PLANNING QUESTIONS
1. Proposed Use:
Centennial Tools and Services LLC (CTS). wishes to submit an application for Use by
Special Review on the subject property located on Lot B of Recorded Exemption No.
0963-28-3- RE -83. The site is situated on the east side of WCR 53 and 1800 feet north of
WCR 52,. CTS plans to utilize the property to store commercial vehicles, tools, supplies
and equipment used by CTS.
CTS provides services and equipment to many oil and gas companies in the area. CTS
equipment, supplies and tools including tubing, commercial vehicles (tractor trailers,
wrench trucks, loaders, tractors, etc) pipes and other parts are to be stored and parked on
this site. Trucks and equipment will be maintained in the proposed 15, 000 square foot
single story steel building. A 30 foot by 30 foot office attached to the steel building will
be used to manage day to day operations.
2. Weld County Code, Chapter 22:
The proposed facility is consistent with the land use policies defined in Sec. 22-2-10 F of
the Comprehensive Plan. The proposed use will retain approximately 40% of the site
will remain unused and in the existing state Additionally, the facility will have limited
concrete pavement — instead utilizing a gravel surface for the parking and drive areas
which provide the visual landscape of a rural business operation.
The retained open space and farm buildings will remain allowing the owner remain on
the property and raise chickens and pasture livestock, which supports the goal of Sec. 22-
2-20 F (opportunities such as hobby farming and home businesses to supplement family
income or families who prefer a rural lifestyle).
The location on WCR 53 of the proposed commercial use of the site is consistent with
Sec. 22-2-90 A (commercial uses are primarily located along major roadways).
3. Weld County Code, Chapter 23 Zoning:
The proposed building and use of the site is allowed upon approval of a Use by Special
Review Permit in accordance with the requirements and procedures set forth in Article II,
Division 4 of the Weld County Code.
The property is currently zoned Agriculture and will not be required to be rezoned. The
intended use is included under "Mineral resource development facility" since the
equipment and tool services provided by CTS. is in direct support of oil and gas
operations within Weld County.

4. Surrounding Uses:
The CTS facility will be compatible with the existing rural character of the area and the
existing surrounding land uses. Smaller parcels of mostly dryland agricultural land,
surrounds the site on all sides. Most of these parcels have a homes, outbuildings and
some storage area for equipment or vehicles.
5. Hours of Operation:
The normal hours of operations will be 6:00 a.m. to 7:00 p.m. Monday -Friday and 6:00
a.m. to 6:00 p.m. on Saturday.
6. Total Employees:
It is anticipated that the CTS facility will employ approximately 15 people.
7. Shift Work:
No shift work is proposed.
8. People using site:
The full time office staff will consist of 2-3 people. Approximately 2 to 3 employees will
perform equipment work as needed in the shop portion of the building.
The remaining employees will be truck drivers or service people, parking on site an then
leaving to oil and gas sites. Outside contractors, visitors and venders are expected to be
rare.
9. Livestock
The facility will not be used as a confined livestock operation. The owner of the property
may have some livestock for hobby farming.

11. Parking spaces:
The trucks will ultimately number around 15, Ten _10) 75 feet x 12 feet truck parking
spaces are provided on the southwest corner of the site. Additional trucks may be parked
in the storage yard east of the building or inside the building. Sixteen (16) regular parking
spaces and one handicapped/van accessible space will be provided. Personal employee
vehicles, handicapped and guest parking will be provided near the office on the north side
corner of the proposed shop building near the entrance to the office. The remainder of the
vehicular parking spaces will be provided behind the office and on the south side of the
site west of the proposed building.

12. Landscaping:
There are existing trees and open space around the existing residence. A row of young
trees line the inside of the fence along CR 53. Due to the nature of this operation no new
landscaping is proposed. The existing landscaping trees along the frontage with CR 53
will be maintained for as a landscape buffer and screening. A couple of trees next to the
access drive may be lost to accommodate truck turning.
13. Fencing:
There site is boarded by barbed wire fence on three side of the property and metal rail
fencing located on the current CR53 Right -of -Way.
14. Screening:
Based on the pre -application meeting, no screening is proposed for the parking area on
the southwest end of the site. The east equipment storage yard will be mostly screened
from WCR 53 by the buildings and distance.
15. Reclamation:
1` o reclamation procedures will be required when the Use by Special Review activity is
terminated.
16. Fire Protection:
The subject property is located within the Platte Valley Fire Protection District. Plans for
the proposed project will be submitted to the District for review and approval as part of
the Weld County USR process. During the review it will be determined if a fire sprinkler
system is required for the building.
9. Construction Schedule:
CTS. has an immediate need for the proposed facility and would like to begin
construction as soon as possible. Although dependent on the length of the USR process,
the owners would like to begin site as early as the Summer of 2018, with building
construction finished by the end of 2018.
Site improvements include:
i. Construction of the detention pond at the east end.
11. Graveling the parking and storage areas.
iii. Installation of paved entrance and tracking control cattle guard.
iv. The entrance currently has a 24' metal gate the gate will need to be relocated and
widened to accommodate turning movements of the trucks. A second access gate
at the southwest corner of the site will be permanently closed.
v. Revegetation of disturbed areas.
Building construction will include:
i. Extension of new water service.
ii. Installation of septic system.
iii. Grading for building site.
iv. Building construction.
v. Installation of concrete aprons.

ENGINEERING QUESTIONS
1. Vehicular Trips
70 Round trips are expected per day. A traffic study is not required due to the anticipated
low level of traffic generated. A separate Traffic Narrative is provided to describe the
anticipated volume of traffic and traffic flow. Weld County public works, Access Permits
Department indicated that there is not a current access permit for the existing access. A
Weld County Access Permit is required, the Access Permit Application Form is included
with the USR application.
2. Site Traffic Routes
In the morning, employees will enter the site and park vehicles in designated employee
parking areas. Trucks may load equipment from storage yard prior to leaving the site. In
the evening the routes will be in the reverse.
3. offsite Traffic Routes
It is estimated that 95% of the site generated traffic will be north on WCRS3 toward US
34. See the Traffic Narrative for additional information.
4. Timing of Traffic:
Equipment and vehicles including large semi -trucks (approximately 55' in length) used
for service or tool delivery operations typically leave the site early in the morning
(staggered within roughly an hour) and return later in the day (also staggered at different
times).
5. Access to Site:
Entry and exit from the site will utilize the existing site entrance from WCR 53.
The entrance will be improved, to accommodate the truck turning radius of a WB: 5 0
template both entering and leaving the site The radius will be widened to 60 feet and
paved to provide traffic tracking control. The existing residence will continue to use this
access.
6. Stormwater Drainage:
Drainage from the site will maintain its historic patterns. The property generally drains
in a southwest to northeast direction. Due to the increased amount of hard surfaces
proposed for the facility, the runoff coefficient and imperviousness of the site will
increase. Therefore, a detention and water quality pond will be provided in the northeast
corner of the site. The detention pond will release at the 10 -year historic runoff rate. The
Water Quality Capture Volume, in the pond will be released over a 40 -hour duration as a
form of pre-treatment prior to release. A Preliminary Drainage Study is provided with
calculations for drainage runoff, required detention sizing and release rates.

ENVIRON
NTAL HEATH QUESTIONS
1. Domestic Water
Domestic water service is currently provided to the home on the site by Central Weld
County Water District with a Class 1 residential tap. It is expected that the proposed
building will install a new service tap and meter. An Add Server Letter from CWCWD
has been requested. CWCWD has indicated that a New Tap Study will be required for
approval of an additional service.
2. Sewage Disposal System
The existing residence on the property utilizes an onsite Individual Septic Disposal
System. (Permit Number 19710677). The existing septic field and tank will remain to
service the residence. A new IS S system will be designed and constructed to handle
domestic sewage from the proposed building office area. No wash water or fluid waste
water generated by the shop will be allowed into the ISDS.
3. Outdoor Storage:
In addition to truck parking, outdoor storage for loaders, tools and piping is anticipated
on the gravel storage yard east of the proposed building.
4. Contained Storage:
Many different chemicals will be stored inside the shop area of the proposed building and
will be used to support the trucking operations. General use and maintenance type
chemicals such as: oil, lubricants, automotive fluids, and anti -freeze are expected to be
utilized. Paints and related solvents may also be used periodically but are not expected to
be stored and kept in any significant amounts. Volumes of each type of chemical will
vary, but generally, the amounts stored on the site will be less than 5 gallons. No areas
for waste, other than the trash dumpster, have been designated.
5. Fuel Storage:
Refueling of trucks will not take place on the site. Small quantities of fuel, less than 5
gallon containers may be stored inside the shop with other chemicals. The notable
exception will be storage for oil, up to (6) 5555 -gallon drums will be utilized. This will
include various types of fresh oil and used oil.
6. Vehicle Washing:
The building will be equipped with a dedicated wash bay for cleaning trucks. A sand/oil
separator will be installed for waste water to pass through prior to flowing into a larger
storage tank. No fluid waste water generated by the shop will be allowed into the ISDS.
7. Floor Drains:
The building will be equipped with floor drains. The floor drains may contain chemicals,
fluids, or lubricants that have spilled or leaked onto the floor. Therefore, a sand/oil
separator will be installed for waste water to pass through prior to flowing into a larger

storage tank. The sand/oil separator shall be install outside the building with venting that
extends above the eve of the building. No fluid waste water generated by the shop will be
allowed into the ISDS.
8. Air Emissions:
There will no significant air emissions.
9. Operations Plan:
A trash dumpster will be kept at all times on the property (located at the southwest corner
of the building) for household trash generated from the facility. The parking and storage
yard shall be kept clean of debris and trash. A local sanitation company will be contracted
to routinely empty the dumpster and haul away the trash.

2. Existing Structure use:
The existing buildings and yard area surrounding them will continue to be used by the
owner for his family residence, storage and livestock.
3. Proposed Structure use:
The proposed, single -story metal structure building measuring 150' by 100' will have (8)
overhead doors located on opposite sides of the building for vehicular access into and out
of the shop. Trucks and equipment will be maintained in the proposed 15, 000 square
foot single story steel building. A dedicated truck washing bay will be established within
one bay of the building. A 900 square foot office attached at the northeast corner of the
metal building will be used as an office to manage day to day operations. The office will
include a restroom.

Traffic Narrative for Centennial Tools & Services development
Weld County, Colorado — PIKE 17-0301
This memorandum serves to summarize the land use, probable trip generation, and vehicular
access to the proposed storage and maintenance facility to be located at 25172 County Road
53. The site is generally located due south of the Town of Kersey core. See the attached figure
for a vicinity map and proposed site layout. The existing 10.0± acre site is currently occupied by
a single family home and three other miscellaneous structures. The site is zoned as
agricultural and is generally surrounded by large lot home sites and other farming uses.
The existing home will remain and is planned to serve as owner's residence. The other three
minor existing structures will remain for the family's use. A proposed new building is planned to
contain a 15,900 square foot storage and maintenance building with about 900 SF of this
building being support offices. The balance will be four truck maintenance bays and storage.
The proposed building is planned to have about 16 regular automobile parking spaces and two
handicapped van accessible spaces for employees and visitors. The site will also have parking
available for about 11 semi -trucks on a gravel surface lot near the front (west end) of the lot. A
3+ acre general storage lot is planned to be located to the east of the proposed maintenance
building. There are two existing access points on site. The more southerly access is planned to
be closed as part of the planned development. The remaining and main access point on CR 53
is located is approximately 850 feet north of CR 52 or about 1.9 miles south of US 4/downtown
Kersey.
Proposed land Use & Trip Generation
The proposed land use will be the single family residence and the storage of commercial
vehicles, tools, supplies, and equipment in support of the local oil & gas industry. The business
planned to operate from 6:00 AM to 7:00 PM, Monday to Friday and from 6:00 AM to 6:00 PM,
Saturday with vehicles arriving and departing at any time depending on customer need. 15 full-
time employees are planned to be on staff. They will come and go throughout the day
depending on equipment and delivery needs. The owner has estimated about 60 trips, will use
the site on an average day with about 25% arriving and leaving during a typical morning or
evening peak hour.

Table 1, below, shows the probable trip generation numbers. The table shows the number of
expected trips for the development using the latest ITE trip rates and the owner supplied data.
This manual is currently in its 10u1 edition and is an industry accepted informational report
published by the Institute of Transportation Engineers. Since no land use closely resembles this
proposed storage operation, the owner's estimation was used (60 trips/day). Land use #210,
single Family Home accounts for the existing and remaining home site. Using the CTE rates
and the owner supplied data, the development is anticipated to generate about 70 daily trips 17
trips (8 in/9 out) in the morning peak hour and 17 trips (9 in/8 out) in the evening peak hour.

Existing Roads & Distribution
CR 53, in front of the subject site, is classified as a collector. It has one travel lane in each
direction. There are no turn lane or paved shoulders in the immediate area. It is estimated that
about 95% of the site generated traffic will be associated to the north toward US 34 and the
Weld County oil fields. The remaining 5% of the site generated traffic will be associated to the
south of the project site. Under the proposed scenario, a maximum of 9 vehicles (rounded up)
are projected to turn left into the site from the north. This number is below the County's 10
vehicle threshold requiring a dedicated left -turn lane. Additional auxiliary turn lanes are not
anticipated for this development.
Conclusion
With the addition of the proposed Centennial Tools & Services development, vehicular traffic will
be more than adequately accommodated by CR 53 and the other nearby streets.

WASTE HANDLING PLAN
Centennial Tools and Services LLC, Weld County Colorado
Overview:
The purpose of this plan is to identify the types of waste that will be generated by the operations of
Centennial Tools and Services LLC (Centennial Tools) at the proposed storage and maintenance facility
and to provide an overview of the management and disposal of those wastes. In addition, typical
chemicals that are anticipated to be used and stored on -site will be detailed.
No hazardous materials will be stored or transported to the site. All waste generated by the facility will be
disposed of according to applicable Local, State, and Federal regulations.
Outdoor Storage:
In addition to truck parking, outdoor storage for loaders, tools and piping is anticipated on the gravel
storage yard east of the proposed building. Oil and gas service equipment, tools and piping stored on site
shall have excessive oil residues removed off site or in a contained area, prior to storage on site. No oil or
fuel filled tankers will be stored or parked at the site. Refueling of trucks will not take place on the site. All
vehicular maintenance will take place inside the maintenance building.
Sanitation Waste:
An existing Individual Sewage Disposal System (ISDS) is located on the site that serves the existing
single family home; that system will remain. The proposed building will have a restroom that will require a
new, separate ISDS. A new tank and absorption field will be engineered and constructed approximately
200 feet east of the current field. Only the domestic sewage from the facility will be allowed to utilize the
septic system. Under no condition will the waste water generated from the shop area of the building be
permitted to discharge into the onsite septic system. The septic tank will require periodic pumping. The
following company will be contracted by Centennial Tools to provide the pumping and removal of the
waste:

Municipal Solid Waste:
A trash dumpster will be kept at all times on the property (located at the southwest corner of the building)
for household trash generated from the facility. Northern Colorado Disposal, Inc. will be contracted to
routinely empty the dumpster and haul away the trash. Their contact information is provided:

Wash Bay Waste:
The building will be equipped with floor drains and a dedicated wash bay for cleaning trucks. The floor
drains and wash bay may contain chemicals, fluids, or lubricants that have spilled or leaked onto the floor
or are washed off the trucks. Therefore, a sand/oil separator will be installed for waste water to pass
through prior to flowing into a larger storage tank. The sand/oil separator shall be install outside the
building with venting that extends above the eve of the building.
A large underground storage tank located outside the building will be used for containment of liquid waste
generated from the wash bay and floor drains. The tank will have a float and dial type mechanical water
level gauge. The tank will be fitted with adequate venting to satisfy all applicable building code
requirements. The tank will have a manhole access into the structure to allow for the cleaning/removal of
liquids.
Periodic cleaning of the sand/oil separator and pumping of the underground storage tank will be
necessary. This liquid waste water (classified as 'sand pit' water) will not be permitted to be discharged
into the sanitary septic system. The following disposal company will be contracted by Centennial Tools to
pump its contents and dispose of the 'sand pit' classified water at an approved facility in accordance with
all regulations.

On -Site Chemicals:
General use and maintenance type chemicals such as: oil, lubricants, automotive fluids, anti -freeze, and
fuel are expected to be used to support the trucking operations. Chemicals will be and stored inside the
shop area of the proposed building, no chemicals will be stored in the outdoor storage area. Paints and
related solvents may also be used periodically but are not expected to be stored and kept in any
significant amounts. Volumes of each type of chemical including fuels will vary, but generally, the
amounts stored on the site will be less than 5 gallons. The notable exception will be storage for oil, in
which up to (4) 55 -gallon drums may be utilized. Oil drums to store fresh oil or used oil shall be stored in

an area with secondary containment. The following oil disposal company will be contracted by Centennial
Tools to provide removal of the used oil:

A spill containment kit will be kept at the facility and personnel will be trained with its use. The kit will
include absorbents for isolating liquid wastes, plastic bags for containerization of spilled wastes, and
worker safety items such as eye rise solution. The Fire District will be immediately notified of any spill
incident that is believed to endanger the health and welfare of facility employees or users. A major spill
may require notification of Weld County Health Department, Colorado Department of Public Health and
Environment, and other applicable agencies. A licensed waster handler will be utilized in the event of a
significant spill to remove any contaminated soil according to all applicable County, State and Federal
regulations.

On behalf of the owner of the property at 25172 CR 53, Juan Cruz, we would like to
notify and invite you to a neighborhood/community meeting to discuss the plans for
the property as required under the Weld County Use by Special Review (USR)
process.
The owner will be submitting a USR application to the County for permission to
include the construction of a shop/small office building on the site as well as
additional gravel areas for drives, parking, and storage for supporting operations of
his business, Centennial Tools & Services, LLC. The existing home/residence will
