RE: PUBLIC TRANSPORTATION AGREEMENT BETWEEN THE COUNTY OF WELD,
STATE OF COLORADO, AND THE TOWN OF WINDSOR, COLORADO.
WHEREAS, the Board of County Commissioners, Weld County,
Colorado, pursuant to Colorado statute and the Weld County Home
Rule Charter, is vested with the authority of administering the
affairs of Weld County, Colorado, and
WHEREAS, it has come to the attention of the Board that
there is a need for an agreement between the County of Weld and
the Town of Windsor to provide public transportation services to
Windsor residents, and
WHEREAS, an agreement has been submitted whereby Weld County
will furnish to the Town of Windsor certain transportation
services as set forth specifically in said agreement, and
WHEREAS, the Board has determined the execution of said
agreement would be in the best interest of the County and to
accept said agreement, a copy of which is attached hereto for
ready reference and made a part hereof as is fully set forth
at this point.
NOW, THEREFORE, BE IT RESOLVED, by the Board of County
Commissioners , Weld County, Colorado, that said agreement as
submitted providing for transportation services, a copy of which
is attached hereto and made a part hereof by reference , be and
hereby is approved.
BE IT FURTHER RESOLVED, that the Board be and hereby is
authorized to execute the agreement as submitted and to make the
same effective forthwith.
The above and foregoing Resolution was, on motion duly made
and seconded, adopted by the following vote on the 11th day of
July, A.D. , 1977.

MEMORANDUM OF AGREEMENT
THIS AGREEMENT, made and entered into this 11th day
of July , 1977 , by and between THE BOARD OF COUNTY
COMMISSIONERS OF THE COUNTY OF WELD, STATE OF COLORADO, here-
inafter referred to as "Weld County" and THE TOWN OF WINDSOR,
COLORADO, hereinafter referred to as "Town of Windsor , "
WITNESSETH:
WHEREAS , Weld County has resources and equipment to
provide limited transportation service to the Town of
Windsor ; and
WHEREAS , the Town of Windsor is desirous of entering into
an agreement with Weld County to obtain transportation services
from Weld County for the Town of Windsor ; and
WHEREAS, the parties hereto are desirous of formalizing
an agreement which will operate to the benefit of both parties
in the establishment and operation of a limited transportation
service for the use of Senior Citizens , the handicapped, and
the economically disadvantaged (as defined by the Community
Services Administration) of the Town of Windsor ;
NOW THEREFORE, the parties hereto agree and convenant as
follows :
1 . Weld County shall supply to the Town of Windsor a
vehicle which has the capacity to carry at least six (6)
passengers for the use of transporting Senior Citizens , the
handicapped, and the economically disadvantaged of the Town
of Windsor on each day of the week (Sunday through Saturday) ,
commencing 7/18/77 and ending 7/17/78 Such vehicle shall
be located at the Town of Windsor under the supervision of the
Town Administrator on each day to serve the Town of Windsor
and shall provide transportation services to the Town of
Windsor as hereinafter defined, between 8 : 00 a .m. and 8 : 00 p .m.
2. Weld County shall provide insurance in accordance with
laws of the State of Colorado . The vehicle provided by the
Agreement shall remain under the exclusive control , in concurrence
with the Town of Windsor , of the transportation program of the
Weld County Division of Human Resources . The City of Windsor
shall operate the vehicle in accordance with its own Trans-
portation Policy . The Town of Windsor shall utilize the
Transportation Policy of the Weld County Division of Human
Resources in those areas not covered by the Town of
Windsor ' s Transportation Policy .
3 . The Town of Windsor shall provide volunteer bus
drivers to operate the vehicle . Bus Drivers shall possess a
Class "S" drivers license .
4 . The Town of Windsor agrees to submit daily mileage
and passenger reports to the transportation program of the Weld
County Division of Human Resources on the last working day of
the month.
5. The Town of Windsor agrees to provide all gas , oil ,
and maintenance for the vehicle provided by the Agreement .
6. The Town of Windsor shall not impose any mandatory
fee schedules for the use of the vehicle provided by the
Agreement . The Town of Windsor may accept volunteer contribu-
tions .
7 . It is agreed between the parties that either party
hereto has the right to terminate this Agreement within thirty
(30) days after service is instituted upon thirty (30) days
written notice given to the other party .
IN WITNESS WHEREOF, the parties hereto have set their
hands and seals this 11th day of July , 1977 .

RESOLUTION NO. 28
BEING A RESOLUTION RATIFYING, APPROVING AND CONFIRMING THE
TERMS AND CONDITIONS OF A MEMORANDUM OF AGREEMENT BETWEEN
THE TOWN OF WINDSOR, COLORADO AND THE BOARD OF COUNTY
COMMISSIONERS OF THE COUNTY OF WELD, STATE OF COLORADO.
REGARDING THE PROVISION OF A LIMITED TRANSPORTATION SERVICE
TO THE TOWN OF WINDSOR.
IT IS HEREBY RESOLVED BY THE BOARD OF TRUSTEES OF
THE TOWN OF WINDSOR, COLORADO, AS FOLLOWS :
1 . That the Town of Windsor hereby ratifies , ap-
proves and confirms the terms and conditions of that certain
Memorandum of Agreement , a copy of which is attached hereto
and made a part of , between the Town of Windsor , and The
Board of County Commissioners of the County of Weld , State
of Colorado .
2 . That the Town of Windsor hereby authorizes the
Mayor of the Town , or such other persons as the Mayor may
direct , to excute the said Memorandum of Agreement between
the Town of Windsor and The Board of County Commissioners
of the County of Weld, State of Colorado, on behalf of the
Town of Windsor.
Upon motion duly made , seconded and carried, the
foregoing Resolution was adopted on the 11th day of July , 1977.

Enclosed for Board approval is a transportation agreement with the Town
of Windsor.
The agreement includes the use of a vehicle by the Town of Windsor for a
period of one year. The Town of Windsor would provide gas, oil , and main-
tenance.
