Dear Commissioners ,
We request that this letter be read into the minutes of your regular
meeting for your information so actions can be taken in behalf of your
county.
The Associated Public-Safety Communications Officers , Inc. (APCO) ,
a non-profit institution since January 21 , 1935 is the oldest and
largest public safety radio user group in the United States , and is
composed of communications technical, administrators , operational and
command personnel. APCO is recognized as the frequency coordination
body for police and local government radio services per FCC Rules and
Regulations 89. 15 . It retains a Washington D.C. attorney who is li-
censed to appear before the Federal Communications Commission, (FCC) ,
and actively participates in the various FCC dockets which speak to
regulatory proposals for public safety radio services.
The required frequency coordination has been provided for APCO by the
Colorado State Division of Communications and the Wyoming Highway
Department for 'several years . APCO, the Division of Communications ,
and the Wyoming Highway Department believes that all public safety
organizations should have greater representation IF—this area.
Accordingly, APCO has established a six member frequency coordination
committee.
The APCO Frequency Coordination Committee cooperates with other Fre-
quency Coordination Committees such as Fire, EMS, Forestry Conservation,
Highway Maintenance and Special Emergency for better utilization of the
radio frequency spectrum allocated to the Public Safety Services .
As Frequency Coordination is required by FCC, any modification or
additions to Police or Local Government radio systems requires an action
by the Colorado/Wyoming Frequency Coordination Committee.
A statement of fact: All radio frequencies allocated to Law Enforcement
services are now being used in the State of Colorado and are approaching
the same condition in the State of Wyoming.

There are mutiple users of the individual frequencies . Frequency
coordination is required by the FCC to hold interference between
users to a minimum. APCO meetings will be held at various locations
in Colorado and Wyoming for the convenience of all. APCO meetings
have continuing work shops for you on engineering, frequency alloca-
tions , dispatching and federal funding .
Your county will benefit by actively participating and having a
voting voice in the local APCO Chapter . Your representative will
have the opportunity of interaction with other personnel involved
in like problems . Enclosed is a membership application form.
