BOARD OF COUNTY COMMISSIONERS
WELD COUNTY, COLORADO
JANUARY 23, 2019
The Board of County Commissioners of Weld County, Colorado, met in regular session in full conformity
with the laws of the State of Colorado at the regular place of meeting in the Weld County Administration
Building, Greeley, Colorado, January 23, 2019, at the hour of 9:00 a.m.
ROLL CALL: The meeting was called to order by the Chair and on roll call the following members
were present, constituting a quorum of the members thereof:
Commissioner Barbara Kirkmeyer, Chair

Commissioner Steve Moreno

El MINUTES: Commissioner Conway moved to approve the minutes of the Board of County
Commissioners meeting of January 21, 2019, as printed. Commissioner Moreno seconded the motion,
and it carried unanimously.
• AMENDMENTS TO AGENDA: There were no amendments to the agenda.
• CONSENT AGENDA: Commissioner James moved to approve the Consent Agenda as printed.
Commissioner Freeman seconded the motion, and it carried unanimously.
• PUBLIC INPUT: No public input was given.
BIDS:
• 1) APPROVE BID #61900001, PATROL FULL-SIZED 4X4 SUVS - PURSUIT RATED (QTY. 5) -
SHERIFF'S OFFICE: Rob Turf, Department of Purchasing, reviewed the three (3) bids received and
stated staff recommends awarding to the low bidder, Johnson Auto Plaza, Inc., as they meet all
specifications Commissioner Freeman moved to approve said bid. The motion was seconded by
Commissioner Conway, and it carried unanimously.
El 2) APPROVE BID #61900002, SUVS 4 -DOOR 4X4 OR AWD (QTY. 5) - SHERIFF'S OFFICE,
DEPARTMENT OF BUILDINGS AND GROUNDS, AND DEPARTMENT OF PLANNING SERVICES:
Mr. Turf reviewed the seven (7) bids received and stated staff recommends awarding to, John Elway
Chrysler Dodge Jeep Ram, as they are the lowest bidder to meet all specifications.

Commissioner Moreno moved to approve said bid. Seconded by Commissioner Freeman, the motion
carried unanimously.
• 3) APPROVE BID #81900003, FULL-SIZED SUV, 7 PASSENGER (QTY. 1) - SHERIFF'S OFFICE:
Mr. Turf stated staff recommends awarding to the low bidder, Spradley Barr Ford Lincoln of Greeley, for
the total amount of $38,182.00. Commissioner Conway moved to approve said low bid. The motion was
seconded by Commissioner James, and it carried unanimously.
• 4) APPROVE BID #61900004, 1/2 -TON, 4X4 CREW CAB PICKUPS - DEPARTMENT OF PUBLIC
WORKS (QTY. 3) AND SHERIFF'S OFFICE (QTY. 1): Mr. Turf stated staff recommends awarding to
Spradley Barr Ford Lincoln of Greeley, the lowest bidder meeting specifications, for the total amount of
$133,460.00. Commissioner Freeman moved to approve said bid. The motion, which was seconded by
Commissioner James, carried unanimously.
• 5) APPROVE BID #B1900005, VANS FOR DETENTIONS (QTY. 2) - SHERIFF'S OFFICE: Mr. Turf
reviewed the four (4) bids received and stated staff recommends awarding to the lowest bidder to meet
specifications, Spradley Barr Ford Lincoln of Greeley, for the total amount of $104,768.00. Commissioner
Conway moved to approve said bid. The motion was seconded by Commissioner Moreno, and it carried
unanimously.
• 6) APPROVE BID #B1900006, 1/2 -TON, 4X4 SUPER/DOUBLE QUAD CAB PICKUPS, 8 -FOOT
BED - CORONER'S OFFICE (QTY. 1) AND DEPARTMENT OF PUBLIC WORKS (QTY. 1): Mr. Turf
reviewed the two (2) bids received and stated staff recommends awarding to the lowest bidder to meet
specifications, Spradley Barr Ford Lincoln of Greeley, for the total amount of $63,778.00.
Commissioner James moved to approve said bid. Seconded by Commissioner Conway, the motion
carried unanimously.
• 7) APPROVE BID #B1900007, MID -SIZED 4 -DOOR SEDAN (QTY. 1) - DISTRICT ATTORNEY'S
OFFICE: Mr. Turf reviewed the four (4) bids received and stated staff recommends awarding to the lowest
bidder who meets specifications, Spradley Barr Ford Lincoln of Greeley, for the total amount of
$19,380.00. Commissioner Moreno moved to approve said bid. The motion was seconded by
Commissioner Freeman, and it carried unanimously.
• 8) APPROVE BID #B1900008, 1/2 -TON, 4X4 EXTENDED CAB PICKUPS (QTY. 3) -
DEPARTMENT OF BUILDINGS AND GROUNDS: Mr. Turf reviewed the five (5) bids received and stated
staff recommends awarding to the lowest bidder to meeting specifications, Spradley Barr Ford Lincoln of
Greeley, for the total amount of $92,709.00. Commissioner James moved to approve said bid, which was
seconded by Commissioner Conway, and it carried unanimously.
• 9) APPROVE BID #B1900009, 3/4 -TON, 4X4 PICKUP, 8 -FOOT BED, CREW CAB (QTY. 1) -
DEPARTMENT OF PUBLIC WORKS: Mr. Turf reviewed the four (4) bids received and stated staff
recommends awarding to the lowest bidder, which meets specifications, Spradley Barr Ford Lincoln of
Greeley, for the total amount of $32,928.00. Commissioner Conway moved to approve said bid. The
motion was seconded by Commissioner Freeman, and it carried unanimously.
• 10) APPROVE BID #B1900010, 3/4 -TON, 4X4 PICKUPS, 8 -FOOT BED, EXTENDED
DOUBLE/SUPER CAB (QTY. 2) - DEPARTMENT OF PUBLIC WORKS: Mr. Turf reviewed the four (4)
bids received and stated staff recommends awarding to lowest bidder who meets specifications, Spradley
Barr Ford Lincoln of Greeley, for the total amount of $65,970.00, for two (2) Ford F-350 Extended Cab

Pickups. Commissioner Conway moved to approve said bid, which was seconded by
Commissioner Moreno, and it carried unanimously.
• 11) APPROVE BID #61900011, ARTICULATING WHEEL LOADER (QTY. 1) - DEPARTMENT OF
PUBLIC WORKS: Mr. Turf reviewed the four (4) bids received and stated staff recommends awarding to
the lowest bidder meeting specifications, 4 Rivers Equipment. Commissioner Freeman moved to approve
said bid. Seconded by Commissioner Conway, the motion carried unanimously.
• 12) APPROVE BID #61900012, 1 -TON, 4X4 CREW CAB WITH DUAL WHEELS AND UTILITY
BOX (QTY. 1) - DEPARTMENT OF PUBLIC WORKS: Mr. Turf reviewed the four (4) bids received and
stated staff recommends awarding to the low bidder, Johnson Auto Plaza, Inc. Commissioner James
moved to approve said bid, which was seconded by Commissioner Conway, and it carried unanimously.
• 13) APPROVE BID #B1900013, SINGLE AXLE 4X4 TRUCK WITH SNOW PLOW AND SANDER
(QTY. 1) - DEPARTMENT OF PUBLIC WORKS: Mr. Turf reviewed the four (4) bids received and stated
staff recommends awarding to the low bidder, McCandless Truck Center, as noted in the staff memo.
Commissioner Moreno moved to approve said low bid. The motion, which was seconded by
Commissioner Freeman, carried unanimously.
• 14) APPROVE BID #B1900014, TANDEM AXLE TRUCK TRACTOR (QTY. 1) - DEPARTMENT
OF PUBLIC WORKS: Mr. Turf reviewed the four (4) bids received and stated staff recommends awarding
to the low bidder, McCandless Truck Center, for the total amount of $128,986.00.
Commissioner Freeman moved to approve said bid, which was seconded by Commissioner James, and
it carried unanimously.
• 15) APPROVE BID #61900015, TANDEM AXLE TRUCK CHASSIS (QTY. 1) - DEPARTMENT OF
PUBLIC WORKS: Mr. Turf reviewed the four (4) bids received and stated staff recommends awarding to
the second lowest bidder, McCandless Truck Center. Commissioner James moved to approve said bid.
The motion was seconded by Commissioner Moreno, and it carried unanimously.
El 16) APPROVE BID #B1900017, SINGLE AXLE TRUCK WITH CUSTOM BED, MOUNTED CRASH
ATTENUATOR (QTY. 1) - DEPARTMENT OF PUBLIC WORKS: Mr. Turf reviewed the three (3) bids
received and stated staff recommends awarding to low bidder, Spradley Barr Ford Lincoln of Greeley, for
the total amount of $131,552.00. Commissioner Freeman moved to approve said bid. Seconded by
Commissioner James, the motion carried unanimously.
• 17) APPROVE BID #B1900018, TANDEM AXLE DUMP TRUCK, REGULAR CAB, DUAL AXLE
WITH SNOW PLOW (QTY. 1) - DEPARTMENT OF PUBLIC WORKS: Mr. Turf reviewed the three (3)
bids received and stated staff recommends awarding to the lowest bidder meeting specifications,
Transwest Truck Trailer. Commissioner James moved to approve said bid. Seconded by Commissioner
Moreno, the motion carried unanimously.
18) APPROVE BID #B1900019, 20 -FOOT CONVEYOR (QTY. 1) - DEPARTMENT OF PUBLIC
WORKS: Mr. Turf reviewed the five (5) bids received and stated staff recommends awarding to the low
bidder, Power Equipment Company. Commissioner Conway moved to approve said low bid. The motion
was seconded by Commissioner Freeman, and it carried unanimously.
• 19) APPROVE BID #B1900020, BELLY DUMP TRAILERS (QTY. 4) - DEPARTMENT OF PUBLIC
WORKS: Mr. Turf reviewed the six (6) bids received and stated staff recommends awarding to the low

bidder, Utility Trailer Sales of Colorado. Commissioner Moreno moved to approve said low bid. Seconded
by Commissioner James, the motion carried unanimously.
• 20) APPROVE BID #61900021, COLD MILLING MACHINE TRACK MOUNTED (QTY. 1) -
DEPARTMENT OF PUBLIC WORKS: Mr. Turf reviewed the four (4) bids received and stated staff
recommends awarding to the low bidder, Honnen Equipment, for the total amount of $510,020.91.
Commissioner Conway moved to approve said low bid. The motion was seconded by
Commissioner Freeman, and it carried unanimously.
• 21) APPROVE BID #B1900022, 3/4 -TON, 4X4 PICKUP, 6 -FOOT BED, CREW CAB (QTY. 1) -
DEPARTMENT OF PUBLIC WORKS: Mr. Turf reviewed the three (3) bids received and stated staff
recommends awarding to the low bidder, Phil Long Ford of Denver. Commissioner James moved to
approve said bid, which was seconded by Commissioner Moreno, and it carried unanimously.
• 22) APPROVE BID #61900032, MOTORGRADERS (QTY. 6) - DEPARTMENT OF PUBLIC
WORKS: Mr. Turf reviewed the two (2) bids received and stated staff recommends awarding to the low
bidder, Wagner Equipment Company. Commissioner Conway moved to approve said low bid. Seconded
by Commissioner James, the motion carried unanimously.
• 23) APPROVE BID #B1900031, COOLING TOWER REPLACEMENT - DEPARTMENT OF
BUILDINGS AND GROUNDS: Mr. Turf reviewed the four (4) bids received and stated staff recommends
awarding to the lowest bidder to meet specifications, Frontier Mechanical, Inc. Commissioner Freeman
moved to approve said bid. The motion was seconded by Commissioner Moreno, and it carried
unanimously. Commissioner Moreno thanked David Springer, Director of the Fleet Department, and staff
for their hard work.
NEW BUSINESS:
el 1) CONSIDER PETITION FOR ABATEMENT OR REFUND OF TAXES FOR ACCOUNT NUMBER
R0052386 - TRIPLE THREAT ENTERPRISES, LLC, C/O MICHAEL AND BETTE O'KEEFE:
Brenda Dones, Weld County Assessor, presented the petition for abatement for tax years 2016 and 2017,
and stated the issue is the classification rate of the property. She stated staff has classified the property
as mixed use, meaning 38% is commercial, and 62% is residential, which determines the assessment
rate. She stated the property owner is requesting the property be classified as residential. Ms. Dones
explained the Assessor's Office recognizes the property as mixed use from years 2010 through 2018.
She stated the Appraiser inspected the property and confirmed the property is not being used a
commercial and agreed to change the classification for tax year 2018. When the owner requested an
abatement for tax years 2017 and 2016, staff requested additional documentation to show the property
was not being used commercially during that time. She stated since the property owner has not supplied
additional documentation, staff recommends denying the petition for abatement for years 2017 and 2016
and sustaining the assessed value for 2016 at $34,510.00 and for 2017 at $49,840.00. She reported
Mr. O'Keefe sold the property in October, 2018, so the Assessor's Office will need to review the property
again when the use changes. In response to Chair Kirkmeyer, Ms. Dones confirmed there is a Use by
Special Review permit still on the property and the Appraiser confirmed the buildings were empty and
changed the classification to residential. Commissioner Freeman moved to deny said petition for the tax
years 2016 and 2017 and sustain the value. The motion was seconded by Commissioner James, and it
carried unanimously.
RESOLUTIONS AND ORDINANCES: The resolutions were presented and signed as listed on the
Consent Agenda. No Ordinances were approved.
