WAIVER FROM THE WELD COUNTY SIGN REQUIREMENTS DELINEATED IN
CHAPTER 23 OF THE WELD COUNTY CODE TO ALLOW ONE (1) NINETY (90)
SQUARE -FOOT FREESTANDING SIGN THAT IS TWENTY-EIGHT (28) FEET IN
HEIGHT AND ONE (1) ONE -HUNDRED (100) SQUARE -FOOT WALL SIGN - WETCO
FARMS, INC., C/O BRETT BLOOM
A public hearing was conducted on January 30, 2019, at 10:00 a.m., with the following present:

The following business was transacted:
I hereby certify that pursuant to a notice dated March 19, 2018, and duly published March 22,
2018, in the Greeley Tribune, a public hearing was conducted on May 9, 2018, to consider the
request of WETCO Farms, Inc., c/o Brett Bloom, for a Site Specific Development Plan and Use
by Special Review Permit, USR18-0001, for any use permitted as a Use by Right, Accessory Use,
or Use by Special Review in the Commercial or Industrial Zone Districts (sale of construction
equipment, miscellaneous equipment and trucks and trailers, vehicle modification and dismantling
of wrecked vehicles and sale and/or recycling of dismantled vehicle parts) provided that the
property is not a lot in an approved or recorded subdivision plat or part of a map or plan filed prior
to adoption of any regulations controlling subdivisions, in the A (Agricultural) Zone. This proposed
USR also includes a requested waiver from the weld county sign requirements delineated in
Chapter 23 of the Weld County Code to allow one (1) ninety (90) square -foot freestanding sign
that is twenty-eight (28) feet in height and one (1) one -hundred (100) square -foot wall sign. At
said hearing the matter was continued to August 8, 2018, then to October 17, 2018, then to

January 30, 2019, at which time Frank Haug, Assistant County Attorney, made this a matter of
record.
Chair Kirkmeyer stated the hearing would not be opened up for public comment, and
explained to the applicant when the hearing was continued in October, Commissioner James was
not a commissioner, therefore, he cannot hear the application. Furthermore, Commissioner
Freeman was not present on October 17, 2018, and also cannot hear the application. She
indicated Commissioner Moreno and herself were the only ones present to hear the case and
explained it takes three (3) commissioners to vote in the affirmative for an application to be
passed. She stated the hearing would be continued to February 11, 2019, at 9:00 a.m., as the
first available date to have Commissioner Conway, Commissioner Moreno, and herself present.
The applicant proposed March 6, 2019, and Chair Kirkmeyer explained the hearing had to be set
to a date because there was not a full quorum to vote on a continuance. She further mentioned,
on February 11, 2019, the applicant will be able to request a continuance to March 6, 2019.
El Chair Kirkmeyer confirmed the item is moved to February 11, 2019, at 10:00 a.m.
This Certification was approved on the 4th day of February, 2019.
