RE: REGULATING, WARNING AND GUIDING TRAFFIC DURING THE TEMPORARY
CLOSURE OF EAST 16TH STREET BETWEEN BALSAM AVENUE AND CEDAR
AVENUE FOR APPROXIMATELY EIGHTEEN (18) DAYS, FOR REPLACEMENT OF
FOUR (4) CULVERTS
WHEREAS, the Board of County Commissioners of Weld County, Colorado, pursuant to
Colorado statute and the Weld County Home Rule Charter, is vested with the authority of
administering the affairs of Weld County, Colorado, and
WHEREAS, pursuant to C.R.S. §42-4-106(6)(a):
"...local authorities, with their respective jurisdiction may, for the
purpose of road construction and maintenance, temporarily close to
through traffic or to all vehicular traffic any highway or portion
thereof for a period not to exceed a specified number of work days
for project completion and shall, in conjunction with any such road
closure establish appropriate detours or provide for an alternative
routing of the traffic affected...", and
WHEREAS, the Board, pursuant to said statute and upon the basis of traffic and personal
investigations, has determined that conditions exist which make it necessary to temporarily close
said Roads to through traffic and to regulate, warn and guide vehicular traffic by posting signs
thereon.
NOW, THEREFORE, BE IT RESOLVED that the Board of County Commissioners of Weld
County, Colorado, deems it necessary to regulate, warn and guide vehicular traffic on County
roads and any intersections thereof, and it hereby authorizes and orders the posting of such traffic
control devices as shall be reasonably necessary to regulate, warn and/or guide traffic thereon
for the safety of the general public and that said traffic control devices shall conform to the Federal
Manual on Uniform Traffic Control Devices.
BE IT FURTHER RESOLVED that the Board of County Commissioners of Weld County,
Colorado, does declare and establish that East 16th Street, between Balsam Avenue and Cedar
Avenue, be temporarily closed, with said closure being effective April 9, 2019, for approximately
eighteen (18) days for the replacement of four (4) culverts, and further, that standard official traffic
control devices shall be erected at said closure giving notice of the restrictions.

WCR 49 between HWY 392 and WCR 70 is closed from 4/16/2019 thru 4/19/2019 for a culvert
replacement.
WCR 70 between WCR 49 and WCR 51 is closed from 4/9/2019 thru 4/12/2019 for a culvert
replacement.
