BOX 758 GREELEY, COLORADO 80632 Colorado Department of Local Affairs Don Sandoval, Regional Manager 150 E. 29th Street, Ste. 215 Loveland, CO 80538 Re: Contract Amendment Request - EIAF #8404 - WCR 105 Intersection Improvements Dear Mr. Sandoval: The U.S. Forest Service performed an Environmental Assessment (EA) along areas of the WCR 105 project, which bisect the Pawnee Grasslands. The Forest Service put time restrictions on Weld County's project to not allow any construction work to occur between April 10 through July 10, 2018 to protect the mountain plover bird nesting sites. EIAF 8404 shows the contract expiring September 30, 2018, which does not give County Crews enough time to complete this major road construction project, since we cannot start until July 10th. County Crews would need at least an additional month to complete construction. Weather permitting, Weld County believes this project can be completed before the end of the year, which would still require a contract amendment. Should inclement weather occur and the asphalt plants shut down sooner than anticipated, the county will not be able to complete the paving portion of this project by October 31st. Therefore, Weld County requests amending the current EIAF 8404 contract deadline from September 30, 2018 to May 31, 2019 to ensure asphalt availability regardless of weather conditions. Again, weather permitting, it is Weld County's intent to complete this project as soon as possible. We appreciate you working with us on this unforeseen federal requirement.
