(CCI) WHEREAS, the Board of County Commissioners of Weld County, Colorado, pursuant to Colorado statute and the Weld County Home Rule Charter, is vested with the authority of administering the affairs of Weld County, Colorado, and WHEREAS, the Board has been presented with a Grant Application for the replacement of Bridges 13/44B and 60.5/49A, from the County of Weld, State of Colorado, by and through the Board of County Commissioners of Weld County, on behalf of the Department of Public Works, to Colorado Counties, Inc. (CCI), with further terms and conditions being as stated in said application, and WHEREAS, the Board deems it advisable to approve said application, a copy of which is attached hereto and incorporated herein by reference. (CCI) are due October 25, 2019. We would like to submit grant applications for bridges 13/44B and 60.5/49A. Bridge 13/44B crosses the Little Thompson river between Berthoud and Johnstown. This structure was constructed in 1966, has a low sufficiency rating and is classified as being functionally obsolete. The total cost estimate for this bridge replacement is $3,450,000. The total available grant funds described in the memo from CCI for this round of funding is only $4.4 million. Since there is not a lot of available funds, and the goal of CCI is to spread those funds amongst as many qualified applicants as possible, we are proposing to request a grant of $500,000 for this replacement. The remainder of the estimated costs, $2,950,000, would be the County's contribution to the project (86%). This bridge would be our#1 priority for this grant funding, since it is already included as a line item in our 5-year CIP. Bridge 60.5/49A crosses Lone Tree Creek about 2 miles east of the Airport. This structure was constructed in 1967, has a low sufficiency rating and is classified as structurally deficient. The total cost estimate for this bridge replacement is $3,100,000. For the reasons described above we are proposing to request a grant of $500,000 for this replacement. The remainder of the estimated costs, $2,600,000, would be the County's contribution to the project (84%). This bridge would be our #2 priority for this grant funding, since it is not currently included as a line item in our 5-year CIP. What options exist for the Board? (include consequences, impacts,costs, etc. of options): • Approve staff to move forward with both grant applications as shown above. o Potentially receive $1.0M in grant funds to offset estimated expenditures of$6.55M. • Approve staff to move forward with one of the grant applications as shown above. o Potentially receive $500K in grant funds to offset estimated expenditures. • Change the amount of grant funding being requested and apply for one or both bridges. • Deny staff submitting for these grant funds for the replacement of these bridges. 2019-4456 Recommendation: Staff recommends applying for both projects and requesting $500K for each application with the County contributing the remainder of the needed funds. Staff requests authorization to place these applications on the BOCC Meeting Agenda prior to October 25th. The bridge is located 0.4 miles north of WCR 44. WCR 13 is classified as an Arterial Road and is a vital paved link for the area near the communities of Johnstown, Milliken, and Berthoud. Traffic counts taken in 2017 show an ADT of 3,924 vehicles per day,with 18%being trucks. This latest traffic count shows an increase in traffic across this bridge of 1,471 vehicles per day (160%) since 2012. Replacement of this bridge is our number one priority for this bridge funds application period. The existing bridge is 25 feet wide, 60 feet long (one span), and was built in 1966. It is functionally obsolete and has a sufficiency rating of 63.8 reported by Stantec on 5/22/18. The bridge has issues with rusted steel substructure and superstructure. The bridge rail and approach guardrails are constructed improperly, in poor condition and do not meet current AASHTO/CDOT standards. Weld County believes this bridge needs to be replaced because of its inadequate width, poor driving surface, susceptibility to flooding, structural degradation, and safety concerns. Rehabilitation instead of replacement is not a viable option, nor cost effective, because of the inadequate width, rusted steel substructure elements, and inadequate hydraulic opening size. The width and length of the bridge would be increased to accommodate an arterial cross section and prevent future flood damages. The 2013 flood washed away both approaches to the bridge approximately 15' outside either end of the structure. The new structure would be elevated above its current configuration to allow for larger bridge girders and adequate freeboard to prevent debris collection and scour in future flood events. Weld County is proposing to provide most of the funding for this project due to the importance of this vital link for the area. Instead of the typical 20% funding match, Weld County is proposing that CDOT partner with Weld County on this project by providing a $500,000 grant from the available bridge replacement funds. We estimate the replacement cost at $3,450,000 with the Weld County portion being $2,950,000 (86%). Weld County currently has the necessary funds to cover our portion of this project. The bridge is located 0.7 miles east of WCR 49. WCR 60.5 is classified as a Collector Road and is a vital paved link for the County and the nearby communities of Greeley, Kersey, and Gill. Traffic counts taken in 2017 show an ADT of 3,468 vehicles per day,with 36% being trucks. This high percentage of trucks is increasing with time and is likely accelerating the poor condition of this bridge. Replacement of this bridge is our number two priority for this bridge funds application period. The existing bridge is 34 feet wide, 165 feet long (three spans), and was built in 1967. It is structurally deficient and has a sufficiency rating of 71.6 reported by Stantec on 6/13/19. The bridge has issues with rusted steel and spalling concrete on the substructure and superstructure. The bridge rail and approach guardrails are constructed improperly, in poor condition and do not meet current AASHTO/CDOT standards. Rehabilitation instead of replacement is not a viable option, nor cost effective, because of the concrete deck extensive degradation, rusted steel substructure elements,and age of the overall structure. The new structure may need to be elevated above its current configuration to allow for adequate freeboard to prevent debris collection and scour in future flood events. Weld County is proposing to provide most of the funding for this project due to the importance of this vital link for the area. Instead of the typical 20% funding match, Weld County is proposing that CDOT partner with Weld County on this project by providing a $500,000 grant from the available bridge replacement funds. We estimate the replacement cost at $3,100,000 with the Weld County portion being $2,600,000 (84%). Weld County currently has the necessary funds to cover our portion of this project.
