November 15, 2017 Weld County Board of County Commissioners c/o Mr. Christopher Woodruff Weld County Assessor 1400 N. 17`h Avenue Greeley, CO 80631 RE: 3766 W. 10` Street (Schedule No. R2941304) (the "Property") Dear Commissioners: 950 5. Cherry Street Suite 320 Denver, CO 80246 303.757.8855 fax 303.757.7691 rnvw.sterlingpts.com The undersigned, Sterling Property Tax Specialists, Inc., represents the owner of the Property for the purpose of filing an abatement for tax years 2015 and 2016. A copy of the Letter of Authorization is attached hereto and made an integral part hereof. Only the schedule number referenced hereinabove is protested hereunder. The Property consists of a single story, 20,865 square foot multi -tenant office building with a small area of retail use. For tax years 2015 and 2016, the Assessor has valued the Property at $2,921,100 or $140 per square foot. During the base period, 9,622 square feet was utilized as owner -occupied bank space, 2,945 square feet was occupied by Comfort Dental, and 2,332 square feet was occupied by Honey Baked Ham and Cafe. The remaining 5,966 square feet was occupied under a base year lease signed June 1, 2014 at a rental rate of $8.38 per square foot gross, In valuing the Property, Petitioner has conducted an income approach utilizing market rental information available. Petitioner contends the income approach is the most reliable basis for valuing this Property. Petitioner reviewed the income achieved by the Property in addition to similarly situated bank properties leased to third parties and small office rental rates, as banks are most similar to low-rise office properties in regard to function, finish and design. Below is a compilation of the leased bank space in similarly situated bank properties located in Weld County which commenced within four years prior to the Date of Value, June 30, 2014, including space within the Property. 3766 W. 101h St. Page 2 n_ I / SF t ease Star' Lcccce End Te-'r Notes 3,525 5 15345 512.64 4120.(20'1 11O0(2016 Gross 2,332 520,904 58.96 &'10.'2011 10131/2016 Gross 941 511,292 512.00 31122014 31122015 Gress Tenant vacated atend dienn 5,56E 540.992 $9.38 012014 5,13112018 Gress 1,318 516,452 S14.00 611;2014 &'3112017 Goss Tenant vacated Januarj, 2017 2,627 $18,3325 55.98 8/1112014 7/31,2017 Goss Man 510.40 Medan $10.46 4532 Boardwalk D. 4200 l3ro n and Growl Y. 10th St. AB Hcney Baked Hams 1269 Automation Gr. #503 Scryptna+a Inc 37f-4 W. 10Ih 51. #200 Bees stet Homes 1270 Automation D. i32000 The Center FP.PW(D 1270 A:A mffiicn 0 . #50C Weiteld Group As shown, the Property's leases range from $8.38 to $8,96 gross per square foot while the mean rental rate of all leases is $10.49 per square foot gross with a median of $10.48 per square foot gross. As the leases shown above are secondary spaces with primary space typically leasing at a higher rental rate, Petitioner determined an overall rental rate, including both primary and secondary space, of $12 per square foot triple net is appropriate. Petitioner found vacancy ranged from 13% to 18% and applied a 15% vacancy adjustment and an expense allowance of 10% to cover reserves for capital replacements; management fees; legal and accounting; and similar landlord non -reimbursable expenses. Petitioner reviewed the Summer 2014 Burbach and Associates, Inc. Real Estate Investment Survey and found capitalization rates ranged from 7% to 9.5% for Suburban/Low Rise Office. The Property is larger in size than the typical market standard bank property and, as such, would present a higher risk in the market place. Based upon market conditions as of June 30, 2014, we have capitalized our Net Operating Income at 9.5%. Our income approach is as follows: Potential Gross Income ($12 x 20,865 sq. ft.)
