RE: APPROVE INSTALLATION OF TRAFFIC REGULATORY SIGNS ON COUNTY
ROAD 52 (49TH STREET) BETWEEN TWO RIVERS PARKWAY AND COUNTY ROAD
29.5 (65TH AVENUE)
WHEREAS, the Board of County Commissioners of Weld County, Colorado, pursuant to
Colorado statute and the Weld County Home Rule Charter, is vested with the authority of
administering the affairs of Weld County, Colorado, and
WHEREAS, the Weld County Department of Public Works has recommended to the Board
that 45 MPH speed limit signs be installed on County Road 52 (49th Street) between Two Rivers
Parkway and County Road 29.5 (65th Avenue), to ensure safety to the traveling public, and
WHEREAS, the Board has determined that said traffic regulatory signs are necessary for
the protection of the general public.
NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of Weld
County, Colorado, that the Department of Public Works be, and hereby is, directed to install
45 MPH speed limit signs on County Road 52 (49th Street) between Two Rivers Parkway and
County Road 29.5 (65th Avenue), for the safety of the general public, and said signs shall conform
to the State Manual of Uniform Traffic Control Devices.
The above and foregoing Resolution was, on motion duly made and seconded, adopted
by the following vote on the 6th day of March, A.D., 2019.

SUBJECT: Speed Limit Reduction — WCR 52 from Two Rivers
Parkway to 65th Avenue
Please place this request for lowing the speed limit on the next available BOCC agenda.
This request is for the western % mile of WCR 52 between Two Rivers Parkway and 65th
Avenue. The eastern 1/2 mile of this road segment is owned and maintained by the Town of
Milliken.
I will attend the BOCC meeting to answer any questions that may come up.

Brief description of the problem/issue:

The Sheriffs Office has requested that we.post WCR 52 (49th Street) between Two Rivers Parkway and WCR 29.5 (65th
Avenue) to a speed limit of 45 MPH. Weld County only maintains the western half mile of this roadway segment. The
eastern half mile is maintained by the Town of Milliken. This segment of roadway is gravel and Weld County has no
existing speed limit signs posted in the west 1/2 mile. For traffic traveling from 65th Avenue toward Two Rivers Parkway
(west), there is one speed limit posting of 45 MPH when you first leave the intersection. The Town of Milliken uses
statutory speed limits for their roadways which do not go higher than 45 MPH. That is why their segment is posted at 45
MPH. There are no other speed limit signs on this mile segment of roadway, so it is very difficult for law enforcement to
ticket vehicles for speeding. I have visited the site and there are two vertical changes in the western half mile of roadway
which impair sight distance. The 25th percentile speed on this road segment is 49 MPH. Using my engineering
judgement, I believe the speed limit for the Weld County portion of this roadway needs to be posted at 45 MPH to match
the Milliken portion.
What options exist for the Board? (include consequences, impacts, costs, etc. of options):
Approve the installation of 45 MPH Speed Limit signs for this road segment.
o Law enforcement will be able to enforce the speed limit consistently on the mile road segment
o 3 sign installations are estimated to cost $750 ($250 apiece)
Deny the installation of 45 MPH Speed Limit signs for this road segment.
o Confusion about the actual speed limit on this roadway will continue to make enforcement difficult
Recommendation:
Staff recommends posting the speed limit on this segment of roadway to 45 MPH. Staff will also contact the Town of
Milliken to make sure they add more signs in their segment to finish this request.
