HomeMy WebLinkAbout20183409.tiff RECORD OF PROCEEDINGS MINUTES BOARD OF COUNTY COMMISSIONERS WELD COUNTY, COLORADO OCTOBER 24, 2018 The Board of County Commissioners of Weld County, Colorado, met in regular session in full conformity with the laws of the State of Colorado at the regular place of meeting in the Weld County Administration Building, Greeley, Colorado, October 24, 2018, at the hour of 9:00 a.m. ROLL CALL: The meeting was called to order by the Chair and on roll call the following members were present, constituting a quorum of the members thereof: Commissioner Steve Moreno, Chair Commissioner Barbara Kirkmeyer, Pro-Tern Commissioner Sean P. Conway Commissioner Julie A. Cozad Commissioner Mike Freeman Also present: County Attorney, Bruce Barker Acting Clerk to the Board, Stephanie Frederick Controller, Barbara Connolly el MINUTES: Commissioner Conway moved to approve the minutes of the Board of County Commissioners meeting of October 22, 2018, as printed. Commissioner Freeman seconded the motion, and it carried unanimously. el AMENDMENTS TO AGENDA: There were no amendments to the agenda. CONSENT AGENDA: Commissioner Cozad moved to approve the Consent Agenda as printed. Commissioner Kirkmeyer seconded the motion, and it carried unanimously. Ei PUBLIC INPUT: No public input was given. BIDS: ID 1) PRESENT BID #B1800148, OPENTEXT APPLICATIONXTENDER MAINTENANCE 2019 — DEPARTMENT OF INFORMATION TECHNOLOGY: Ryan Rose, Director of the Department of Information Technology, presented the four (4) bids received and stated staff will bring back a recommendation on November 7, 2018. NEW BUSINESS: ID 1) CONSIDER PETITION FOR ABATEMENT OR REFUND OF TAXES FOR ACCOUNT NUMBERS R3284886, R3284686, R3284786, AND R3284986 - BEARS DEN APARTMENTS, LLC: Brenda Dones, Weld County Deputy Assessor, presented the request for abatement or refund of taxes for the five (5) rental properties situated on four (4) different parcels located in Greeley. She explained I / Minutes October 24, 2018 2018-3409 Page 1 BC0016 the property owner stated there was a sale during the data collection period and there was a $50,000.00 reserve for replacement setup; therefore, staff inspected the exterior of the building and reviewed the sales in the area. Based on the information obtained she recommended denial of the petition. The representative for Bears Den Apartments, LLC, was not present. Commissioner Kirkmeyer moved to concur with the Assessor and deny said petition. Seconded by Commissioner Conway, the motion carried unanimously. 2) CONSIDER TEMPORARY CLOSURE OF CR 76 BETWEEN CRS 27 AND 29: Amy Joseph, Department of Public Works, presented the terms of the closure beginning October 29, 2018, through November 11, 2018, to replace and upgrade an irrigation culvert. She stated water will be used for dust abatement on the gravel detour route. In response to Chair Moreno, Ms. Joseph explained since CR 76 is a paved road, it will take longer. Commissioner Conway moved to approve said temporary closure. The motion was seconded by Commissioner Cozad, and it carried unanimously. 3) CONSIDER TEMPORARY CLOSURE OF CR 70 BETWEEN CRS 45 AND 47: Ms. Joseph reviewed the details for the temporary closure beginning November 5, 2018, through November 9, 2018, to replace and upgrade a culvert. She stated staff will use water for dust abatement. Commissioner Cozad moved to approve said closure. Seconded by Commissioner Conway, the motion carried unanimously. Ei 4) CONSIDER TEMPORARY CLOSURE OF CR 74 BETWEEN CRS 39 AND 41: Ms. Joseph reviewed the details for the temporary closure beginning November 5, 2018, through November 16, 2018, to replace two culverts and explained since it is a paved road and staff will be replacing two (2) culverts, it is a longer closure. Commissioner Freeman expressed his concern about the number of beet trucks using that road and would like the closure moved out for one week. Commissioner Conway moved to continue this matter to October 29, 2018. Seconded by Commissioner Cozad, the motion carried unanimously. RESOLUTIONS AND ORDINANCES: The resolutions were presented and signed as listed on the Consent Agenda. No Ordinances were approved. Let the minutes reflect that the above and foregoing actions were attested to and respectfully submitted by the Clerk to the Board.
