HomeMy WebLinkAbout20191851.tiffRESOLUTION RE: APPROVE FEE SCHEDULES FOR ROAD IMPACT, COUNTY FACILITIES IMPACT AND DRAINAGE IMPACT FEES COLLECTED BY THE WELD COUNTY DEPARTMENT OF PLANNING SERVICES WHEREAS, the Board of County Commissioners of Weld County, Colorado, pursuant to Colorado statute and the Weld County Home Rule Charter, is vested with the authority of administering the affairs of Weld County, Colorado, and WHEREAS, the Board has been presented with the fee schedules for Road Impact, County Facilities Impact, and Drainage Impact fees collected by the Weld County Department of Planning Services, and WHEREAS, after study and review, the Board deems it advisable to approve the proposed fee schedules, effective May 15, 2019, copies of which are attached hereto and incorporated herein by reference. NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of Weld County, Colorado, that the fee schedules for Road Impact, County Facilities Impact and Drainage Impact fees collected by the Weld County Department of Planning Services, as attached hereto, be, and hereby are, approved, effective May 15, 2019. The above and foregoing Resolution was, on motion duly made and seconded, adopted by the following vote on the 15th day of May, A.D., 2019. What options exist for the Board? (include consequences, impacts, costs, etc. of options): 1) Adjust the impact fees to account for 2018 inflation. 2) Do not adjust the fees. Recommendation: The 2018 CPI is 2.7%. After discussing this with Dept. Coordinator, staff recommends that the fees should be adjusted by 2.7%. Any person who causes the commencement of development, except those persons exempted or preparing an Independent Fee Calculation Study pursuant to Section 20-1-80 below, shall pay impact fees in accordance with the fee schedules below, which will be adjusted annually for inflation. C. Inflation adjustment. On or before April 1st of each calendar year, the Board of County Commissioners shall consider adjusting each fee amount in this Section by the rate of inflation. The rate of inflation shall mean the percentage change from the prior calendar year in the United States Bureau of Labor Statistics Consumer Price Index for Denver-3oulder-Greeley, all items, allurban consumers or its successor index. See below. They changed the name. The local CPI changed from Denver -Boulder -Greeley to Denver -Aurora -Lakewood. In January 2018, the Bureau of Labor Statistics introduced a new geographic area for the CPI. The local CPI changed from Denver -Boulder -Greeley to Denver -Aurora -Lakewood. The Bureau of Labor Statistics CPI provides more information, and past actual numbers for the calculation of the index. Inflation - Denver -Aurora -Lakewood Consumer Price Index For local governments, Article X, Section 20 (otherwise known as TABOR), defines inflation to mean the percentage change in the United States Bureau of Labor Statistics Consumer Price Index (CPI) for Denver -Boulder (now Denver -Aurora -Lakewood).
