Weld County awarded on-call design services to four different vendors. There is a need for design services
for the Jail Courtroom upgrade. Cairn Design has used the labor rates identified in their bid and quoted a
lump sum of$5,197.50 to perform this design work. An amendment to the contract to accomplish this
work requires BOCC approval. This was presented and approved in a pass around dated 9-17-19.
Therefore, Buildings&Grounds is recommending award to Cairn Design for$5,197.50.

Recommendation:
Approve design work at rates quoted in original RFP that was awarded. The new scope of work will be added
to the agenda for approval.

Design Compensation: $5,197.50
Note: Pursuant to the "Original Agreement", document No. 2019-2250 section2.2- Additional
Task Order Work. In addition to that work described in section 2.1, the Parties may agree
to additional work to be provided by Contractor pursuant to an appropriately executed
Task Order, which shall be negotiated between the Parties on an as needed basis. Any
such Task Order shall be signed by the Weld County Director of Buildings and Grounds
before it shall be effective. In no event shall the total of all Task Orders exceed $25,000 in
any calendar year unless first approved by the Board of County Commissioners. Any
appropriately executed Task Order shall be automatically incorporated herein and
enforceable.
Scope of Task Order:
The project will involve full architectural and engineering design and construction
administration of the Weld County Jail Courtroom located at 2110 O Street in Greeley, CO.
to include:
1. Architectural, structural, mechanical, electrical and telecommunications design
2. Design raised Judge's bench
3. Design partition walls, high & low for separation between offenders and court staff
Contractor agrees to perform the services identified above and on the attached exhibit in accordance
with the terms and conditions contained herein and in the Original Agreement between the parties.

RE: Weld County Jail Courtroom-Architectural and Engineering Services
In accordance with the fees identified in our bid, our lump sum price for this on call work for this
project is $5,197.50.
Scope of Work:
The project will involve full architectural and engineering design and construction administration
of the Weld County Jail Courtroom in Greeley, CO. Cairn Design, LLC will provide architectural
and engineering design under this agreement including:
Architectural, electrical and telecommunication design for the project. The project is located
in the jail and includes the inmate area of the courtroom. See the attached sketch. The
remodel scope includes:
• Designing and providing construction details of a new raised Judge's bench. Judge's
bench shall match the existing courtrooms in the Centennial Center as close as possible.
Due to the low ceiling height of 8'-0", we anticipate a 6" high platform.
• Providing a high partition wall (approximately 6'-6" high) between the inmate entrance
and Judge's bench.
• Providing a low partition wall (approximately 3'-0" high) with gate type door between the
inmate seating area and court area.
• Relocating power pole fed electrical, telecommunications and other systems to new
Judge's bench from wall.
• Investigation of systems above the ceiling and advising the client of the feasibility of
raising the ceiling in order to provide a higher platform. Design of the ceiling and
systems above the ceiling are not included.
Scope of Services:
The scope of services included in this proposal are limited to the following:
• Field verification of existing dimensions and systems as they relate to the project.
• Above ceiling investigation and report of findings.
• Coordination with the client as required to execute the scope of work.
• Coordination with the building department as required for the permit.
• Submissions: Schematic Design, Design Development, Final Design,and For Construction.

• Construction administration to include construction project meetings, RFIs, submittal and
shop drawing review and approval, and final construction walk-through and punchlist.
Compensation:
Total Design Fee -$5,197.50
Invoicing will occur at the following submissions:
Schematic Design -$1,559.25
Design Development-$1,559.25
Issued for Construction -$1,559,25
Final Construction (after acceptance of project by Weld County)-$519.75
Changes in scope, additional trips to the site, or added services would be billed hourly identified
in the On-Call contract, unless a fixed fee is agreed to in advance for the specific service.
Reimbursable expenses, +1- $200 (mileage and printing services) invoiced at cost+ 10%.
Exclusions:
• Design of any system not listed above, including, but not limited to mechanical and
plumbing.
• _Design changes, layout_changes, or value engineering requested by client or owner after the
final submission.
• Design of raised ceiling and above ceiling systems.
