The Weld County Council met in special session in full conformity with the Weld County Home Rule Charter at 9th Avenue and 9th Street, Greeley, Colorado, October 6, 1977 at the hour of ten o'clock. ROLL CALL: The following members were present: Bob E. White, Vice President John Martin, Councilman Floyd Oliver, Councilman Robert Martin, Councilman Also present: Ms. Betsy Kearns; a citizen; 3 members of the press; and the secretary, Bev. Thomas. RESPONSE TO ADVERTISEMENT IN THE TRIBUNE: Vic President Bob White stated the reason for calling a special meeting was to reconsider action taken earlier in the week by the Council regarding the Council 's response to an advertisement published in the Greeley Tribune and to review the response which had been prepared. Floyd Oliver made a motion that the Council rescind the motion made at the previous meeting regarding purchasing of advertising to publish the Council's response to an advertisement. Bob Martin seconded the motion and it passed unanimously. Floyd Oliver stated that he did not wish to get in an advertising battle in the newspapers with opponents of the Council. John Martin said he thought the Council's response should be printed as a press release or a Letter to the Editor. Floyd Oliver made a motion that the Council send the prepared statement to all newspapers in Weld County on the Council 's mailing list. The statement shall be sent as a press release so the papers will do with it as they will. John Martin seconded the motion. Bob White pointed out some necessary corrections. With the permission of the second Floyd Oliver changed his motion to say "send a prepared statement". The motion carried. Floyd Oliver made a motion that the Council make the following corrections in the prepared statement: 1) Page one, paragraph two change from "according to State Law" to "according to the State Department of Social Services Regulations" 2) Page two eliminate the first sentenceof the next to the last paragraph. Bob Martin seconded the motion and it passed unanimously. 770971 County Council Mid bs re) Page 2 October 6, 1977 The secretary was instructed to make the corrections and to send the press release to the Council 's regular mailing list. Bob White brought up the related matter of the motion made on October 4, 1977 to invite the Executive Committee of the Democratic Party of Weld County to the Council's November 1, 1977 meeting. He asked the secretary to read that motion. John Martin made a motion that the Council rescind that motion. Bob Martin seconded the motion and it carried. A new letter was drafted to the Executive Committee and Bob Martin made a motion that that letter also be released as a press release from the Council. Floyd Oliver seconded the motion and it passed unanimously. Bob White instructed the secretary to request the use of the first floor of the Centennial Building in case there was a large crowd at the November 1, 1977 meeting of the Council.
