B&A Trust is requesting the Use by Special Review to house an electrical business. The electrical business. (Kitzman Electric Inc.) is requesting the site to be used to store electrical parts, vehicles, and an office. This application seeks to address the current violation, case no. ZO118-003.22. We currently employ 7 employees and 1 office person. We propose no more than 10 employees in the future. Planned parking for company vehicles will be to the East of the shop. Parking for company trailers, will be in the designated area of the pasture. Office space is to be utilized on Monday mornings by all employees for payroll and for upcoming job layout. Ben Kiitzrnan, President of Kitzman Electric Inc. and executor of B&Pit Trust, resides in the current residence. The existing residence will continue to be used as his residence. The property has two outbuildings, and only the East building is being requested to be used for the Electrical Business. The house and West building will continue to be used as a personal residence and garage. The west building has an In-law suiteand home that is used for my handicapped mother. Future building plans are for covered parking/storage (lean-to) on the east side of the shop. 2. Explain how this proposal Is consistent with the intent of the Weld County Code, Chapter 22 of the Comprehensive Plan. This USR application has been prepared utilizing the process outlined in the Weld county code and procedural Guides. The Guiding Principles of the Comprehensive Plan found in Section 22-1-120 states, "Land use changes must afford flexibility based on specific location and particularcircumstances encountered within the locality. it is also important to weigh the cumulative impacts that specific land usechanges will have." This USR proposal is respectful of surrounding use. This application is consistent with Section 22-2-2-G A4 Goal 7 "County land use regulations should protect the individual property owner's right to request a land use change. 2.4. Policy 7.2, nversion of agricultural land to nonurban residential, commercial and industrial uses should be accommodated when the subject site is in an area that can support such development, and should attempt to be compatible with the region,' The site is in an area that can support the proposed use. This proposal is compatible with the surrounding area. 3. Explain how this proposal is consistent with the intent of the Weld County Code, Chapter 23 (Zoning) and the zone district in which it is located. The proposal is for an electrical business in the A (Agricultural) Zone District This proposal is allowed in the A Zone as a Use by Special Review as called in Chapter 23, 23- 3-40. 2344$. Any use permitted as a Use By Right, an accessory use, or a Use by Special Review in the commercial or industrial zone districts, provided that the property is not a Lot in an approved or recorded subdivision plat or lots parts of a map or plan filled prior to adoption of any regulations controlling subdivisions. There ere is existing landscaping around the shop and residence, There are no future plans to change the landscaping at the property. 13. Describe the type of fence proposed for the site (erg. 6 foot chain link with earth tone slats) Continuation of barb wire fence along south side of property is proposed for this site. 14. Describe the proposed screening for all parking and outdoor storage areas. If the site is located in a floodplain outdoor storage is restricted. Property is not located in floodplain. 15. Use By Special Review (USR) Traffic Narrative The subject property is located on the northwest corner of Weld County Road 38 and Weld County Road 33. The proposed Kitzman Electric Inc. facility will be used to house electrical parts, equipment and a office. There is a existing residence on this property that will be used as a residence for the owner of the property. Currently there are 7 employees in the company. Employees meet every Monday morning for payroll and schedule for the week . Future plan is to have up to 10 employees. Parking at the facility will be used mostly on Monday morning from 7-9 a.m. Parking of job trailers, spare vehicle and bucket truck could be parked on property seven days a week. The property has parking available on the south and east side of shop. The existing access to the property is located on WCR 38. 70% of traffic will come from the north on CR33 to CR38 then west to access. 25% of traffic will come from the west on CR 38. 5% will come from the south along CR 33 to CR 38 then west to access. Typical vehicles accessing this site include employee, owner vehicles, and delivery trucks. Delivery trucks will be for business and personal.
