Dear Weld County Commissioners, I write to you today as a long time Weld County citizen and taxpayer with significant interest in Energy. My interest in Energy stems from my belief that an affordable and reliable supply of Energy is essential to the prosperity and well- being of all American citizens and businesses. I believe strongly that the production and export of many forms of Energy, including, among others: sugar beets, coal, oil, gas, corn, wheat, vegetables, beef and dairy products and solar, 0._.45Deirncin Cct-fii or1S 1 2019-4274 0 6 091300 9/85«9' wind, landfill gas, nuclear and natural gas generated electric Energy have been and very hopefully will continue to be foundational to the prosperity and long term wealth of the great people of Weld County. I've had the pleasure of meeting most of you; I appreciate your collective dedication to Weld County and your efforts to continue the great way of life we all enjoy here. We have much to celebrate. I wish to see Weld County continue to prosper and set a great example of how to do things right. I'd like to emphasize the concepts of private property rights and small government that I've found to be so important to the success of Weld County. I hope these concepts will be foremost as you consider changes relating to regulations governing the development of solar electric Energy projects in Weld County. Most important to me is the concept of private property rights. As a veteran and home owner, I feel strongly that the ability of the citizens of Weld County to work hard to purchase, protect, maintain and put to maximum beneficial use land, buildings, water rights, and mineral interests are central to achieving the American Dream, building individual wealth and supporting the public institutions underlying the collective wealth and well-being of the people of Weld County. Certainly, some rules and regulations are necessary. These should be consistent, clear, fair and based on the consistent application of the need to protect essential public interests. To maximize our enjoyment of freedom and prosperity in Weld County, each of us as citizens and private property owners must be free to decide how to best maximize the value of our private property and when and to whom to sell it in our personal best interest, subject to only such essential rules and regulations. I believe that the collective value of the property of Weld County continues to increase because of our focus on small government where we have avoided many unnecessary and overly burdensome rules, regulations and requirements. Capital, opportunity and innovative, hard-working people will always flow to areas which welcome their investment as Weld County has for so long. Please continue our great traditions of respecting private property rights and keeping government rules and regulations small and manageable. My communication with you is in part motivated by my long service as a member of the Board of Directors of United Power. United Power serves over 40,000 homes and businesses in Weld County. We work hard to provide each member with reliable and affordable electric Energy. The three utility scale solar electric Energy projects which have been built for United Power in Weld County have helped to make electricity more affordable for each of these 40,000+ homes and businesses. These solar projects also represent significant capital investment which has surely benefited the people of Weld County. I believe the rules and regulations in Weld County relating to solar electric Energy projects which were created in a collaborative manner in 2016 have served the County well and should be continued with no changes. If you determine that changes are absolutely necessary in the essential public interest, I respectfully request that these be created in thoughtful, well informed collaboration with impacted property owners, project investors and electric Energy utilities including United Power. It is my sincere hope that Weld County will continue to embrace the development, production and export of all kinds and forms of Energy for the continued prosperity of the people of Weld County. I'm glad to visit further on this subject via email or phone if you might have questions for me. For detailed input regarding United Power and our solar Energy projects, I understand you have heard from Troy Whitmore, our Government and Regulatory Relations Officer.
