COUNTY PARKING/TRANSPORTATION SURVEY
The lack of available parking in the downtown area continues to
be a problem, both to employees of all facilities located downtown and
to the public using those facilities. In order to better assess the
problem and the options available, the Board of County Commissioners
requests input from all employees of the Centennial Center and adjoining
facilities. It is essential that the results of the survey be as
accurate and complete as possible, in that those results will influence
future action the Board may take toward dealing with this problem.
Please keep in mind that there are probably no feasible options available
which would allow unlimited nearby parking for all county or other
downtown employees.

the future use of the Old Jail Site. Options currently under

A BRIEF LXPLANATION AN) ANALYSIS
Explanation
The results of this survey are divided into four sections:
1. Basic Information
a. This section classifies responses into 27 categories. Each
category represents a group of County employees sharing con-
mon driving and parking circumstances. (Through the course
of this survey, the term "County employees" will be used fre-
quently to indicate answers from all people who answered the
survey. Although some were not actual County employees, such
as court personnel, the term will apply to them as well. )
L. Most of the questionnaire's single answer (yes or no) ques-
tions are answered in each category.
c. In each category general residence is determined; Greeley or
other towns or rural areas.
d. Every result in each category is broken down into two figures.
One figure represents those employees with 8 a.m. to 5 p.m.
jobs, and the other those with irregular hours jobs.
2. County lhiployees' Use of proposed and Existing Public Transportation
a. This section shows the number of County employees living in
Weld County who would utilize city and shuttle bus systems
under specified conditions and who presently do or would par-
ticipate in carpwls.
b. This section also shows the average number of passengers per
existing carpool.
3. Other Parking Used
a. This section shows where County employees park other than the
Centennial Center basement, the parking lot at 7th and 8th,
and City Parking Permit areas.
4. Recommendations From County Employees
a. This section presents all of the possible solutions offered
by County employees to Greeley's downtown parking problem.
There is a table of contents enclosed in this survey to facilitate finding
information. A copy of the questionnaire is also enclosed.

Analysis
In terms of alternate transportation systems the results of this sur-
- vey are very encouraging. Well over half of the County employees responding
to the survey (205 out of 355) indicated that they would -be willing to par-
ticipate in some alternate means of transportation. These alternate means
of transportation include carpools, city buses, and shuttle buses from out-
lying parking lots to the downtown area.
This positive attitude appears to be what the City of Greeley, Weld
County, and the downtown merchants need if they are even to try to begin
to alleviate the downtown parking problem. Whether or not all of these
205 commitments will be met cannot be known, but the employees' recognition
of the problem and their role in solving it is evident.
The first question to be answered is "where to begin?". Probably the
most economical and i.untdiate solution is the use of carpools. 125 County
-" employees living in Weld County either presently carpool or would carpool
if information and coordination were available. Through a volunteer com-
mittee this coordination would be possible. An efficient means of trans-
portation would be put to use at virtually no cost. New carpools could be
foamed and the 2.33 average number of passengers per existing carpool could
be increased. Dozens of parking spaces would open up everywhere; on the
street, in city parking permit areas, and in several parking lots including
the Centennial Center basenxgnt lot, which has 120 spaces.
As far as incentive goes, the concept of carpooling would seem to be
the most attractive alternate means of transportation. The privacy of a
car is not forfeited and more personal relationships can be developed within
a carpool.
A shuttle bus service from outlying parking lots to the downtown area
would probably be the second most feasible alternate means of transportation.

A shuttle bus system would enable County employees and/or downtown employees
to park their cars at a parking lot outside the downtown area. There they
would take the shuttle bus to their work downtown. 99 County employees liv-
ing in Weld County stated that they would utilize such a shuttle bus system.
38 of those 99 either presently carpool or would carpool. If a combination
of the two transportation systems could be implemented (carpool and shuttle
bus) even more parking spaces would be available i'n the downtown area. Though
the shuttle bus system would definitely cost honey it would be much less
expensive than an improved city bus system.

For an immediate or near future solution to the problem, an improved
city bus system seems to be the least favorable of the three options. While
there are still other less expensive options of public transportation avail-
able, such as carpools and shuttle buses, a city bus system is not practical.

Let's not forget about the two most economical, energy saving, environ-
mentally safe, and healthy means of transportation of all. Walking and
bicycling never hurt anyone. An increasing number of County employees are
discovering their legs and bicycles as escalating gas prices have taken
effect.
Some: County employees were very adhunant in their belief that there
is no parking problem in downtown Greeley. The spaces are Lhere, but
they are not used because they are not located directly in front of an
employee's place of work. Says one County employee, "I don't see parking
as such a dire problem. It doesn't hurt people to walk 2-3 blocks." Here

lies a great portion of the answer to the parking problem. Until people
learn to sacrifice and to accept a moderate change in their life-styles
the downtown problem will remain unsolved. To accomplish anything at all ,
it will require a joint effort between local governments, the downtown
merchants, and above all, the downtown and County employees.

A. ADDITIONAL PARKING SPACES: There were many suggestions for creation
of additional parking in the downtown area, along with various
combinations of funding mechanisms , locations , and potential users .

to ensure equitable assignment of spaces to departments.

a. Improved bus schedules and maps (small map being handed out
is very difficult to use) , as well as more advertising.

h. "What problem. In allocating parking spaces in the basement
garage, I would like to see priority given to vehicles used
to transport more than one person. Department heads , elected
officials and legitimate daily vehicle users would be allowed
to have individual spaces. Departments with county vehicles
should make them available for use by others (within their
department) rather than assigning vehicles to every staff
member. Not every staffer will be gone at the same time. In
addition, Department Heads, etc. , who have county vehicles
should be encouraged to bring more than just themselves to
the Centennial Center.
_ Downtown parking is NOT the reason for lack of business
in the CBD. The merchants have to offer merchandise,
attractively, and economically. "
4. Bicycles.
a. "Get more people to ride bicycles. "
b. "Get the City to put their bicycle paths on streets which
have the right-of-way at the intersections. It is very
inconvenient to stop a bike at a stop sign. "
c. "More bike paths and racks in Greeley would help for those of
us who ride bikes. "
d. "Bicycle paths should be expanded. "
e. "Get a bicycle, need the exercise. "
f. "Provide covered, secure parking for bicycles and mopeds. "
5. Walking.

I do believe having to walk 3 or 4 blocks for the majority
of employees is good for them. "

1 . "There should be sidewalk cafe facilities on the Plaza -- served
from the second floor. Open 7 days a week. "
2. "Fewer parking spaces with 2-hr. limits -- I don 't mind walking a
few blocks, I ' d just like to be able to find a parking place when
I return to work from lunch -- without using my break to move my
car to avoid a parking ticket. Women who have families do
sometimes need to go home at noon to complete family responsibilities.
I think we should at least be able to find some vacant parking
space without spending half our lunch hours driving around looking
for a space where we won' t get ticketed.
3. "I believe if parking permit area was just for people with permits
and not also 2-hour parking, it would help an awful lot. People
are paying $5.00 a month for a privilege that' s getting harder
and harder to get. "
4. "I actually feel as long as there is vacancy in lot at 7th St. and
8th Ave. , there is no immediate emergency. "
5. "Parking should have been thought of at time of building -- it is
demanded in apartment complexes -- same laws don't apply to
government and agencies. "
6. ". . .Also I suggest that the Commissioners contact the city and
do away with the bicycle tract on 10th Ave. One hardly ever sees
— _ a bicycle used here and the traffic is terrible with only one
way which causes traffic jams. This is also hazardous for the
Sheriff' s cars to get out on emergency calls and for the cars
to back out from parking on the 10th Ave. parking area. "
7. "Where do the employees park that work in the stores downtown?
They need parking also. The county employees are constantly
getting the brunt of bad publicity over the parking problem.
If the county employees would stop shopping and eating downtown,
I 'm sure the merchants would feel the loss of our business. The
city as well as the county will have to solve the parking problem.
But leave Lincoln Park alone. We need that park. Many people use
it and it is also a sight of beauty. I suggest that the owners of

7. (cont) property of downtown Greeley invest in some customer
— parking for the merchants who rent their buildings. They are
the ones who stand to benefit the most by keeping the businesses
downtown instead of them moving to the malls. "
8. "I think this problem is for the City of Greeley. County
employees do a lot of shopping downtown on their lunch hour. "
9. "This is no solution just an opinion: The downtown area merchants
wanted the Centennial Center to remain in the downtown area for
better business, now they complain because we use parking spaces.
We work downtown so we do a lot of shopping downtown as I 'm sure
some of the people who do business with us do also. If the
Centennial Center had been built out of town there would be
plenty of parking downtown, but how much business?"
10. "Obviously Greeley will end up with a parking problem comparable
to Denver as it grows. As more people must work downtown, more
parking must be provided. "

(My ride really has problems when getting me at work at 3:30 p.m.

five-hundred employees is ridiculous. And to discriminate against
county employees and forbid them to park on the streets near work
really takes the cake. . . "
