RE: APPROVE INSTALLATION OF TRAFFIC CONTROL DEVICES AT THE ENTRY
POINTS TO WATTENBERG SUBDIVISION
WHEREAS, the Board of County Commissioners of Weld County, Colorado, pursuant to
Colorado statute and the Weld County Home Rule Charter, is vested with the authority of
administering the affairs of Weld County, Colorado, and
WHEREAS, the Weld County Department of Public Works has recommended to the Board
that Weight Limit Restriction, R12-1 signs be installed at the entry points to the Wattenberg
Subdivision, to ensure safety to the traveling public and help protect the shallow waterlines within
the subdivision roads, and
WHEREAS, the Board has determined that said traffic control devices are necessary for
the protection of the general public.
NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of Weld
County, Colorado, that the Department of Public Works be, and hereby is, directed to install
Weight Limit Restriction, R12-1 signs at the entry points to the Wattenberg Subdivision, for the
safety of the general public, and said signs shall conform to the State Manual of Uniform Traffic
Control Devices.
The above and foregoing Resolution was, on motion duly made and seconded, adopted
by the following vote on the 2nd day of April, A.D., 2018.

SUBJECT: Installation of Weight Limit Signs for Wattenberg Sub.
Public Works is requesting approval to install traffic regulatory signs (Weight Limit, R12-1) at the entry points to
the Wattenberg Subdivision. The weight restriction will be for a maximum of 7 tons with a supplemental plaque
exempting local deliveries. This will allow trash trucks, school busses, etc. to still enter the subdivision.
Public Works recommends that the weight restriction signs be installed in 4 locations that are all entry points
into the subdivision. Those locations would be at the intersection of WCR 6 and Caroline Ave., the intersection
of WCR 6 and Mary Ave., the intersection of WCR 6 and Grace Ave., and finally near the intersection of WCR
23.5 and WCR 4.5. These weight restrictions will help protect the shallow water lines within the subdivision
roads.

Brief description of the problem/issue:
Due to the shallow depth of the waterlines within the Wattenberg Subdivision, it has been requested to weight
limit the roadways to prevent damage. This weight restriction would be posted in 4 locations at entry points
into the subdivision. The proposed weight limit would be 7 Tons with local deliveries exempt (school busses,
trash trucks, etc...). The most current traffic count in the area is from 20151and it shows that the main street,
Caroline Avenue, has an AADT of 337 vehicles per day with 5% of that being truck traffic.
What options exist for the Board? (include consequences, impacts, costs, etc. of options):

Approve the weight restrictions for the streets within the Wattenberg subdivision
o Water lines would be protected
o Truck traffic through the subdivision may be reduced
o 4 sign installations are estimated to cost S1000 (S250 apiece)
+tDeny the weight restrictions
o The water lines would not be protected and future damages would be the responsibility of the
Wattenberg residents to pay for. The residents recently installed a new water tank and filtration
system which leaves very little money to pay to repair broken pipes.
o Truck traffic through the subdivision would continue as it is today
Recommendation:
Staff recommends approving the weight restrictions for the streets within the Wattenberg subdivision.
