DEPARTMENT:
Planning Services DATE: 05.01.2019
PERSON REQUESTING: Tom Par
Brief description of the problem/issue:
Per Section 20-1-60 of the Weld County code the Commissioners should (actual language says
"shall) adjust the impact fee schedule in accordance with the CPI.
What options exist for the Board? (include consequences, impacts, costs, etc. of options):
1) Adjust the impact fees to account for 2018 inflation.
2) Do not adjust the fees.
Recommendation:
The 2018 CPI is 2.7%. After discussing this with Dept. Coordinator, staff recommends that the fees
should be adjusted by 2.7%. Please refer to attached fee table that reflects the proposed change.

RE: Impact Fee Inflation Adjustment
Tom,
The CPI to use is 2.731%. See below. They changed the name. The local CPI changed from Denver -Boulder -Greeley to
Denver -Aurora -Lakewood.
In January 2018, the Bureau of Labor Statistics introduced a new geographic area for the CPI. The local CPI changed from
Denver -Boulder -Greeley to Denver -Aurora -Lakewood. The Bureau of Labor Statistics CPI provides more information, and
past actual numbers for the calculation of the index.
Inflation - Denver -Aurora -Lakewood Consumer Price
Index
For local governments, Article X, Section 20 (otherwise known as TABOR), defines inflation to mean the percentage change in the United
States Bureau of Labor Statistics Consumer Price Index (CPI) for Denver -Boulder (now Denver -Aurora -Lakewood).

Subject: Impact Fee Inflation Adjustment
Don,
My little yearly reminder popped up dealing with impact fee inflation adjustment. Whenever you get the inflation
numbers just send them my way and I will make the proposed changes and get them in front of the Board.
Thanks!
Tom
