A (AGRICULTURAL) ZONE DISTRICT - RICHARD AND KATHI CROOKS
A public hearing was conducted on October 30, 2019, at 10:00 a.m., with the following present:
Commissioner Barbara Kirkmeyer, Chair - EXCUSED
Commissioner Mike Freeman, Pro-Tem
Commissioner Sean P. Conway

Commissioner Steve Moreno
Also present:

The following business was transacted:
lEi Kim Ogle, Department of Planning Services, stated the applicants were not present and he
had not heard from them. Chair Pro-Tem Freeman deferred to Bob Choate, Assistant County
Attorney, for advice on how to proceed. Mr. Choate stated the Board could proceed with the
hearing regardless of the applicant not being present, but recommended they continue it instead.
In response, Chair Pro -Tern Freeman called up the case.
I hereby certify that pursuant to a notice dated August 16, 2019, and duly published
August 21, 2019, in the Greeley Tribune, a public hearing was conducted on September 18, 2019,
to consider the request of Richard and Kathi Crooks, for a Site Specific Development Plan and
Use by Special Review Permit, USR19-0036, for a Home Business that fabricates via
sandblasting and carving stone monuments and headstones, and for one (1) Single -Family
Dwelling Unit per lot other than those permitted under Section 23-3-20.A (second single-family
dwelling unit) in the A (Agricultural) Zone District, at which time the Board deemed it advisable to
continue the matter to October 30, 2019, due to a medical emergency. Bob Choate, Assistant
County Attorney, made this a matter of record.
In response to Commissioner Conway, Mr. Ogle explained the case was continued from
September 18, 2019 to October 30, 2019, due to an out-of-state family medical issue and
confirmed the Planning Commission's (PC) recommendation was for approval, on a vote of 7-0.
Mr. Choate reiterated he recommended continuing the case to allow Mr. Ogle adequate time to

consult with the applicants about their availability and, following discussion, the Board decided to
continue the hearing to November 6, 2019.
After an initial motion by Commissioner Moreno, seconded by Commissioner Conway, Chair
Pro-Tem Freeman recognized the need to open the hearing for public testimony, therefore, the
initial motion and second were withdrawn. No public testimony was offered concerning this matter.
El Commissioner Moreno moved to continue the request of Richard and Kathi Crooks for a Site
Specific Development Plan and Use by Special Review Permit, USR19-0036, for a Home
Business that fabricates via sandblasting and carving stone monuments and headstones, and for
one (1) Single -Family Dwelling Unit per lot other than those permitted under Section 23-3-20.A
(second single-family dwelling unit) in the A (Agricultural) Zone District, to November 6, 2019, at
10:00 a.m., to allow Planning Staff adequate time to consult with the applicants about their
availability. The motion was seconded by Commissioner Conway, and it carried unanimously.
There being no further discussion, the hearing was completed at 10:40 a.m.
This Certification was approved on the 4th day of November, 2019.
