WELD COUNTY COUNCIL
December 16, 2019
The Weld County Council met in regular session in full conformity with the Weld County Home
Rule Charter at 6:30 p.m., Monday, December 16, 2019, at the Weld County Administration
Building, 1150 0 Street, Greeley, CO.
ROLL CALL:
161 The meeting was called to order by President Brett Abernathy. Councilmembers Tonya L.
Van Beber, James Welch and Gene Stille were present, constituting a quorum of members.
Councilmember Nancy Teksten had an excused absence. Also present was Council Secretary
Linda Kane.
APPROVAL OF AGENDA:
Councilmember Stille made a motion to amend the agenda to include a discussion item
regarding an award received by Commissioner Barbara Kirkmeyer, it was seconded by
Councilmember Van Beber and carried.
APPROVAL OF DOCUMENTATION:
Approval of November 18, 2019, Minutes
Councilmember Stille made a motion to approve the November minutes, seconded by
Councilmember Van Beber, and the motion carried.
REVIEW PROGRAM:
There was no review program.
PUBLIC COMMENT:
Dave Kisker of Johnstown stated he'd like to see Council write bylaws. He said Council has
made great progress this year.
NEW BUSINESS:
Coordinator Reports/Councilman Reports
There were no coordinator reports.
Bills
Councilmember Stille made a motion to approve bills, it was seconded by Councilmember Welch
and carried. The bills were paid as follows:
o Weld County Phone Bill for November $25.00
Discussion Item Regarding Barbara Kirkmeyer Award
Councilmember Stille extended congratulations to Commissioner Kirkmeyer for receiving the
Commissioner of the Year Award. Ms. Kirkmeyer was awarded Dec. 3 during the 2019 Colorado
Counties, Inc. (CCI) Dinner and Awards Ceremony.
Councilmember Van Beber noted Kirkmeyer was commended for her work with the Child
Welfare Allocation Committee to allow for more full-time child welfare workers. It was noted that
Ms. Kirkmeyer has also fought for local control regarding oil and gas development.

Related to oil and gas, Councilmember Abernathy asked Council for opinions regarding a
Supreme Court ruling regarding mineral rights and royalties. There was some discussion
regarding push back from owners and the state's reaction.
Also discussed by Councilmember Stifle was the possibility of inviting Sheriff Steve Reams to a
future Council meeting to discuss updates on the Red Flag Law — a gun control law that permits
police or family to petition a state court to remove firearms from persons who may present a
danger to themselves or others.

By acclamation, the meeting was adjourned at 6:46 p.m.
