HomeMy WebLinkAbout20184012.tiffRESOLUTION RE: APPROVE STATE NOXIOUS WEED FUND GRANT APPLICATION FOR REMOVAL OF RUSSIAN OLIVE AND TAMARISK ALONG BIG THOMPSON RIVER AND AUTHORIZE ELECTRONIC SUBMITTAL - DEPARTMENT OF HUMAN SERVICES WHEREAS, the Board of County Commissioners of Weld County, Colorado, pursuant to Colorado statute and the Weld County Home Rule Charter, is vested with the authority of administering the affairs of Weld County, Colorado, and WHEREAS, the Board has been presented with a State Noxious Weed Fund Grant Application for Removal of Russian Olive and Tamarisk along Big Thompson River from the County of Weld, State of Colorado, by and through the Board of County Commissioners of Weld County, on behalf of the Department of Human Services, Youth Conservation Corps, to the Colorado Department of Agriculture, commencing May 16, 2019, and ending November 27, 2019, with further terms and conditions being as stated in said application, and WHEREAS, after review, the Board deems it advisable to approve said application, a copy of which is attached hereto and incorporated herein by reference. NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of Weld County, Colorado, that the State Noxious Weed Fund Grant Application for Removal of Russian Olive and Tamarisk along Big Thompson River from the County of Weld, State of Colorado, by and through the Board of County Commissioners of Weld County, on behalf of the Department of Human Services, Youth Conservation Corps, and the Colorado Department of Agriculture, be, and hereby is, approved. In 1997, the Colorado Noxious Weed Management Fund was established to provide additional financial resources for on -the -ground noxious weed management Financial assistance has been provided for the awarded funds to be used to enhance weed management efforts within the State of Colorado From 2008 to 2014, the Fund was supported by the Colorado Department of Agriculture, which contributed about $1 million to support local noxious weed management projects Additionally, the Noxious Weed Program continues to administer federal noxious weed management funds from the U S. Forest Services' State and Private Forestry program This submission will be the first time Human Services has applied for the grant The Youth Conservation Corps would like to apply for $30,000 00, which would be funding for 4 weeks of paid work. The intent is to match this amount with 2 weeks of work, 6 weeks of chipper use, and chemical donations The deadline to submit the online application is December 17, 2018. Once the trees are down an aquatic herbicide, such as glyphosate, will be applied to the cut stump to reduce regrowth. These applications will be made during the summer once the trees have leafed out through the fall, as the schedule allows, to maximize the herbicide effectiveness. The sites addressed through this grant project will be monitored by the Weld County Weed Division twice a year so that regrowth can be addressed over the next four years with monitoring and maintenance. The lands that will be treated are privately owned along the Big Thompson River between Milliken and the South Platte River confluence. These parcels were prioritized in a previous project but were not addressed due to density and time constraints. As these parcels border the Big Thompson River, they are riparian in nature, and subject to seasonal flooding. These sites were involved in the 2013 flood. The parcels are used for grazing cattle or open space/natural areas. The landowners involved are committed to this project and have given their permission to have work done on their properties. Describe (a) the treatment history of this species, and (b) state funding history for controlling this species within your jurisdiction. Then (c) summarize the results of these efforts and (d) current status of the species. Weld County has been working to eradicate Russian olive trees on the tributary rivers to the South Platte River as grant funds are made available based on the Platte Invasives Endeavor (PIE) plan that was created in 2009. Work has been completed along the Cache La Poudre (2010), St. Vrain (2014), Little Thompson (2016-2018), and a portion of the Big Thompson (2016-2018) rivers. This project will help to continue this effort. The St. Vrain, Little Thompson and the Big Thompson rivers are in various stages of monitoring and maintenance for five years after the initial grant projects ended. This project would fall in line with these same requirements. The work completed on the Cache La Poudre River has been successful keeping the removed trees dead and catching any seedlings that tried to move in. Russian olive trees along rivers are a priority and set for eradication in Weld County. The data will be collected with MapltFast or Collector software on a Samsung Tablet The data will be uploaded on EDDMapS at the end of the season . ; . - l artne:rships• aril Organizational :Capacity.' : -- ,Projects that are located inclose vicinity should make every attempt to partner together If CDA see the ability to combine - multiple''projects/grant applications, you:may be,contacted so that your grant needs have -a higher likelihood of reaching their' ' , full potential ' �' , _ , Describe any partnership(s) that exists for this project Include how long each partnership has existed and the responsibilities and contributions of each partner Describe their value to you in terms of achieving your management goals and the long-term plan and commitment to future participation (If this is a single -applicant project type N/A ) Without the support of and working with our partners, Weld County would not be able to accomplish all that we do Every year it is more difficult to address the movement of noxious weeds in the County with development and growth, oil and gas, and the changes in out -of -area landowners Knowing that these partners are a call away for brainstorming, an extra set of eyes to help report sightings, treat weeds on their own lands, as well as willing to put money out to help with landowner compliance means everything Weld County is the third largest county in the state, making it difficult to cover all the private and land -locked properties under our jurisdiction These partnerships keep growing and improving with each year The first critical partnership is between the Weld County Youth Conservation Corps (WCYCC) and the Weld County Weed Division The two entities work well together addressing Russian olives and salt cedar trees The two entities have worked together since 2010 on the first Russian olive and salt cedar removal project in Weld County Since then the working relationship and understanding of how each partner functions has grown and improved The Weld County Youth Conservation Corps' in -kind match is $28,770 for time, and equipment The Weld County Weed Division in -kind match is $1967 for coordination, mapping, equipment and chemical The next critical partner is the West Greeley Conservation District (WGCD) Over the years, WGCD has passed on weed specific information in their newsletters, supported educational workshops, and helped identify infestations on properties they were working with This partnership has been in existence with the Weld County Weed Division since 2002 and with the Weld County Youth Conservation Corps since 2012 For this project, their match is $500 for cross -posting Facebook articles and inclusion of weed articles in their newsletter If your project is awarded less than the full funding requested, some proposed activities, treatments, etc , may have to be revised What creative strategies will you employ to optimize the funds that you do receive?
