertisements. 3. Entrants may be removed from a meet for breaking any rules of conduct. Organizers and districts can't issue suspension of AMA competition privileges. 4. No entrant will be eligible to enter more than four classes during a single -day meet. For meets that run more than one day, riders may enter up to six classes. 5. A youth or amateur entrant may use the same motorcycle in more than one class on the same day as long as the motorcycle and rider meet the requirements of the class. 6 Under penalty of disqualification, a rider may not use more than one motorcycle in any class unless otherwise stated. 7 More than one contestant may ride the same motorcycle, as long as the riders are entered in different classes (e.g., 250A and 250B). 6. A rider must actually start an event to be considered a participant. G. Youth Riders and Eligibility WARNING: Motor vehicle mishaps, in competition or otherwise, can result in injury or death. The referee or clerk of course may ask to see any rider's proof of age. Proof of age must be available at all meets or the rider is subject to disqualification. 2. Parents, legal guardians or authorized adults must remain present at all times during the participation of an AMA member in any AMA sanctioned youth meet. a. To authorize a minor to compete, parents, legal guardians or authorized adults must sign below the rider's signature on the entry form. b. The notarized authorization signed by the rider's parents or legal guardians giving responsibility to authorized adults must be kept on file with the rider's release form. 3. The rider must be large enough and mature enough to control his/her motorcycle or ATV at all times, and to ride it safely. This includes stopping, starting, standing still, 14 Special Note: The American Motorcyclist Association doesn't set engineering and design standards or inspect tracks used in AMA - sanctioned standard events. Participants are solely responsible for their safety at AMA -sanctioned meets and should assess their own ability to negotiate each individual track or course. Participants who doubt the competence of track officials, have concerns about the safety of the course, or their own ability to negotiate the course, or are uncertain about the condition of their vehicle, or doubt the competence of fellow competitors, should not participate and should request the return of their entry fee before competitive activity begins. A. 1 eneral Rules of the Meet Every club, association, organizer, rider and all other persons participating in, or connected with, any meet are bound by these rules. Recognized districts must submit any supplementary rules to the AMA for approval. 2. No stylized jumping contests will be allowed before, during or after AMA -sanctioned meets without approval from the AMA. 3. No gambling is permitted at any AMA sanctioned meet, and it is the responsibility of the organizer and referee to strictly enforce this rule. 4. At any meet, except sidecar events, the following applies: The motorcycle must meet the class requirement for engine size. All classes need not be run in any given meet. However, all classes to be run must be listed on any advance advertisements. 5. Classes with similar ability or equipment may be combined and started together or staggered, if awarded and scored separately. Generally it is recommended that no more riders than a total of one and a half times the number of available gates be allowed on the track during an event when a staggered start is used. Minicycles and motorcycles may not race or practice on the track or course at the same time. 6. With AMA permission, a standard meet may run in conjunction with a professional meet. At meets where spectator admission is charged, an entry fee may be charged in addition to the admission fee. 7 At meets where the organizer is supplying medical insurance for the riders, they may collect an additional fee for this service. The organizer must display at sign up a sign stating, RIDER MEDICAL INSURANCE TODAY, in 3 -inch -high letters. All other meets should be recognized as not having rider medical insurance. 8. In addition to the classes described in this rule book, organizers may organize, advertise and conduct limited classes in any type of AMA competition. Limited motorcycles (as described in Section 1.2) are subject to inspection, and any deviation will result in the motorcycles being assigned to other categories or disqualified. 26 9. A rider who earns a national number may begin using the number immediately and until the succeeding year's event where the national number was earned. 10. All riders should have a working, two -pound minimum, BC -rated, fire extinguisher in their pit area. Riders are encouraged to determine at the beginning of the points season/year the age class they will participate in for the points season/year. Points earned in a lower age class won't transfer to the higher age class. The AMA at its sole discretion, under special circumstances, may determine that non -AMA sanctioned events may be exempt from this rule. Would it be possible to place bottles of hand sanitizer, paper towels, and a trash can outside the portolets? Would that satisfy the Health Dept instead of hand washing stations? Because we have heavy volume on Saturday late afternoon for early sign-up, and again on Sunday am for race entry, we have more persons working all areas of the facility at those times. As I said, spectators come later, and grandparents often come after lunch. Front gate: Two to six persons, depending on the time of day and volume of people coming in. Security: Minimum of two, usually eight to ten persons helping park vehicles, checking wristbands, watching for alcoholic beverages, and dogs that might be off -leash, checking fences, portolets, keeping fire lanes open. Office, RMXA and sign-up, six people. Checking arm bands, making announcements, getting signatures and race sign-up paperwork, also membership and race entry money. Two to four of the office staff or front gate persons may change jobs, once practice is over and the races begin.
