HomeMy WebLinkAbout20193577.tiffRESOLUTION RE: APPROVE ADDITION TO SECTION 8.000 EMPLOYMENT SERVICES YOUTH PROGRAMS POLICY OF THE DEPARTMENT OF HUMAN SERVICES POLICIES AND GUIDELINES MANUAL WHEREAS, the Board of County Commissioners of Weld County, Colorado, pursuant to Colorado statute and the Weld County Home Rule Charter, is vested with the authority of administering the affairs of Weld County, Colorado, and WHEREAS, the Board has been presented with the addition of Section 8.000 Employment Services Youth Programs Policy of the Department of Human Services Policies and Guidelines Manual, and WHEREAS, after review, the Board deems it advisable to approve said addition, a copy of which is attached hereto and incorporated herein by reference. NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of Weld County, Colorado, that the Addition of Section 8.000 Employment Services Youth Programs Policy of the Department of Human Services Policies and Guidelines Manual be, and hereby is, approved. Request Board Approval of the Department's Policy Addition to the Department's Policies and Guidelines Manual for Employment Services Youth Programs. The following policy (attached) has been created to outline the variety of youth programs offered by Employment Services of Weld County (ESWC). The following policy was developed by involved Department staff and was provided to Legal for review and comments. • 8.1.10. Employment Services Youth Programs Policy (NEW) This policy was drafted to identify application processes, and to communicate eligibility determination and funding sources for each youth program offered through Employment Services of Weld County (ESWC). This policy communicates ESWC's process for individualized coaching (case management) to youth and young adults between the ages of 14-24. I do not recommend a Work Session. Purpose Youth Programs, facilitated under the Employment Services of Weld County (ESWC) umbrella, assists youth to successfully transition into adulthood by addressing their unique challenges and providing necessary services and support. ESWC provides individualized coaching (case management) to youth and young adults between 14 and 24 years of age. Through an individualized service strategy assessment, needs are identified and strategies to meet needs and to achieve goals are developed. Coaches will support participants to navigate through an assessment process, and to provide supportive services, resources, and referral assistance. Services may include, but are not limited to, assistance with education, work -based learning, career coaching, employment, financial literacy, housing, mental health care, and substance abuse prevention. B. Individualized Assessment/Plan ESWC requires youth to navigate an assessment process with their ESWC coach that includes: 1. An Individualized Assessment/Plan must be developed for each youth. 2. Collaborative strategies with internal and external partners will be implemented to ensure that the needs of youth are being met and services are not being duplicated. 3. Participants must enroll in Connecting Colorado for tracking, monitoring and performance management. C. Program Types 1. Workforce Innovation and Opportunity Act (WIOA) a) Eligibility Determination Youth must meet eligibility requirements as mandated in Public Law 113-128, 29 U.S. Code § 3164. b) Funding Sources i. This program uses funding made available through the Colorado Department of Labor and Employment (CDLE). Funding will follow Program Guidance Letters (PGL) issued by CDLE to maintain compliance. When possible, funding streams will be braided to serve the youth without duplication of services. 2. Chafee a) Eligibility Determination i. Youth ages 14-16 years old that are in a placement and custody non - consecutively for 6 months 1. Cannot be in a RTF, TRCCF, or non -licensed Kin ii. Youth who have been adopted after 16th birthday through relative/guardianship assistance program August 2019 Department of Human Services' Policies iii. Youth ages 17+ years old that are in custody or have been in custody 1. Cannot be in a RTF, TRCCF, or non -licensed Kin iv. Youth ages 18+ if they were in custody on their 18th birthday b) Funding Sources i. Funding for this program is made available through Chafee. When possible, funding sources will be braided to serve the youth without duplication of services. ii. Youth currently enrolled in the Chafee Program may be eligible for additional supportive services that are not currently provided by Chafee due to funding limitations. iii. Youth currently enrolled in the Chafee program may be eligible for additional supportive services, offered through ESWC, if those supportive services are not covered by the Chafee program. 3. Resources for Independence Success & Employment (RISE) (HB18-1319) a) Eligibility Determination A former foster youth, as defined in C.R.S. 26-5-101 (4.7): i. A youth at least eighteen years of age, but younger than twenty-two years of age. ii. A youth formerly in the legal custody or legal authority of a county department of human/social services. iii. A youth formerly placed in a certified or non -certified kinship placement, or formerly placed in a certified or licensed facility or a certified foster home. b) Funding Sources This program utilizes funds from the County's Core Services funding source. The funds for this program have been transferred out of Core and placed into a separate fund for services specifically tied to this program and its services for a successful adulthood, per C.R.S. 26-5-113 (6). i. Funding will be referenced as the RISE Funding source. ii. Supportive services issued to participants through RISE will be approved by the Human Services Funds Distribution Committee, following defined process in (include HSFD policy here). iii. All other funding opportunities must be exhausted prior to utilizing RISE funding. "This Program's" funding will be limited to $1,000.00 per youth, per year, unless otherwise approved by Weld County Human Services Director. 4. Pillars for Successful Independence (PSI) a) Eligibility Determination i. Youth enrolled in PSI must be Weld County Foster Youth or placed in a Kinship Home. Youth will be between the ages of 13.5 and 15 at time of enrollment. b) Referral/Funding Sources i. This program utilizes funds from the Temporary Assistance for Needy Families (TANF) block grant. August 2019 Department of Human Services' Policies 5. Weld Works 4 Youth (WW4Y) a) Eligibility Determination i. Youth participants in WW4Y must be Weld County residents and receiving one or more of the following forms of assistance: Foster Care, TANF, Food Assistance, Medicaid, DHS Prevention Services, Kinship Placement or Post - Adoption Services. ii. This program utilizes funds from the Temporary Assistance for Needy Families (TANF) block grant. 6. Governors Summer Job Hunt (GSJH) a) Eligibility Determination i. Youth and young adults ages 14-24 ii. This program utilizes funds from the Colorado Department of Labor and Employment (CDLE). Funding will follow Program Guidance Letters (PGL) issued by CDLE to maintain compliance. August 2019 Hello
