I . yliyy RESOLUTION RE: APPROVAL OF SPECIAL USE PERMIT FOR MODIFICATION OF A GAS COMPRESSOR STATION LOCATED IN PART OF THE WEST z OF SECTION 36, TOWNSHIP 2 NORTH, RANGE 68 WEST OF THE 6TH P.M. , WELD COUNTY, COLORADO, FOR AMOCO PRODUCTION COMPANY, SECURITY LIFE BUILDING, DENVER, COLORADO 80202. WHEREAS, the Board of County Commissioners of Weld County, Colorado, pursuant to Colorado statute and the Weld County Home Rule Charter, is vested with the authority of administering the affairs of Weld County, Colorado, and WHEREAS , the Board of County Commissioners of Weld County, Colorado, held a public hearing on the 24th day of August, 1977 , at the hour of 2 : 00 o'clock p.m. , for the purpose of hearing the application of Amoco Production Company for the granting of a Special Use Permit for the modification of a gas compressor station on the following described real estate, to-wit: That part of the West z of Section 36 , Township 2 North, Range 68 West of the 6th Principal Meridian, Weld County, Colorado, described as follows : Commencing at the Northwest Corner of Section 36 , thence South along the West line of the said Section a distance of 1, 170. 00 feet; thence, Easterly on an angle left of 90° , a distance of 30 feet to the True Point of Beginning; thence, Southerly on an angle to the right of 90° , a distance of290. 00 feet along the East Right-of-Way line of County Road 11; thence, Easterly on an angle to the left of 90° , a distance of 450. 62 feet; thence, Northerly on an angle to the left of 90° , a distance of 290. 00 feet; thence, Westerly on an angle to the left of 90° , a distance of 450. 62 feet to the True Point of Beginning. Said Parcel of Land contains 3. 00 Acres more or less. WHEREAS, the petitioner was present, and WHEREAS, evidence was presented in support of the grant of the Special Use Permit for the modification of a gas compressor station on the above-described real estate, and WHEREAS, Section 3. 3. (E) 4 of the Weld County Zoning Resolution authorizes such a use in an Agricultural District on the grant of a Special Use Permit by the Board of County Com- missioners, and WHEREAS, the Board of County Commissioners of Weld County, heard all the testimony and statements of those present, has studied the request of the petitioner and the recommendations of the Weld County Planning Commission and all of the exhibits p,; 770 I and evidence presented in this matter, and having been fully informed and satisfied thatthe request for a Special Use Permit for modification of a gas compressor station on the hereinabove described real estate, complies with all of the conditions as set out in Section 3. 3. (E) 4 of the Weld County Zoning Resolution, NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of Weld County, Colorado, that the application of Amoco Production Company, Security Life Building, Denver, Colorado 80202 , for a Special Use Permit for the modification of a gas compressor station on the hereinabove described tract of land, be, and hereby is, granted subject to the development standards listed by the Planning Commission, with the following correction being made to development standard number 5 , said correction being made by separate motion as follows : BE IT FURTHER RESOLVED that development standard number 5 . be corrected to read as follows : 5. Access shall be limited to the two accesses off County Road 11 as shown on the SUP plans . BE IT FURTHER RESOLVED by the Board of County Commissioners , that the reasons for approval contained in the Planning Commis- sion recommendations dated June 21, 1977, be, and hereby are, incorporated as the findings of fact of the Board of County Com- missioners in this matter. The request complies with the Weld County Comprehensive Plan. Said Plan states : "Industrial land use in the rural areas of the county shall be limited to those industries which cannot suitably be located within a municipality. Rural industrial development should be encouraged only when the industry is agriculturally oriented or requires a physical environment that cannot reasonably be furnished in a municipality. " The locational requirements for this facility necessitates a site which cannot reasonably be furnished in a municipality. 2. It is the opinion of the Planning Commission staff that the proposed modifications to the existing gas compressor station are in compliance with the provisions of Section 3. 3(E) (2) of the Weld County Zoning Resolution which states : "The Planning Commission and the Board of County Commissioners shall consider the following in making their determination in approving or denying a Special Use Permit : Compatability with the surrounding area, harmony with the character of the neighborhood and existing agricultural uses, need for the proposed use, its effect upon the immediate area, its effect on future development of the area, and the health, safety, and welfare of the inhabitants of the area and the county. " This determination is based upon the following: A. The Tri-Area Planning Commission has indicated they have no objections to the proposal as submitted. B. The Weld County Health Department has indicated the proposed modifications do not conflict with Weld County and State Health Standards and Regulations. C. The Town of Firestone Planning Commission has indicated the town has no objections to the request. 111 Ili D. The Longmont Fire Protection Disrtict has indicated they have no objections to this request provided the recommenda- tions contained in their letter dated June 13, 1977 are followed. E. The Weld County Engineering Department has indicated they did not identify any engineering problems with the request presented. F. The Soil Conservation Service has indicated the soils do not pose any substantial problems for the proposed uses . G. To date no opposition to this request has been received from any of the surrounding property owners . Amoco Production Company Special Use Permit DEVELOPMENT STANDARDS 1. The permitted uses on the hereon described property shall be the facilities as shown on the SUP plans. These facilities include: a. Bulk storage of lube oil, ambitrol, methanol, and glycol with associated pumps; b. Three separators; c. The relocation of the slop oil tank; d. Transfer pump; e. Treater; f. Three product tanks; g. Truck loading rack; h. Water pit and water tank; i. Vapor recovery unit; and j . Pump area 2. The facility shall comply with all County and State Health Standards and Regulations pertaining to air quality, water quality, noise emission, and sanitary disposal systems. 3 . Upon termination of the operation of the compressor station, all facilities and structures shall be removed to 30" below grade. The site shall be reclaimed to a farmable state. 4. The Special Use Permit area shall be maintained in such a manner so as to prevent soil erosion, fugitive dust, and the growth of noxious weeds. 5. Access shall be limited to the two accesses off County Road 11 as shown on the SUP plans. Manual shutoff valves adequately identified shall be installed for both incoming and outgoing oil and gas per the specifications of the Longmont Fire Protection District. 9. A heat shield shall be installed between the valve station and the compressor station in accordance with the specifications of the Longmont Fire Protection District. 10. The Special Use Permit shall be limited to the plans submitted and governed by the Development Standards stated above and applicable Weld County regulations. Gas at 500 psig is transmitted to the Spindle Plant located four miles east of the compressor site for the extraction of natural gas liquids and yielding a dry residue gas for sales. The compressors are visited by an operator about two hours each day. Maintenance, when required at infrequent intervals, is performed by a crew of no more than four men. Liquids from the inlet gas line and compressor scrubbers are collected in the slop tank, and transported by truck to the Spindle Plant for further treating. The compressors are designed to operate 24 hours per day, 365 days per year. Equipment is provided for shutting down the compressors and for closing off inlet and outlet gas should (1) a malfunction of equipment occur, (2) a gas leak develop in the compressor building, or (3) a fire occur in the compressor building. Item 3 - Proposed Modifications a. Bulk storage for: (1) lube oil used in the compressor engines, (2) ambitrol which is a coolant used for antifreeze and corrosion protection in the engine jacket water cooling system, (3) methanol which is used to eliminate freezing caused by the presence of moisture in the gas streams, and (4) glycol which is used in the gas dehydrator to remove any moisture in the sales gas. Each of these fluids are presently delivered to the plant in metal drums. Bulk storage will permit less frequent deliveries thus reducing truck traffic and will also result in a monetary savings to Amoco by buying in bulk lots. The small pumps adjacent to the ambitrol and lube oil storage tanks will provide means of transferring these liquids into the compressor building. b. Three separators adjacent to the compressor building to provide improved moisture removal from the interstage compressor gas. c. Relocation of the slop oil tank to another location for improved safety and other operational considerations. This tank is used to accumulate liquid hydrocarbons and moisture collected in the 1st stage inlet scrubber, the interstage separators and the discharge scrubber on the 2nd stage. Used crank case oil will also be accumulated in the slop oil tank. . / d. Transfer pump to move liquids from the slop oil tank to the treater. e. Treater to remove water and provide merchantible oil. (With the present installation slop oil has been trucked to our Spindle Plant for treatment and sale) . f. Product tanks to store merchantible oil prior to shipment. g. Truck loading rack to permit delivery of merchantible oil by truck to buyer's receiving station. It is anticipated that in the near future a pipeline will be installed to accept delivery of oil from the product tanks, and if this is done we will be able to discontinue truck deliveries of the oil. h. Water pit to receive water removed from the oil in the treater. Provision is also made for a water tank to be installed if needed to facilitate accumulation and disposal of water by truck. i. Vapor Recovery Unit - to be installed to collect vapor from the slop oil and product tanks and transfer this additional gas to compressor for recompression and sale. j. The pump area to the north east of the product tank will be used to locate the oil pipe line transfer pumps when installed by the pipe line company. Item 4 - Disposal of Sewage and Other Wastes Operations at West Spindle will use sanitary outlets at the Spindle Plant. Waste lubricating oils and slop oil collected from the gathering lines and compressor scrubbers will be collected in a slop tank, then treated to provide a product which can be delivered to a pipeline receiving station. Item 5 - Water Requirements No change. Minimal water requirements will be supplied from the Spindle Plant. Lang Amoco Production Company Security Life Building Denver, Colorado 80202 This is in reply to your request for soil evaluation for the Wk Section 36, Township 2 North, Range 68 West, Weld County, Colorado. Evaluation is to determine the suitability of the area for commercial and industrial use. The site indicated is on the border of soils 21B-B and 56A-B. Soil 21B-B has a 6-14 inch thick layer of sandy loam and subsoil 6-20 inches thick with the upper part being sandy clay loam and the lower part heavy sandy loam. The substratum is a sandy or fine sandy loam. Soil 56A-B is very similar and neither one pose any great problems for buildings of the type you have specified. Flooding problems are nil. Pollution hazards are minimal. The soil survey is made on the basis of 50 to 60 inch borings.
