A public hearing was conducted on April 24, 2019, at 10:00 a.m., with the following present:

The following business was transacted:
I hereby certify that pursuant to a notice dated March 13, 2019, and duly published
March 20, 2019, in the Greeley Tribune, a public hearing was conducted to consider the request
of AKA Energy Group, LLC, for a Major Amendment, 1MJUSR19-14-0035, to a Site Specific
Development Plan and Use by Special Review Permit, USR14-0035, (natural gas and condensate
separator facility and compressor facility) to expand the boundaries and to add an Amine System
to treat gas and a Cryogenic Processing Plant including a 125 -foot flare in the A (Agricultural)
Zone District. Bob Choate, Assistant County Attorney, made this a matter of record.
el Chris Gathman, Department of Planning Services, stated the applicant requested a
continuance to complete the noise modeling study and allow time for an additional community
meeting to discuss landscaping and other mitigation measures. He mentioned the Planning
Commission hearing was continued to May 21, 2019, and proposed June 19, 2019, as the
continuance date for the Board of County Commissioners hearing. Commissioner Conway
mentioned he will be absent on June 19, 2019.
Rudy Quiroz, AKA Energy Group, LLC, stated during the first community meeting the
surrounding property owners (SPOs) expressed the desire for a wall and wanted a noise study
done. Since then, AKA Energy Group, LLC, has hired a company to complete the noise study and
is planning another community meeting to discuss those results.

No public testimony was offered concerning this matter.
After discussion among the Board about a continuance date, July 3, 2019, was suggested.
El Commissioner Conway moved to continue the request of AKA Energy Group, LLC, for a
Major Amendment, 1MJUSR19-14-0035, to a Site Specific Development Plan and Use by Special
Review Permit, USR14-0035, (natural gas and condensate separator facility and compressor
facility) to expand the boundaries and to add an Amine System to treat gas and a Cryogenic
Processing Plant including a 125 -foot flare in the A (Agricultural) Zone District, to July 3, 2019, at
10:00 a.m., to allow adequate time for noise modeling study to be completed, and for another
community meeting to be held. The motion was seconded by Commissioner James, and it carried
unanimously. There being no further discussion, the hearing was completed at 10:16 a.m.
This Certification was approved on the 29th day of April, 2019.
