RE: DESIGNATE JOHNSTOWN COUNTY SHOP AREA AS A DISASTER HOLDING
AREA FOR THE FORT ST. VRAIN NUCLEAR PLANT.
WHEREAS, the Board of County Commissioners of Weld County,
Colorado, pursuant to Colorado statute and the Weld County Home
Rule Charter, is vested with the authority of administering the
affairs of Weld County, Colorado, and
WHEREAS, Public Service Company of Colorado has requested
that the Weld County Shop at Johnstown, Colorado be designated
as a disaster holding area in the event of any disaster at the
Fort St. Vrain Nuclear Plant which would require the isolation
of the employees working at the Fort St. Vrain Nuclear Plant,
and
WHEREAS, the Board of County Commissioners deems it advisable
and in the best interests of Weld County, Colorado to designate
the Weld County Shop at Johnstown, Colorado as a disaster holding
area in the event of any disaster at the Fort St. Vrain Nuclear
Plant, and further deems it advisable to allow certain equipment
owned by the Public Service of Colorado to be permanently stored
at the Weld County Shop in Johnstown, Colorado and further deems
it advisable and in the best interests of Weld County, Colorado
to allow access for periodic inspection of such equipment by cer-
tain managerial personnel from the Fort St. Vrain Nuclear Plant
on a 24-hour basis.
NOW, THEREFORE, BE IT RESOLVED by the Board of County Com-
missioners of Weld County, Colorado that the Weld County Shop at
Johnstown, Colorado be, and hereby is, declared to be a disaster
holding area for the Fort St. Vrain Nuclear Plant and further
designates said area as a storage area for certain equipment owned
by Public Service Company of Colorado and further gives permission
to certain key personnel of the Fort St. Vrain Nuclear Plant to
periodically inspect such equipment that is stored at the Johnstown
Shop area and further determines that a system of locks be
established by the Weld County Engineer in order to allow access

to the Weld County Shop area by certain designated personnel from
the St. Vrain Nuclear Plant on a 24-hour basis.
The above and foregoing Resolution was, on motion duly made
and seconded, adopted by the following vote on the 28th day of
February, A.D. , 1979.
